Hainan welcomed the first "zero tariff" overseas ship with transferred nationality

On May 8, Hainan Maritime Safety Administration completed the renaming and conversion of registry of the ship "Haifeng Haikou", which belongs to Hainan Haifeng Shipping Co., Ltd. So far, the Hong Kong-registered ship, formerly known as the STIC Xiamen, has officially moved to China's Yangpu Port, becoming the first international ship registered in the Hainan Free Trade Port from overseas. This is also the first "zero tariff" imported ship that is engaged in international shipping routes.

In February, the Hainan Maritime Safety Administration further optimized and upgraded the service of " general office" of ship registration after it learned of the company's application intention. It adopted the method by mail for the first time, implemented the "approval without meeting" in the whole process, and handled 15 maritime affairs and services, including ownership registration, nationality registration, minimum safety allocation and so on.

Hainan maritime bureau also actively cooperate with Haikou bonded port area to promote the “non-stop” ship registration, and make overall plans and coordination in the synchronized process of permission in importing mechanical and electronic machines, customs clearance, shipping operation certificate, zero tariff management with the departments of commerce, customs, transportation (ports), the classification society and other relevant departments to further enhance the efficiency of the ship registration.

 Prior to this, the Hainan Maritime Safety Administration issued and implemented the Regulations on International Ship Registration Procedures for Hainan Free Trade Port, which achieved the innovation of the international ship registration of "one port for the whole island" and greatly improved the convenience for enterprises to process the international ship registration procedures. At present, there are 29 international ships with Chinese Yangpu nationality registered at the Hainan Free Trade Port, with a capacity of more than 4.8 million tons.
