Constructing a Pilot Demonstration Province for Raising Global Competitiveness in Transport

Since the implementation of “13th Five-Year Plan”, Guangdong Transportation System has been guided by Xi Jinping’s Thought on socialism with Chinese characteristics for a new era, taking high-quality development as the core, striving to implement the decision-making deployment of Ministry of Transport, Guangdong provincial  party committee and Guangdong provincial government, focusing on promoting the construction of Guangdong-Hong Kong-Macao Greater Bay Area and pilot demonstration zone “Dual Zone” in Shenzhen province to speed up the pilot work of establishing a comprehensive modern transport system and give full play to the role of the transport pioneer. Last year, in the face of COVID-19 outbreak, the transport workers in Guangdong province faced up to the challenge to turn something impossible into possible, firmly holding “the first pass into Guangdong province of the epidemic prevention and control”, comprehensively building the “prevention and control network” and quickly opening the “The green channel” for the transport of emergency supplies with the spirit of “cut paths through the mountains and build bridges across the rivers” and strive to be the “pioneer” to resume work and production. During the implementation of “13th Five-Year Plan”, the total investment in roads and waterways exceeded 813.5 billion yuan in Guangdong province, with a year-on-year increase of about 73%. Among them, the province invested about 218.6 billion yuan in roads and waterways, which is a record-high increase; While the total mileage of expressways opened in the province is the first in China to exceed 10,000 kilometers.

The year 2021 is the 100th anniversary of the founding of the Party, the opening year of accelerating the construction of a strong transportation system and the implementation of the “14th Five-Year Plan”. This year, Guangdong government will further emancipate people’s mind, forge ahead and make a big push to ensure “Six Priorities” and “Six Stability” in six areas for steady economic momentum. In accordance with the Guangdong Pilot Implementation Plan for enhancing global competitiveness in transport, approved by the Ministry of Transport and the opinions of Guangdong provincial Party committee and Guangdong provincial government on the implementation of China to enhance global competitiveness in transport, Guangdong government will focus on five aspects, including high-quality development of transportation infrastructure, the integrated development of transportation and tourism and other industries, the construction of intelligent transportation, the improvement of hub service efficiency and the reform of the comprehensive transport management system and mechanism to accelerate the implementation of the “Top Ten Projects” of Guangdong province for the construction of a strong transport system that owns a convenient and efficient integrated transport link, laying a solid foundation for Guangdong to become a pilot demonstration province for the construction of a strong transport system. By 2025, a comprehensive transport system that is safe, reliable, convenient and smooth, efficient and intelligent, economic and environmentally friendly, innovative and open will be basically completed.

Firstly, the government will adhere to the new development concept and accelerate the construction of a modern integrated transport system. To build a modern high-quality comprehensive three-dimensional transportation network, they will have in-depth implementation of China to enhance global competitiveness in transport to meet the requirements of transport modernization and the modernization level of the world's first-class bay area transport to construct a world-class bay area integrated transport system. They will accelerate the construction of high speed railways, actively promote the renovation and expansion of motorways, and improve a comprehensive, convenient and universal network of ordinary state and provincial trunk roads. Besides, the construction of an efficient and connected modern inland river shipping system will be accelerated, and they will improve and upgrade the Dongjiang, Xijiang and Beijiang river shipping systems, and focus on promoting the expansion and upgrading of the Dongjiang and other inland waterways to build a convenient and smooth transportation network for city clusters. They will also promote the integrated development of trunk railways, intercity railways, municipal (suburban) railways and urban railways, speed up the construction of intercity railways in the Greater Bay Area of Guangdong, Hong Kong and Macao, and accelerate the construction of major cross-river and cross-sea projects, including the Shenzhen-Zhongshan Channel and the Huangmaohai Channel. To create a high-quality and high-standard rural transport infrastructure network and promote the planning and development of “Four Good Rural Roads” in the new era with high quality and speed up the upgrading of rural road construction to implement the upgrading of county roads and the continuous centralized improvement of dangerous bridges on rural roads and to construct a multi-level integrated comprehensive transportation hub system by accelerating the construction of Guangzhou and Shenzhen as international integrated hub cities and by enhancing the comprehensive service functions of international shipping in Guangzhou and Shenzhen so that the international competitiveness of the Pearl River Delta Port Cluster can be improved.

Secondly, they will continue to put people first and strive to improve the efficiency and quality of transport supply. They will improve the multi-level inter-city travel service system and upgrade the level of railway and urban rail transport services. They will give priority to the development of urban public transport by promoting the integration of urban and rural passenger transport services and improve the service level of integrated passenger transport hubs and create a system of intermodal transport for passengers. They will strengthen the reconstruction and expansion of expressway service areas, interchange ramps and bottleneck roads to ease the traffic congestion in holidays from the road network structure, and promote fast and convenient travel services. They will steadily push forward the restructuring of transport and promote the orderly transfer of bulk cargo and medium-distance and long-distance cargo transport to railways and waterways. Besides, they will focus on promoting the construction of freight railways and enhancing the freight capacity of the general railway network to promote the construction of multimodal logistics hubs. An economic and efficient river and sea transportation system will be built by coordinating and enhancing the capacity of inland waterway.

Thirdly, they will accelerate technological innovation and build a pan-integrated intelligent transportation system. They will promote intelligent operation and maintenance management of the Hong Kong-Zhuhai-Macao Bridge, reduce the cost of life-cycle maintenance, improve efficiency and extend its service life to form a reproducible and propagable artificially intelligent operation and management technology system and platform for cross-sea cluster projects. Besides, they will carry out intelligent inspection of highway maintenance and road administration, urban intelligent traffic service management, dynamic traffic control and information services and other projects to improve intelligent traffic management. And they will accelerate the construction of automatic driving test bases and vehicle-road cooperation demonstration projects in Nansha, Guangzhou and Pingshan, Shenzhen, etc., develop ETC-X vehicle-road cooperation system with ETC technology as the core to promote the integration of vehicle networking and intelligent transportation, strengthen the application of the driver trainer safety management system in the Guangdong-Hong Kong-Macao Greater Bay Area and build an intelligent traffic safety management system. They will develop an “one centre, two networks and three platforms” intelligent waterway system and accelerate the construction of automated terminals, including the fourth phase of the project of Guangzhou Port and Nansha Port to build intelligent waterways and ports.

Fourthly, the government will further open up and accelerate external cooperation in transport. Transport enterprises are encouraged to cooperate in the international transport market along the “Belt and Road”, participate in the construction and operation of overseas ports, airports, highways and railways, support postal and express enterprises to strengthen the layout of overseas processing facilities and build an international shipping and logistics supply chain system. They will further open up to the outside world, deepen external cooperation in transportation, expand external cooperation platforms, and attract important international organizations in transportation to settle there. And they will actively promote the “Bringing in” and “Going out” of transport policies, rules, technologies and standards.
