Typhoon “Dolphine” Approaches: Ningbo Coastal Areas Enter Level IV Typhoon Emergency Response

Typhoon “Dolphine” (severe typhoon level), 13th of this year, was located at 14:00 on August 3 at 25 degrees north latitude and 147.1 degrees east longitude, on the sea surface 2,569 kilometers from Ningbo, with maximum wind force at its center exceeding Level 15 and central pressure of 940 hPa. It was moving west-northwest at a speed of 20–25 kilometers per hour.

Based on the typhoon's dynamics and development trend, Ningbo Maritime Safety Administration decided that Ningbo coastal areas would enter Level IV typhoon emergency response as of 18:00 on August 3. All relevant units are required to closely track the typhoon's dynamics, issue early warnings and take early action, and utilize the limited window before the typhoon's arrival to implement all preventive measures. Ships navigating along the coast should strengthen watch-keeping and duty, and conduct at least one comprehensive inspection of typhoon prevention equipment and fittings. Construction vessels and non-power-driven vessels should promptly proceed to suitable anchorages and waters to prepare for typhoon avoidance.

At present, Ningbo Maritime Safety Administration have intensified patrol inspections of ships in ports, fairways, anchorages, and inland navigable waters to keep abreast of ship dynamics in the jurisdiction, and maintain communication and contact with meteorological and oceanographic departments. Meanwhile, they have continuously disseminated meteorological warning information to port and shipping enterprises, marine engineering units, and ships in the jurisdiction through windows, on-site patrols, SMS platforms, telephone, and VHF broadcasts.

As of 18:00 on August 3, all offshore wind power operation and maintenance operations in Ningbo's jurisdiction had been suspended. Operation and maintenance personnel of the Guodian Xiangshan No. 1 Offshore Wind Farm (Phases I and II) project and the CGN Xiangshan Tuci Offshore Wind Farm had been orderly evacuated ashore. Maritime authorities have been providing full-process monitoring of traffic boat routes through the intelligent supervision platform to maintain on-site navigation order.

Maritime authorities remind relevant entities and ships to pay close attention to the typhoon's dynamics and carry out typhoon prevention work in accordance with their respective typhoon prevention plans. The public is advised to promptly follow maritime information and the suspension or resumption status of passenger ferry services, and minimize water travel during the typhoon.
