On September 24, the Ministry of Transport held the video conference on the transport safety, the fourth plenary session of the Safety Committee of the Ministry in 2021. Li Xiaopeng, the Minister and the director of the Safety Committee of the Ministry, attended the meeting and stressed that we should thoroughly apply the important instructions on production safety by General Secretary Xi Jinping and other leading comrades of the Central Government, analyze the safety production situation. Drawing lessons from recent accidents, we will fully focus on work safety in the fourth quarter, especially during the National Day holiday and the second United Nations Global Sustainable Transport Conference.
In this way, we can guard the red line of safety production, ensure the stability of the industry's production safety situation, protect the lives and property of the people and deliver a satisfactory answer to the Party and the people with concrete actions.
Li Xiaopeng pointed out that, General Secretary Xi Jinping, taking the overall development of the Party and the country into consideration, made speeches and instructions on safety production, providing a fundamental guide to action. We must deeply realize that to secure production safety, we must enhance political awareness, adhere to people-centered direction, strengthen the implementation of responsibility, put the work of production safety to the most prominent, the most urgent and the most critical position. Besides, we should put the General Secretary Xi Jinping’s important instructions on production safety into concrete action, improve production safety with loyalty and responsibility, and ensure that the people’s lives and property safety are in the first place.
Li Xiaopeng stressed that since the beginning of this year, the transportation industry has implemented the spirit of General Secretary Xi Jinping's important instructions on production safety, and implemented the deployment and decisions by the Party Central Committee and the State Council so as to maintain the overall stability of the industry's production safety. However, we should be soberly aware that recent traffic accidents have exposed deep-seated problems such as the weak concept of safe development, the failure to implement safety production responsibilities, and the incomplete investigation of potential risks and dangers.
Li Xiaopeng requested we must always keep political sobriety, maintain the concept of safety production, and keep safety production the first place in our mind. Moreover, we should be more vigilant, responsible and effective to eliminate hidden dangers and prevent risks so as to ensure safety. Besides, we should prevent serious and major accidents, make greater efforts in safety production, and stabilize the basic condition of transport production safety to protect people’s lives and property. First, we must make every effort to secure the production safety work during the National Day, and the second United Nations Global Conference on Sustainable Transport. Second, we must accept the feedback from the Safety Committee of the State Council and make related adjustments. Departments and bureaus should pay attention to rectifications in accordance with the division of tasks. The provincial transport authorities should receive the feedback of inspections in the field of the industry and attach importance to the rectification and implementation. Third, we should
draw lessons from recent workplace accidents, make an in-depth analysis of the causes,, and do our work in line with four principles (means that the cause of the accident must be found out, the responsible personnel must be punished, the rectification measures must be implemented, and the related personnel must be educated), and promote the three-year campaign, strengthen risk control and hidden danger rectification, to secure the production safety at the very beginning. Fourth, we must strengthen the supervision and enforcement of production safety, promote the effective implementation of production safety law and maritime traffic safety law, enforce the law to prominent problems and implement penalties in accordance with the law. Fifth, we need to make every effort to meet the annual security and stability targets. Focusing on inland reservoirs, the Yangtze River main line, Bohai Bay, Qiongzhou Strait and other passenger transport supervision, we should strengthen the "six areas and a line" water navigation order control, work harder in combating freezing, rain, snow, cold waves, high winds and geological disasters in road transport, waterway passenger transport, engineering construction and other areas as well as work harder in the epidemic prevention and control in autumn and winter.
The Safety Committee Office of the Ministry reported the work in the third quarter and put forward key work arrangements in the fourth quarter. Beijing Municipal Commission of Communications, Hunan and Fujian Provincial Department of Transport of provinces and the Yangtze River Shipping Administration made statements respectively.
Vice Minister Zhao Chongjiu presided over the meeting. Vice Minister Wang Yang, Safety Director Li Guoping attended the meeting. Members, liaison staff and office members of Safety Committee of the Ministry also attended the meeting. Comrades from all provinces (including autonomous regions and municipalities), the Department of Transport of the Xinjiang Production and Construction Corps (including Bureau and committee), all units of the Ministry and part of companies attended the conference in the branch venue.
