On February 26, the Ministry of Transport held the Publicity and Implementation teleconference of the “Country’s Comprehensive Transport Layout” to in-depth study and comprehend General Secretary Xi Jinping's important indicative spirits on accelerating the construction of a strong transportation system, and to convey the instructions of the leading comrades of the Central Committee, and to deploy the key tasks of building a national comprehensive transport network. The “Country’s Comprehensive Transport Layout” is the first transport layout issued in the documents of the CPC Central Committee and the State Council. It is the first plan for the long-term development of China's modern comprehensive transport network. It is also a programmatic document of the times significance for promoting China's socialist modern country construction and accelerating the construction of a strong transportation system. Together with the “China to enhance global competitiveness in transport", it constitutes the top-level design of accelerating the construction of a strong transportation system.
We must be keenly aware of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership. It is necessary to accurately grasp the general goal of “building a modern and high-quality national comprehensive transport network” put forward in the “Country’s Comprehensive Transport Layout”, the development goals of the two stages by 2035 and the middle of this century, the three main directions of optimizing layout, overall planning and integration, and high-quality, and accurately grasp the construction of a perfect national comprehensive transport network. 12 key tasks are to accelerate the construction of the main framework of the "6-axis, 7-corridor, and 8-Channel" national comprehensive transport network, build a multi-level integrated national comprehensive transportation hub system, and improve the global transport network. The meeting stressed that the construction of a national comprehensive transport network is a long-term systematic project across departments, industries and regions. The meeting called for speeding up the improvement of the implementation mechanism of the “Country’s Comprehensive Transport Layout”, adjusting the “leading group for promoting the construction of a transportation power” to “leading group for accelerating the construction of a strong transportation system” at the ministry level, and establishing and improving the implementation coordination and promotion mechanism at the industry level. It is necessary to speed up the improvement of the comprehensive transport network planning system, promote the revision of medium and long-term industrial plans, make out provincial plans, and work out the “14th five-year plan” with high quality. It is necessary to accelerate the construction of the main framework of the national comprehensive transport network, actively carry out pilot demonstration, pay attention to resource integration, and strengthen the coordination of departments and linkage between the upper and lower levels. Efforts should be made to promote the construction of the national comprehensive transport hub system, speed up the formulation of special plans, promote the integrated development, and actively expand the hub functions.
