Recently, according to the Hebei Maritime Safety Bureau, “the 14th Five-Year Plan” and the "1+4+N" planning system has been fully released and implemented, which is the first task book and working plan of Hebei Maritime Safety Bureau in the next 15 years to promote the modernization of maritime management system and capacity.
In the next five years, the Hebei Maritime Safety Bureau will pick up the speed to construct a modernized and first-class strong bureau with distinctive features, and strive to write a new chapter of transportation power taking maritime development as the pioneer, led by the Hebei Maritime Safety Administration's 14th Five-Year Development Plan (hereinafter referred to as The Plan), supported by the plans of four branches and nine special plans.The Plan is a specific practice for Hebei Maritime Safety Administration to deeply study president Xi Jinping's Thought of Socialism with Chinese Characteristics for a New Era, an important step for the implementation of The Plan for the Construction of a major power in transportation, The Plan for the National Comprehensive Three-dimension Transport Network and the maritime development strategy of "12395", and an important leading point for Hebei Maritime Administration to promote the strategy of "3586" for a powerful bureau.
The Plan covers the development foundation, the planning objectives, major tasks and safeguard measures, . It adheres to the general idea of the first-class modernized powerful bureau with distinctive features, carrys out "four integrations and four sychronized management", creates unique characteristics, implements the "six major projects", improves the " six abilities", promotes the breakthrough in eight feature aspects. In addition, the development direction has been clarified based on the concept of maritime development, supervision and service capacity, law enforcement team construction, social and industrial influence, and five first-classes led by cultural values. The Plan focuses on six key tasks for the 14th Five-Year Plan, namely, the implementation of the safety construction and prevention project, the "Blue Sea as the Great Wall" project, the project to flourish the maritime navigation, the project to consolidate the foundation by rule of law, the project to upgrade equipment, and the project to shape souls of a tough army.
Carry out the safety construction and prevention project in order to improve the ability of comprehensive water safety management. The Plan is put forward to build systems of modern safety management, water traffic intelligent service and safety supervision and the modern water emergency rescue, focus on the brand building of bulk cargo safety supervision and the construction of navigation safety management and rally strength to crack down on the maritime supervision service problem to speed up the construction of a responsibility chain which is clearer, orderly and synchronized supervision in order to reach a fundamental change of the water situation in the fixed area. A region-wide dynamic control and information service system will be put in place to ensure a safety and unimpeded passage of the maritime expressway, and effectively serve the construction of a modern distribution system.
The "Blue Sea as the Great Wall" project will be implemented to improve the emergency response capacity for the pollution prevention and control of ships. According to The Plan, we will implement Xi Jinping's thought on ecological civilization in order to protect the clear sea, blue sky, clean sand and beaches in Hebei with Beidaihe river as the center, and adhere to the problem-oriented and result-oriented approach to promote the formation of a "Hebei model" for ship pollution prevention and control that includes "the mobilization of all ports, the whole connection of supervision, and the whole process of receiving and handling." We will continue to start from the creation of features to make the "blue sea as Great Wall" as a characteristic supervision brand and "Taking Beidaihe and the Sea as Pioneer" as feature brand of summer supervision. Scientific and technological innovation will be taken as leading point to build a multi-dimensional ship pollution prevention and control system which focuses on coordination and linkage in order to build a joint Marine pollution emergency system that is governed and shared by all. Efforts should be made to build a new system of ship pollution prevention and control management that integrates "land, sea and air " in the area of jurisdiction with full-time monitoring, whole-chain supervision and all-around emergency response.
We will carry out the project of flourishing the maritime undertakings to support navigation and to promote the ability to serve the implementation of the national strategy and the development of the shipping industry. According to The Plan, we should combine ourselves with the current trend to make the active integration, professional advantages and the increase of quality and efficiency more distinctive and make sincere efforts to earn sincerity and win the position by real working while sparing no effort to provide support and guard to our national strategies and the development of regional areas. The Beijing-Tianjin-Hebei coordinated development and the construction of the Xiongan New Area will be deeply integrated, the build of special service of government affairs and crew management, and effectively implement the policies that benefits the businesses and the people and improve the efficiency of maritime public service in order to realize the "excellent" development of port and shipping enterprises based on the "excellent" maritime service.
We will implement the rule of law to strengthen the foundation and improve our capacity for high-quality administration based on law. According to The Plan we will build a maritime system of laws and norms, law implementation, law enforcement supervision and internal management to fulfill the sacred duty of safeguarding national interests. We will adhere to the systematic concepts, promote the implementation based on law, and spare no effort to build a more scientific and comprehensive norms for maritime law administration, a more precise and efficient system of maritime management and a more strict and effective system of maritime law enforcement and supervision. The internal management will be made more standard and a new situation of effective law and governing under which we can take part in the global maritime governing and protect our national rights and interests with more power in order to build a solid legal foundation for the high-quality development of Hebei Maritime Safety Administration.
We will upgrade equipment and increase the the empowerment of new infrastructure. According to The Plan we will focus on solving the problems of maritime supervision and management within its jurisdiction and make them accessible, visible, conveyed, and controled. and adhere to the key position of strategic research and scientific and technological innovation in the construction of a modern first-class bureau with characteristics to enhance the soft power of feature development. We will take the multi-direction safeguard, multi-means perception, whole-water access and multi-level coordination as the goal to improve the modernization level of equipment and facilities. We will implement the delicacy and intelligent management of equipment and facilities and information based operation and maintenance. , improve our ability to work hard to adapt to "long-term austerity". We will implement the development model of "Four Integrations and Four Synchronized Management" and explore a new path of joint construction and sharing in equipment with the local port and shipping enterprises. By the end of the 14th Five-Year Plan, an equipment system with more complete functions, more rational layout and more efficient operation will be formed.We will carry out the project of shaping souls of a tough army to enhance the capability of our troops to fulfill their duties and enhance development.
