On May 17, China Classification Society (CCS) and Jiangsu Provincial Department of Transportation signed a strategic cooperation agreement in Nanjing based on which the two sides will give full play to their advantages in resources and carry out all-round cooperation in deeper and higher level in areas such as major national and provincial strategic cooperation, ship inspection technology, local laws and regulations, research on new technology, training of the inspection of personnel and party building.
Mo Jianhui, CEO of CCS, and Lu Yongquan, Director of Jiangsu Provincial Department of Transportation, Secretary of leading party members' group and Director of Jiangsu Provincial Railway Office signed the strategic cooperation agreement on behalf of both parties. Zhu Ruming, Secretary of leading party members' group and Director of Jiangsu Maritime Safety Administration, and Sun Feng, Deputy Secretary of CCS Party Committee and Vice President attended the signing ceremony. Mei Zhengrong, Deputy Director of the Transportation Department of Jiangsu Province, presided over the ceremony. Wang Huiting, Director of the Comprehensive Transportation Law Enforcement Bureau of Jiangsu Province, and Yang Qi, General Manager of Jiangsu Branch introduced the relevant information respectively.
The strategic cooperation agreement is focused on the goal of establishing a "people satisfied, strongly guaranteed and leading power in transportation in the world" and plays an important role of building a high-quality development system for ship inspection and speeding up the building of a maritime and shipping power. According to the agreement, the two parties will establish a cooperative mechanism of the regular high-level meeting, information exchange and sharing, business communication and the planning of an annual cooperation project, and will work cooperatively in the national and major strategies of Jiangsu province such as the construction of the transportation power, the Yangtze river economic belt, Yangtze river delta integration development, peak carbon dioxide emissions, carbon neutral, demonstration area in Tongzhou bay,etc.. The two sides will also deepen cooperation in the construction and evaluation of work safety standards in transport enterprises, the construction of dual prevention mechanisms, emergency management, security assessment of port and terminal, dangerous and chemical enterprises and urban rail transit, and the creation and evaluation of green ports and terminals. They will jointly study and impose local regulations and standards in Jiangsu Province, carry out research on ship intelligence, energy conservation and emission reduction technologies, and conduct research on standards for intelligent transport waterways and electrically propelled ships, so as to improve the standards of water transport safety.
It is reported that the two sides will fully implement the outline of the construction of the power in transportation and the guidelines on deepening the reform measures for promoting the development of the vessel inspection of the Ministry of Transportation" to improve inspection service ability and construct the system of high quality development and promote regional vessel inspection quality development, so as to provide powerful guarantee for the quick construction of a transportation power.
