Spring Festival Supply Security: Jiangyin Maritime Safety Administration Safeguards the Waterborne Energy Artery

As the Spring Festival travel rush begins, behind millions of households' reunion expectations lies the solid supply of electricity, grain, oil, and other essential energy resources. The Jiangyin Maritime Safety Administration (MSA) has woven a tight-knit safety "protection network" for energy supply through intelligent supervision. The administration has fully utilized technological means including AIS (Automatic Identification System) dynamic tracking, CCTV intelligent monitoring, and UAV patrols to implement closed-loop, whole-process management for vessels carrying thermal coal, grain, and petroleum—from Yangtze River entry, through transit, to port departure. It has promoted "online processing" and "appointment-based services," opening a dedicated "problem-solving" window for government services to ensure precise, front-loaded service guarantees.

Jiangyin Port Welcomes the Golden Season of Thermal Coal Transport

"Direct entry, direct berthing, direct departure, direct exit! We started unloading immediately after docking—three hours faster than expected!" praised Captain Geng, who commanded the vessel Li Dian X carrying 47,437 tons of thermal coal.

As a crucial transfer port for "north-to-south coal transportation"  and a core thermal power base in East China, the Jiangyin MSA, centering on the principles of "ensuring safety, ensuring smooth flow, ensuring supply," has implemented a series of hard-hitting measures to safeguard the energy transport lifeline—ensuring that every kilowatt-hour of electricity carries the warmth of people's livelihoods, helping citizens celebrate a warm New Year and enterprises maintain stable production.

The administration has fully implemented the "Five Priorities" policy (priority safety inspection, priority approval, priority navigation, priority anchorage, priority departure), opened the "Four Direct Green Channel," reduced non-operational waiting time for thermal coal vessels by over 15%, and improved single-vessel turnover efficiency by 10% year-on-year. In collaboration with northern maritime authorities in Qinhuangdao, Jingtang, and other departments, it has established the "Jiangsu-Hebei Thermal Coal Route" express channel. Since the beginning of 2026, this route has facilitated 130 vessel calls, transporting over 6 million tons of coal, becoming the "main artery" of thermal coal supply security.

Dedicated Grain and Oil Zone Fully Serves People's Livelihoods

Recently, the CL DALIAN, carrying imported soybeans, successfully berthed at the Jiangyin COFCO Terminal, with subsequent shipment to the Hubei COFCO Oils & Fats plant. Pan Congmin, manager of the COFCO Terminal, stated, "From Yangtze River entry approval to assisted berthing, and through safe loading, unloading, and departure, the whole-chain regulatory service not only improves efficiency but also enhances safety."

Located in the Changshan Port Area, the Jiangyin Grain and Oil Distribution Center has long been a priority for Jiangyin Maritime Safety Administration, which places vessels transporting grain and oil under key protection as part of its robust measures to safeguard supply. The administration supported the implementation of the “Bulk Grain Terminal Handling Method Improvement” project at the COFCO terminal, helping to reduce peak dust concentrations around the facility and minimize unloading losses. This initiative has enhanced the connectivity of grain logistics infrastructure, ensuring a stable supply of crops such as wheat and sorghum to meet the operational needs of feed mills in Jiangsu, Zhejiang, Shanghai, Hunan, and Hubei, as well as processing enterprises along the Yangtze River.

“During the Spring Festival travel season, the demand for oil products remains strong. Thanks to Jiangyin Maritime Safety Administration’s tailored measures like the ‘one ship, one policy’ approach, both enterprises and vessels have operated more efficiently, ensuring a reliable oil supply for the public,” said Tan Guowei, Director of the Sinopec Terminal.

As a key regional energy hub, the Jiangyin Changshan Oil Depot plays a vital role in securing the supply of refined oil to Jiangyin, Zhangjiagang, and parts of Wuxi, Changzhou, and Suzhou. During peak periods such as the Spring Festival travel rush, it ramps up reserves and distribution to support people’s livelihoods and economic development. Since the start of 2026, the administration has facilitated the arrival of eight large foreign vessels carrying 304,500 tons of grain, and the movement of 356 oil vessels transporting a total of 610,400 tons of fuel oil, asphalt, and other products.

During the Spring Festival travel rush, maritime safety oversight continues around the clock. The cold weather does not dampen the spirit of homecoming, nor does it weaken the commitment to ensuring supply. The Jiangyin Maritime Safety Administration will keep improving its regulatory services and strengthening coordination to ensure the safe and efficient passage of every energy supply vessel.
