Li Xiaopeng stressed at the first plenary meeting of the Safety Committee in 2021 that we should seek truth and be pragmatic to deepen prevention and to defuse major risks in production safety, so as to provide reliable security guarantee for speeding up the construction of a transportation power
January 4 is the first working day of this year. The Ministry of Transport held the first plenary meeting of the Ministry of Safety Committee and a video conference on transportation safety production to summarize the work, analyze the situation, and study and deploy the next step. Li Xiaopeng, Minister and Director of the Ministry of Security Committee, attended the meeting and stressed that it is necessary to fully implement the spirit of the 19th National Congress of the Party and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th National Congress of the Communist Party of China under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We should adhere to people's safety for the purpose, and people first and life first, seek truth from facts and be pragmatic, resolutely oppose formalism and bureaucracy, strictly adhere to the bottom line of safety production, deepen and improve the safety system, and solidly promote the three years’ special rectification of transportation and production safety. We should take action to prevent and defuse major safety production risks, promote the implementation of various work measures, resolutely curb major safety production accidents, and provide reliable transportation safety guarantees for accelerating China's development into a country with strong transportation network.
Li Xiaopeng stressed that General Secretary Xi Jinping’s important expositions on production safety are profound in thought and rich in connotation, which points out the direction and provides fundamental follow-up to the work of safety production. We should fulfill in-depth study and comprehension of General Secretary Xi Jinping’s important expositions, conduct constant study and understanding, strengthen the “Four Consciousnesses”, strengthen the "four confidence" (“confidence in the path, theory, system and culture”), achieve “Two Safeguards”, adhere to the people-centered approach, take work safety as the top priority, adhere to overall development and safety, resolutely forestall and defuse major risks, and conscientiously do a good job in safety production, so that the Party Central Committee can rest assured and the people can be satisfied.
Li Xiaopeng pointed out that during the "Thirteenth Five-Year Plan" period, the transportation industry will adhere to safe development and stick to the bottom line, focus on preventing risks, ensuring stability, building systems, and making up for shortcomings. The safety guarantee foundation has been continuously consolidated and the safety development level has been continuously improved. In 2020, in the face of various risks and challenges, the industry will constantly prevent and control major safety risks, and overall safety production will remain stable. He stressed that, at present and in the future, the continuous and rapid development of the industry, high-quality development, intertwined safety risks, and uncertainty of the epidemic have brought new requirements for safe production. In light of the new era and new requirements, there are still gaps in the realization of industry's safety production. It is necessary to tighten the string of safety production, always maintain a high-pressure and strict management situation, and pay close attention to all tasks.
First, we must improve the political standing and promote the implementation of work safety. With leading Party and government officials at all levels as the focus, we will encourage all officials and workers to study in depth the important statements made by General Secretary Xi Jinping. We should put work safety in a more prominent position, and the responsibility system for work safety should be further improved under which the Party and government share the same responsibility, and one post has two responsibilities, and three supervisations and three requirements should be implemented. The work safety committee should take the lead, the work safety commission should play a coordinating and supervising role, and the supervisory responsibilities of administrative departments should be given greater prominence, as well as the main responsibility of enterprises.
Second, we must resolutely prevent and defuse major risks and effectively curb major and serious accidents. We should comprehensively investigate the safety production risks in the region and the system, and establish and improve the four mechanisms of risk research and judgment, decision-making risk assessment, risk prevention and control coordination, and risk prevention and control responsibility. We should carry out precise work to strictly prevent and control the systemic, regional, multiple, and occasional major risks that may occur in the safety production of the industry.
Third, we must carry out a special campaign to tackle chronic problems. We should improve the plan, dynamically update the two lists of hidden dangers and system measures, and implement rectification measures. We should pay close attention to prominent problems in key areas such as road transportation, water transportation, port operations, highway operations, and engineering construction, relying on local party committees and governments, and focusing on coordination with relevant departments to give full play to the overall joint efforts of special rectification.
Fourth, we must adhere to law-based governance of security and improve the ability to manage safe production. We should adhere to the rule-of-law culture in guiding our thinking, and give full play to the role of law in guiding, regulating, promoting and guaranteeing. We should adhere to administration according to law and earnestly perform legal duties. We will build a strong law enforcement team, strengthen law enforcement guarantees, improve law enforcement conditions, increase investment in law enforcement, and strengthen front-line supervision and law enforcement forces.
Fifth, we must strengthen follow-up supervision, inspection, and accountability, and pay attention to work safety production. We will promptly issue work manuals for supervision and inspection of production safety in various fields. Those who fail to carry out their work and fulfill their responsibilities will be held to account in accordance with the principle of "Four no exemptions".
Li Xiaopeng stressed that as the Spring Festival is approaching, we must make safety precautions and transportation guarantee plans for Spring Festival transportation in advance in accordance with the unified deployment of the Party Central Committee and the State Council, and further strengthen communication with relevant departments to ensure smoothness, service, health, and safety of transportation. We need to keep monitoring traffic conditions, release safety warning information in a timely manner, and strengthen on-duty watch-over.
The Safety Committee of the Ministry announced the work for 2020 and the key work arrangements for 2021. The Department of Transportation Services of the Ministry reported on the deployment of Spring Festival travel rush in 2021. Anhui and Guangdong Provincial Department of Transport and the Changjiang Navigation Bureau made work reports.
