On February 24, Li Xiaopeng, Minister of the Ministry of transport, presided over a ministerial meeting to communicate and learn the relevant spirit of the central government and put forward requirements for the relevant work of the Ministry during the national two sessions, to study how to speed up to construct a country with strong transportation network, and how to strengthen the building of a high-quality crew, and review the following rules and regulations including the Implementation Plan for the Construction of Structural Health Monitoring System of Long-span Highway Bridges, the Regulations on Management of Passenger Services in Public Air Transport, the Regulations on Management of Opening and Operation of Civil Aviation Navigation Equipment, etc.
The meeting stressed that this year is not only the 100th anniversary of the founding of the Communist Party of China and also the start of the new journey of building a modern socialist country in an all-round way but also the first year of the implementation of the "14th five-year plan". The two sessions were held under regular epidemic prevention and control, overlapped with the second half of the Spring Festival transportation rush, so it’s a tough task for us to ensure various services. All departments, bureaus and units should improve their political stance, resolutely implement the decision and deployment of the CPC Central Committee and the State Council. We must attach great importance to careful deployment and substantial work to dutifully serve the national two sessions. We must carry out overall plans for epidemic prevention and control and transportation for economic and social development and make contributions to ensure a success of the two sessions.
It is pointed out on this meeting that seamen are crucial to ensure the smooth flow of maritime logistics chains and the water traffic safety. It is necessary to thoroughly implement the " Outline for Building a Country with Strong Transportation Network ", optimize the environment for the career development of seafarers, and promote the building of high-quality seafarers. Firstly we should expand the training channels for seafarers, encourage seafarer-related majors to recruit students, support ex-servicemen to join the seafarers, and recruit and train seafarers through multiple channels. Secondly we should improve the professional quality of seamen, focus on the practical training and constantly optimize the training mode of seamen and create a brand of maritime education and training. Thirdly, we need to strengthen the key responsibility of enterprises, vigorously promote the company's crew ownership, constantly improve the company's retraining system, optimize the working and living conditions of the crew to enhance the crew's sense of belonging. Fourthly we should optimize the service for the crew to strengthen the top-level design, facilitate crew’s work based on science and technology and build a platform for career development, and at the meantime, we need to strengthen international cooperation to make Chinese seamen "going global". Fifthly we should protect the rights and interests of seamen to build a harmonious labor relationship and promote self-discipline of in seafarers' service industry, and introduce preferential policies for seafarers' occupation. Finally, we should strengthen the cultivation of maritime culture, improve publicity and promote nautical culture, and constantly enhance the sense of professional honor of seafarers.
According to the requirements of the meeting, promoting the construction of health monitoring system for long-span highway bridge structures and enhancing the ability of health monitoring for long-span bridge structures are important measures to implement "Comment on Further Improving the Safety and Durability of Highway Bridges" issued by our ministry. All relevant units should enhance the awareness of the potential risks, strengthen the bottom-line thinking to consolidate the "security concept", tighten the "safety valve" and constantly improve the cognition and preventive ability of long bridge emergencies so that we can act swiftly in the face of signs of disturbance.
Leaders and chief engineer of the Ministry of transport in Beijing attended the meeting. Leading members of relevant departments and bureaus of the Civil Aviation Administration of China, relevant departments of the Ministry and related units affiliated to the Ministry attended the meeting as non-voting delegates.
