The General Secretary-Xi Jinping's Important Speech About Drawing a good “Fine Brushwork” in Constructing High-quality Development of Tibetan Transportation Sparked a Warm Response in the Transportation Industry

From July 21 to 23, Xi Jinping, general secretary of the Communist Party Central Committee, president of the state and chairman of the Central Military Commission, came to Tibet to congratulate the 70th anniversary of the peaceful liberation of Tibet, visited officials and people of all ethnic groups in Tibet, and sent them the care of the CPC Central Committee.

In July 2011, Xi Jinping, as a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Chairman of the State and the Central Military Commission, led a central delegation to attend the celebration of the 60th anniversary of the peaceful liberation of Tibet. That time, from Lhasa to Nyingchi and then to Xigaze, they were very excited seeing splendid scenery.

On the occasion of the 70th anniversary of the peaceful liberation of Tibet, Xi Jinping visited here again shortly after the conference celebrating the 100th anniversary of the founding of the Communist Party of China.

Over the years, he had been concerned about this land and local people. Along the way, when seeing scenery, he said "I am so happy to witness the the spectacular and vibrant new style of the snowy plateau!"

On June 25 this year, Lalin railroad, Tibet’s first electrified railroad, was put into operation. On the morning of June 22, Xi Jinping visited Nyingchi Railway Station, an important hub of the Sichuan-Tibet Railway, learned about the overall planning of the Sichuan-Tibet Railway and the construction and operation of the Lhasa-Linzhi section, listened to the promotion of Ya’an-Linzhi section of the construction report, inspected the construction along the Lalin Railway by a special train, and conducted in-depth studies on related issues.

From the Sichuan-Tibet Line to the construction of the vast western border railway network, General Secretary Xi Jinping said: " The country’s transportation map is like a painting, and the central, eastern and northeastern regions of China are all fine brushwork. Create a plateau miracle with an average annual growth of 8,100 kilometers

The road, for Tibet, is a miracle, a change and a hope.

Before liberation, there was not a road for cars in Tibet. During the long years, this southwestern frontier had been considered as “a place where only Tibetan eagles could fly over”. More than 100,000 soldiers and civilians made arduous efforts to build road in Tibet. In 1954, the Sichuan-Tibet and Qinghai-Tibet highway could reach Lhasa finally. At that moment, Tibet’s history without roads finally ended.

Since the 18th Party Congress, especially during the 13th Five-Year Plan period, Tibet has received the most support and funds from the central government for transportation development. Transportation investment has been the ballast stone of Tibet's high-speed and high-quality development for five consecutive years.

During the 13th Five-Year Plan period, Tibet invested 251.6 billion yuan in fixed assets of highway transportation, 3.7 times that during the 12th Five-Year Plan period and accounting for one third of the total investment in fixed assets of the autonomous region.

Over the past five years, Tibet had built more than 1,000 kilometers of high-level highways. And the number of prefecture-level cities with high-level highways had increased from one to six. By the end of 2020, the total mileage of roads in Tibet had reached 118,800 km, creating a miracle on the plateau with an average annual growth of 8,100 km.

Over the past five years, A total of 3,123 rural road projects have been carried out in Tibet, 38,200 kilometers of rural roads have been renovated, and roads in 286 towns and townships, 2,905 organized villages, and 391 places where the poor have been relocated have been streamlined. Asphalt roads have been built in Motu County, used to be the last county in The country without asphalt roads. Gandeng Township, the last township in Tibet without road access, has road access now.The access rate of township and village roads had reached 100% and 99.96% respectively, and the smoothness rate had reached 93.7% and 75.9% respectively.

During the 14th five-year Plan, all national roads in the region will become asphalt roads

 “The general secretary had put forward the requirements and pointed out the direction for the work of Tibet in the new period, and we were deeply encouraged and excited. We must comprehend and implement it well.” said Dawa Ouzhu, secretary of the Communist Party Committee and deputy director of the Transportation Department of the Tibet Autonomous Region. During the period of the 14th Five-Year Plan, Tibet will speed up the construction of major highway transportation projects, consolidate the achievements of poverty alleviation and rural revitalization, so that people of all ethnic groups will have a better sense of fulfillment, a more sustainable sense of happiness and a better sense of security.

During the 14th Five-Year Plan period, Tibet will complete the construction of the Naqu-Lhasa section of the Qinghai-Tibet Expressway and the upgrading of the Sichuan-Tibet Highway, the Xinzhou-Tibet Highway and the Yunnan-Tibet Highway in Tibet. All national roads in the region will be tarred. Tibet will also complete the construction of the Sichuan-Tibet Railway supporting road projects and strive to achieve 100% of the township and 88% of the established villages to have  hardened roads, constantly enhancing the sense of access, happiness and security of the people of all ethnic groups.

General Secretary inspected the construction situation along the Lalin railway, which excited He Niangzhi, the general design and project manager of Lalin Railway No.2 Hospital of China Railway. He said: “We will give full play to the key role of scientific and technological innovation, face up to difficulties and dare to be the first, adhere to scientific construction, safe construction and green construction, turn the important instructions of the General secretary into driving force, and make new contributions to the high-quality development of transportation in Tibet."

 

Give full play to the pioneering and exemplary role of officials assisting Tibet

During the inspection of the general secretary, Yang Yi, senior engineer of the Water Transport Institute of the Planning and Research Institute of the Ministry of Transport, as the representative of the Ministry of Transport and the representative of the Transport system of Tibet, was warmly received.

 “This was the most glorious moment in my life. The general secretary said that the snowy plateau lacked oxygen but not spirit. Although the life in here was hard, people were more courageous. President Xi encouraged us to inherit the spirit of the ‘Old Tibetan’ and ‘two roads’, implementing the work of the Party Central Committee to support Tibet well. " said Yang Yi.

In July 2019, Yang Yi was appointed by the Ministry of Transport to the Safety Supervision Department of the Transport Department of The Tibet Autonomous Region as the ninth group of cadres to assist Tibet. He was in charge of the supervision and management of transport safety production, emergency response and standardization of production safety. Over the past two years, he has been devoted to his job and is not afraid of hardship. He has taken the initiative to be on duty on holidays to manage the work of safety production while promoting the development of Tibetan transportation.
