On September 29, the Ministry of Transport held the video meeting about the three-year campaign to improve water traffic safety, notifying the overall situation of the three-year campaign and deploying the work of the next phase and the recent work of the water traffic safety. Zhao Chongjiu, Party member of the Ministry, deputy minister of the Ministry, and deputy director of the Security Committee of the Ministry, stressed that we should implement General Secretary Xi Jinping’s instructions on production safety, implement the deployment of the fourth plenary session of the Security Committee of the Ministry, analyze the water safety situation, learn the lessons from recent accidents, strengthen the prevention and control of major risks, and complete the tasks of the three-year campaign to ensure the ongoing stability of the national water traffic safety.
Zhao Chongjiu conveyed General Secretary Xi Jinping’s recent instructions on production safety, asking all units and departments to integrate their thoughts and actions into the Party Central Committee’s decision, practice the concept of "putting people and their lives first", integrate development and safety, make a clear understanding of the current situation and problems, pay attention to the implementation of the work, and shoulder the political responsibility to ensure water traffic safety, so as to protect the industries' high-quality development and the people's lives and property.
Zhao Chongjiu pointed out that since last year, the maritime system has focused on key regulatory areas，such as passenger transport and the transport of dangerous goods, and on difficult issues, including the prevention of collisions between merchant ships and fishing vessels and the river vessels involved in marine transportation. As a result, we saw the decrease in the four indicators about water traffic accidents of national transport vessels, the stability of water traffic safety and the phased results of this campaign.
Zhao Chongjiu stressed that units at all levels should understand the general requirements of the three-year campaign. First, we must raise the political stance, fulfill our responsibilities, improve the responsibility system, and fulfill the safety supervision responsibilities at all levels. Second, we should adhere to the bottom-line thinking and strengthen risk prevention and control efforts with stronger law enforcement and regulatory forces, more effective prevention and control measures, as well as more adequate emergency resources. Third, Third, we must adhere to law-based governance and focus on addressing prominent problems and hidden dangers with law-based thinking and approach.Fourth, we must adopt a holistic approach, construct a long-term regulation mechanism, and strengthen the all-round safety supervision in the whole process and the whole chain and all aspects. Fifth, we should further change our work style and strengthen the development of basic skills at the community level and ensure that all work is carried out in a solid and detailed manner.
Zhao Chongjiu required that we learn lessons from the accidents of " Liupanshui Passenger Ship 8015 " in Guizhou province, strengthen on-site supervision, carry out safety inspection in ferry transport and passenger transport, and deal with the illegal acts such as companies' safety management idling, overloaded and overcrowded ships, passenger-taking in midway, beyond wind-resistant level navigation and so on. We should take great measures to prevent the similar accidents from happening again. We should thoroughly implement the spirit of the fourth plenary meeting of the Ministry's Security Committee, and do our best to ensure water traffic safety during the National Day holiday and the second United Nations Global Sustainable Transport Conference.
Transportation Department in Anhui and Jiangxi provinces as well as Maritime Safety Administration in Hebei, Jiangsu, Zhejiang and Shenzhen made exchange speeches on the conference. Safety Director of the Ministry and comrades from the related departments of the Ministry attended the conference in the main venue. Comrades from all provinces (including autonomous regions and municipalities) and the Department of Transport of Xinjiang Production and Construction Corps (including Bureau and Commission) and from the maritime system, navigation security center attended the conference in the branch venue.
