The Transportation Departments Go All Out to Ensure the Road Passage and Service Support, 58 out of 97 Damaged Sections Getting Repaired

Up to 7 a.m. on July 27, the reporter learned from the Ministry of Transport (M.O.T) that 6 sections of 6 expressways, 91 sections of 16 national trunk ways as well as 26 provincial roads had been damaged by heavy rainfall in Henan. Now, 4 sections of 4 expressways, and 54 sections of 8 national trunk ways as well as 15 provincial roads have resumed traffic . Rush repair is still being done on other sections, and vehicles need to detour. Temporarily, there are no casualties and vehicles detention while the main expressways basically maintain the normal passage.

About expressways. Up to 7 a.m. on July 27, most Henan expressway toll stations and closed service areas have resumed. At present, 375 out of 403 toll stations of Henan expressways, are in normal function, 22 under control and 6 closed. 147 out of 148 pairs of service areas are in normal operation, with a pair closed due to the flood discharge. Among 24 toll stations of Zhengzhou beltways, except the Cherry Ditch Toll Station was closed, other stations allow the passage.

A total of 1,046 sections on expressways in Henan have been destroyed by the flood, of which 379 have been repaired and open and 667 are still under rush repair. There is no vehicle and people detention. There are 2 sections of 2 expressways not in repair: Weishi County section K126 of Shangdeng Expressway (S60), which is expected to resume after the flood level drops; the flood in  K49 + 300 of Xiuwu County section of Zhengyun Expressway (S87) has receded, and the dredging, detection and evaluation in this section are being carried out, it can resume on July 27 if there are no potential safety hazards.

About national and provincial trunk ways. 37 sections of 8 national and 11 provincial ways in Henan are in rush repair, of which 23 sections are expected to resume at the end of July, and 14 sections submerged will pass after the water recedes.

About rural roads. 1,685 roads were blocked in Henan. At present, 333 village roads have resumed, while 1,352 ones are still under repair. Roads not be repaired are mainly concentrated in cities like Anyang, Xinxiang, Zhengzhou, Hebi, Xuchang.

It is reported that the main reasons for the failure to repair sections of rural roads in Henan are as follows: first, Jialu River and Weihe River is releasing the flood, and the flood in some cities and counties has not decreased, so the road repair can not be undertaken now. Second, the subgrade of dangerous roads such as mountainous areas are wholly washed up, with a large amount of filling and a long-time repair needed; it will take time to clean the roads in serious collapse. Third, the disaster in some cities and counties still tends to expand, especially on both banks of Weihe River. The flood has not subsided, thus the continuous immersion of rural roads will damage the subgrade and pavement.  

About personnel and equipment in road passage. Up to 7 a.m. on July 27, in response to the heavy rainfall, 884 rescue teams, 23,523 emergency rescue people, 7,555 sets of machines and 25,320 cubic meters of sand and gravel have been invested in Henan expressways. 62,730 safety officers and traffic maintainer and 22,883 sets of machine have been put into common roads. 36,283 safety officers and traffic maintainer and 50,120 sets of machine have been put into the rural roads. The Regional Traffic Road Contingency Reserve Center in Zhengzhou assisted 29 sets of equipment such as military steel bridges.

Furthermore, the Road Bureau as well as Highway Monitoring & Response Center of M.O.T will strictly implement relative work, strengthen the standby duty, closely monitor the road networks, rapidly dispatch and consult, promptly deal with emergencies, release information in time, and guide all localities to ensure the repair, operation of the road networks and service support in flood season.

All bus lines in Zhengzhou, Anyang and Hebi have resumed.

The reporter learned from Henan Provincial Department of Transportation that, up to 8a.m. on July 27, all bus lines in Zhengzhou have resumed, 75% bus lines in Xinxiang downtown have resumed. The lines in Anyang and Hebi have also gone into operation. The whole Zhengzhou subway network was shut down, due to the water gathered in 52 subway stations of which 34 had been pumped, 13 are being pumped and 5 had not been pumped.

Taxis in 14 cities and 10 counties under the direct jurisdiction of Henan Provincial Government are in normal operation. Except for the broken vehicles, all taxis in Zhengzhou and Anyang have been back to operation, and some vehicles in Jun County and Qi County under the jurisdiction of Xinxiang and Hebi halted. The number of freight vehicles in Henan reaches to 474,657, of which 344,733 are in operation, and the transportation capacity regained to 72.63%. Other suspended trucks are gradually operating.

Up to June 26, 1,607 lines have stopped and 2,646 lines have been back to operation in Henan; 5,017 scheduled bus have been out of service while 9,254 in service; 1,076 tourist charter buses have been suspended and 939 restored.

At present, all water transportation construction projects in Henan have stopped, inland water transportation and ferry transportation have been closed, and port and wharf operations have come to a halt. 2,300 flood control personnel, 223 sets of machine and 807 patrol ships were dispatched; 472 cruising times and 6003.4 kilometers were accomplished. In a day, 35 water emergency search and rescue teams, 1,860 S&R personnel and more than 386 sets of rescue equipment were put into emergency rescue in Xinxiang, Zhengzhou, Hebi, Anyang, Zhoukou, Xuchang, Luoyang and other counties and regions. According to preliminary statistics, more than 45,800 people were searched, rescued and transferred, more than 50 tons of materials were transported.

In addition, 40 expressway projects under construction in Henan started. Since the disaster occurred, the projects has participated in more than 5,800 persons in emergency rescue, more than 3,300 sets of machine were used, 232 dangerous spots (with 209 spots disposed, 23 under disposal) found and 597 victims resettled.
