Standing at a new starting point, looking back to the past. Since the 13th Five Year Plan, under the strong leadership of the Party Group of the Ministry and the strong support of the relevant departments and bureaus of the Ministry, the Ministry road network center has always adhered to the service concept of "making the road network safer and smoother, making the public travel more convenient and pleasant", upheld to the responsibility and mission of the road network operation monitoring and service, served as the “clairvoyance ” and “clairaudience ” of the national road network monitoring work, and did a good job as "dispatcher" for smooth operation of road network and as "attendant" for people’s convenient travel, which has opened a new situation of network operation service.

"We have built a relatively complete national road network operation service system, continued to strive in the implementation of major national tasks, road network operation monitoring, travel services, network charges and other aspects, and comprehensively improved the work of serving people's travel." Real time monitoring and early warning for safe and orderly operation of road network

Promoting the construction of national smart road network monitoring platform, undertaking the drafting work of Measures for operation and management of national highway network, pushing forward the national highway video networking project, gradually building a "smart monitoring" one net system, technical system and standard system, participating in the construction of highway traffic emergency plan system, bearing the highway natural disaster risk survey, advancing the construction of highway traffic emergency equipment and materials reserve center, and improving the level of highway traffic emergency drill. During the 13th Five Year Plan, under the scientific guidance of the Ministry Highway Bureau, the Ministry road network center actively carried out road network operation monitoring and early warning emergency response work, and resolutely ensured the safe and orderly operation of the road network.

In the past five years, the center has always been on duty round the clock, 365 days a year. It timely released the national road network operation information, especially during the Spring Festival, National Day and other holidays, sparing no effort to ensure people's safe and convenient travel. In addition, the center actively served the G20 Hangzhou Summit and other major national events, and initially formed a scientific and effective working mechanism for regional road network maintenance of major events.

In early 2016, there snowed heavily. When most people were sleeping soundly on the snowy night, personnel of the Ministry road network center were still sticking to their post in the duty room. In the face of the sudden "Overlord" cold wave, the center immediately studied and analyzed, and took the initiative to put forward suggestions of highway emergency level I early warning. The Ministry started early warning and implemented relevant measures in time, which effectively avoided the serious impact of snow disaster on highway traffic in 2008.

Earthquake near Jiuzhaigou county in Sichuan, landslide dammed lake in Jinsha River, Explosion of oil tank truck on Yong Tai Wen Expressway and so on. All those major events, whether it is dealing with major geological disasters, extreme bad weather, major traffic accidents and other emergencies, or undertaking cross-province and long-distance green channel for human organ donation, critically ill patients, important material transportation support and other emergency tasks, the Ministry road network center has responded quickly and efficiently, sparing no effort to do a good job in road network emergency disposal, emergency rescue and road transportation coordination tasks, and serving and guaranteeing the Safety of people's lives and property.

Achievements of the operational command map condensed by the center in emergency disposal are recognized by the leaders of the Ministry, which effectively serve the decision-making of leaders and public travel, becoming the unique skill of the center.

After the outbreak of COVID-19, the network in all directions is converging all forces together to win the epidemic prevention and control. With professional skills and abilities, dedication and responsibility, the personnel of the Ministry road network center struggled in the front of the rear, carried out the traffic guarantee of epidemic prevention materials and emergency materials transportation vehicles and kept the passage from Hubei smooth, and established a three-level audio and video consultation mechanism directly connected with more than 9000 toll stations throughout the country, so as to ensure the smooth and orderly operation of the road network during the epidemic prevention and control period.

Scientific investigation of hidden dangers to ensure safe and smooth highway bridges and tunnels

On November 25, loud applause broke out in the spacious and bright conference room due to the successful acceptance of the 2020 national and provincial trunk highway network technical condition monitoring project.

In the past five years, entrusted by the Ministry and under the guidance of the Highway Bureau of the Ministry, the Ministry road network center has completed the monitoring work of the technical conditions of the national and provincial trunk road networks over the years. They adhered to the aim of "taking data as life and responsibility as mission", and formed a unique scientific monitoring system through careful organization and steady progress according to the working ideas of scientific organization, standardized sampling process, authoritative evaluation results and timely supervision and rectification, which contributed to the realization of accurate and efficient monitoring of road network technical conditions and the guarantee of the safety of key highway bridges and tunnels.

Monitoring data is the basis of maintenance management. How to apply the monitoring data to the maintenance management and scientific decision-making of highway bridges and tunnels? The "national highway network comprehensive maintenance management system" undertaken by the Ministry road network center gives the answer: the system can provide technical support for the scientific decision-making of the Ministry highway maintenance and lay a solid foundation for the establishment of asset management technology system of highway full asset life cycle by establishing a dynamic data updating mechanism, applying information technology, scientifically analyzing the technical conditions of roads, bridges and tunnels, calculating the maintenance fund demand and analyzing the maintenance investment benefit.

Establish a media matrix to provide high quality and efficient travel service

In November this year, Northeast China suffered the largest snowfall since the beginning of winter, and 48 sections of 40 expressways in Liaoning, Jilin and other places were closed. The Ministry road network center immediately released road condition information to the public through "China Road Network" microblog, wechat and China traffic radio. At the same time, experts were sent to participate in the connection of CCTV-2 program to release information to the public, such as blocked road sections, video monitoring of toll stations, and switching of affected road sections, so as to minimize the impact of ice and snow weather on people's travel.

This is a daily case of the Ministry road network center on travel service. In the past five years, the Ministry road network center has established a travel service information release mechanism of financial media to provide a full range of accompanying services for the public. "China road network" Wechat official account was awarded the honor of "top ten official WeChat accounts", "China road network" government microblog won the title of "top ten traffic microblogs" in November this year, "China traffic radio" has achieved signal coverage in 22 provinces, and the effect of travel service has been continuously improved

In the face of COVID-19 test, the Ministry road network center promptly opened the Wechat APPlet "Expressway emergency service" and access the State Council client. Through expressway news, one button traffic congestion reporting, intelligent voice customer service and other functional modules, the center dynamically released the basic public service information of the whole network Expressway and road network emergency travel information to the public. After the APPlet went online, the average daily live users reached 61,600, timely spreading the traffic information during the epidemic prevention and control period.

Compilation of industry standard makes highway cost has law to follow

Highway engineering cost service is of great significance to effectively control the budget scale, effectively protect the investment and eliminate the waste of engineering materials. Under the guidance of the Ministry Highway Bureau, the Ministry road network center has made great achievements in cost service during the 13th Five Year Plan period.

On November 1, 2016, the Interim Measures for Highway Engineering Cost Management, which was drafted by the Ministry road network center and entrusted by the Ministry, was formally implemented, laying a legal foundation for highway engineering cost management. The Ministry road network center has also completed the formulation and revision of more than 10 cost industry standards related to highway construction, management, maintenance and operation, opening a new chapter for highway engineering cost work. At the end of 2018, the new version of highway engineering quota edited by the Ministry road network center was officially released and implemented in May of the next year. The Ministry road network center has actively done a good job in the daily interpretation of the new quota, and has carried out publicity and implementation training for grassroots employees for many times. Only in the 2018 version of the new quota publicity and implementation training class for highway engineering, it has trained 3471 people.

In Nimu County of the Tibet Autonomous Region, mudslides often destroys county roads, which makes local personnel who lack funds for highway maintenance more concerned. On March 1 this year, Compilation Method for Compiling Rural Highway Maintenance Budget edited by the Ministry road network center was issued and implemented by the Ministry. This method combines the poverty alleviation strategy and the characteristics of rural road maintenance, serves the efficient application and use of rural road maintenance funds, and strongly supports the construction of "four-good rural road" and the rural revitalization strategy.

Three key tasks were accomplished in a row to push for a new situation of network toll collection

At 0:00 on January 1, 2020, the national expressway network toll system was successfully switched, and 487 toll stations at provincial border were cancelled simultaneously, creating a new situation of "one network operation, integrated service" of expressway, and fulfilling the solemn promise made to the Party and the people.

During the 13th Five Year Plan period, under the firm leadership of the leading party members’ group of the MInistry, the Ministry of Transport of the PRC, with a bold and responsible attitude, completed with high quality the three key tasks assigned by the Party Central Committee and the State Council and arranged by the leading party members’ group of the Ministry: ETC national network, issuance of electronic invoice for replacing business tax with value-added tax, and cancellation of expressway toll stations at provincial border. By September 2015, ETC national network had been popularized in 29 provinces. By January 2018, the online issuance of electronic invoice of toll value-added tax had been accomplished.  By the end of 2018, Jiangsu, Shandong, Sichuan and Chongqing had been guided to be the first to cancel 15 expressway toll stations at provincial border. By the end of 2019, the task assigned by the Ministry of canceling expressway toll stations at provincial border had been completed with our assistance.

Thanks to the hard work of the staff members of the Ministry of Transport of the PRC, who worked nonstop day and night all week with inverted schedule, and carried out tasks according to the designated plan, all tasks assigned by the Ministry were finished on time in the tough battle of canceling expressway toll stations at provincial border. They promoted such projects as the construction of expressway toll system transformation and the ETC user distribution, optimized the toll policy coordinated with the Ministry of Transport of the PRC, and promoted the construction of ETC fee display and clearing system optimization project. What’s more, they guided the construction of 24588 sets of ETC gantry, the reconstruction of 48211 ETC lanes, the installation of 11401 sets of entrance non-stop weighing facilities, and the reconstruction of 487 toll station main lines at provincial border. By promoting the issuance of ETC, optimizing customer service, and implementing the general requirements of "cost reduction and efficiency  increase", people's sense of gain, happiness and security were enhanced.

Up to now, the number of ETC users in the whole network has increased from 5 million in 2014 to 225 million, the total number of E-invoice issued by the platforms has exceeded 1 billion, and the deductible tax has exceeded 5 billion yuan, so that enterprises can fully enjoy the policy dividend of replacing business tax with value-added tax, and the cost reduction and efficiency increase of transportation and logistics industry are promoted.

Such new technologies as 5G, big data, artificial intelligence were applied to improve the monitoring means, detection methods and disposal capacity of road network operation, promote the integration development of cutting-edge technology and road network business, and plan the actual application of vehicle-road collaboration and new generation toll collection system under the "one network" operation mode. The Ministry of Transport of the PRC works hard in the industry and keeps  exploring.

During the 13th Five Year Plan period, with the strong support of relevant departments of the Ministry, the Ministry of Transport of the PRC undertook and participated in a number of national, provincial and ministerial level scientific research projects supported by the national science and technology, such as “Intelligent monitoring of expressway network operation state and the research and development of key technologies of safety service guarantee and system integration” and “Research and promotion of key technologies for application of high resolution integrated traffic remote sensing”, thus basically realized all-weather monitoring of expressway network, developed  highly precisive and reliable extraction technology of expressway network operation state, constructed multi-dimensional

evaluation index system of expressway network operation state oriented to macro, meso and micro, and developed event-based simulation and deduction system of expressway network operatingstate.

The Ministry of Transport of the PRC actively promotes the construction of "smart road network" with "one network, one map, one platform and one terminal". It attaches great importance to network security while ensuring the stable operation of road network operation monitoring, maintenance and  management, network charging and other systems. Through the improvement of the coordination mechanism between the Ministry and the province, the network security management, emergency response and disposal capacity of each link of the expressway industry has been improved, and the network security inspection and service of the business network normalization has been carried out, which has effectively supported the development of the national expressway network.

It is the unswerving goal of all the staff of the Ministry of Transport of the PRC to build a transportation system that people are satisfied with and serve the public for a better trip. "To realize the most efficient flow of people and goods, we must build a safe, convenient, intelligent, green, cost-effective and world-class expressway network. Relying on our professional ability and service level to promote the development of the road network with higher quality, higher efficiency and higher level is the goal and direction of the Ministry of Transport of the PRC." Sun Yonghong said. It will make new achievements in the new era and make greater contributions to the safe and smooth operation of road network and the convenient and pleasant travel of the public.

Build the world's leading modern road network center

Bearing the rich achievements of the 13th five year plan, the 14th five year plan is ready to take off.

During the "14th five year plan" period, under the firm leadership of the leading party members’ group of the Ministry and the strong support of the relevant departments and bureaus of the Ministry, the Ministry of Transport of the PRC will always take "building a world’s leading modern road network center " as the goal, the construction of a service-oriented center with people's satisfaction, a collaborative staff oriented center with efficiency, a data enabled intelligent center, and a science and technology led and innovation oriented center as the starting point, and the comprehensive and efficient monitoring, timely and reliable emergency response, convenient and high-quality service, and accurate operation wisdom as the main line, so as to comprehensively build a high-quality road network monitoring system, an efficient road network emergency response system, and a high-level road network service system, and finally consolidate and expand the results of station cancellation, and provide strong support for accelerating the construction of a transportation power and transportation with people's satisfaction.

A road network monitoring system with high quality will be built. Full coverage will be achieved in the real-time monitoring of expressway operation. The monitoring of general national and provincial trunk road network will cover important sections and nodes. A "smart road network cloud control system" with "cloud network integration" will be built, and a network operation and service coordination mechanism at the ministerial and provincial levels will be established. The monitoring of the technical conditions of national and provincial trunk lines will be strengthened to ensure the safe operation of infrastructure, promote the digital upgrading of infrastructure, and support the full life cycle management of expressway assets.

An efficient road network emergency system will be built. The ability of emergency coordination and linkage will be improved, and a cross regional and cross departmental coordination and linkage mechanism will be established. The whole network emergency plan system will be established and the emergency plan will be formulated and revised. The construction of national regional expressway traffic emergency equipment and materials reserve center will be promoted. The real-time monitoring and early warning system for expressway disaster prone key facilities will be established and the special action of upgrading the comprehensive control of expressway tunnels will be carried out.

A high-level travel service system will be built. A smart road travel service system with data as the key element will be established to provide multi-channel, all-round and three-dimensional comprehensive services. The service capacity of the road network and the road travel service mode and function will be improved to create the "cloud road network service platform". The nationwide coverage of "China traffic broadcasting" will be boosted. The deep integration of Internet, big data and road travel services will be accelerated.

The results of station cancellation will be expanded in an all-round way. On the basis of the safe and stable operation of "one network" of expressways, it is necessary to build a cooperative and efficient operation system between the ministry and provinces a high-quality and convenient customer service system, an intelligent and reliable operation and maintenance system, and a stable and controllable safety system, so as to expand the application of ETC and support the construction of smart city. The data analysis and application of toll collection system will be developed and a road network big data center will be built. The role of charging system facilities will be further played and the unattended charging system will be researched. The expressway toll system and monitoring system will be connected to realize the integration and business innovation of the existing functions of the two systems.

According to the development idea of the "14th five year plan", the Ministry of Transport of the PRC will further improve the "national expressway network operation management measures" next year, accelerate the construction of expressway network operation monitoring management and service platform, carry out the integration project of expressway toll system and monitoring system and the general survey of expressway disaster bearing bodies with comprehensive natural disaster risk, and organize and promote Beijing and Shanghai expressway pilot demonstration area construction of vehicle and road coordination, start the construction of expressway travel service integration platform, focus on strengthening the analysis and application of road network big data, promote the construction of smart city based on ETC, vigorously promote the construction of "China traffic broadcasting", and fully participate in the pilot project of traffic power construction involving smart road network.
