Shantou Maritime Safety Administration Strengthens Safety Oversight of Rural Self-Use Vessels

    Recently, while conducting a patrol in the Guanbu section of the Rongjiang River, the Rongjiang Guanbu Maritime Office under the Shantou Maritime Safety Administration (MSA) identified two rural self-use vessels suspected of violating navigation regulations and obstructing traffic. Maritime law enforcement officers promptly intervened to stop the unsafe operations and instructed the vessel owners to proceed to the Guanbu pontoon for safety education. Through coordinated verification with the Guanbu Township Government, it was confirmed that both vessels had completed local registration and filing procedures.

    During the engagement, officers underscored the “three prohibitions” for safe navigation: vessels must not occupy designated navigation channels, must not cut in front of large ships, and must not operate in adverse weather conditions. Special emphasis was placed on safe conduct when passing ferry crossings, following the principle of “observe first, slow down second, and proceed cautiously.” In light of the recent cold wave and strong wind conditions, vessel owners were urged to closely monitor meteorological warnings and to strictly implement all preventive and safety measures.

    In addition, the maritime authority has been disseminating real-time safety navigation guidelines and cold-wave wind alerts through township self-use vessel WeChat groups. Going forward, the Rongjiang Guanbu Maritime Office will continue to strictly enforce navigation bans and restrictions during severe weather, intensify patrols in key waterways, and solidly advance preparedness and response efforts for cold-wave conditions, ensuring overall stability and safety in the jurisdiction’s waterborne traffic.
