From May 22 to 24, China Institute of Navigation (CIN), resorting to China Maritime Think Tank, organized experts to conduct an on-site survey and consultation on the construction of Pinglu Canal in Guangxi and the navigation facilities of Baise Water Control Project. This survey and consultation received strong support from relevantunits including the Department of Transport of Guangxi, China Communications Construction Company (CCCC), and Changjiang Institute of Survey, Planning, Design and Research (CISPDR).
The survey and consultation was also attended experts of think tank in transport, including He Jianzhong, chairman of CIN, Niu Xinqiang, Yan Xinping, and Hu Ya'an, academicians of the Chinese Academy of Engineering, Li Tianbi, former Chief Engineer of the Ministry of Transport, Zhou Jingbo, vice chairman of CIN Also attended were Huang Guoxun, Vice Director of the Department of Transport of Guangxi; Chen Zhong, Vice President of CCCC; Wang Hanhui, Vice President of CISPDR; CIN Executive Secretary-General Liu Shun; and over 40 representatives from relevant units.
From the 22nd to the 24th, the survey team successively visited Section 15, the Youth Hub, the Qishi Hub, the Madao Hub, Section 1 of Pinglu Canal, and the main projects of the navigation facilities of the Baise Water Control Project for on-site inspections. They listened to the construction reports from each unit on-site and gained a detailed understanding of the construction experience and innovative technologies for navigation structures.

During this period, the Department of Transport of Guangxi organized a survey consultation meeting on Pinglu Canal and Baise Hub navigation facilities. Chairman He Jianzhong presided over the meeting, and Vice Director Huang Guoxun delivered a speech on behalf of the department. The meeting heard and received reports regarding the construction status of Pinglu Canal and Baise Hub navigation facilities from leaders of CCCC, CISPDR, Pinglu Canal Group, Baise Hub Navigation Investment Co., Ltd., and the Guangxi Zhuang Autonomous Region Port and Shipping Development Center. Relevant bureaus under the Department of Transport of Guangxi also met and exchange their views with the participating representatives .

In discussion, the experts’group unanimously agreed that Pinglu Canal project and the construction of the navigation facilities for Baise Water Control Project, as major national construction projects, are meeting their expected goals and have achieved remarkable results in technological and management innovation. They also put forward constructive suggestions on project quality and safety, strengthening the construction of the Smart Canal, and accelerating talent cultivation.
In his concluding remarks, Chairman He Jianzhong pointed out that Pinglu Canal, as the backbone project of the New Western Land-Sea Corridor, is an important component of the Western Development Strategy and a crucial support to link domestic and international circulations under the new development paradigm. He hoped the participating construction units would enhance their political awareness, fully leverage the vital supporting role of Pinglu Canal in building China into a country with strong transportation. He also called for all units to focus on management innovation, results application, and talent cultivation, establish a smart and efficient integrated operation and dispatching management system. And relevant units should continuously strengthen the coordinated operation organization of rivers, seas, and oceans, promote the integration of government, industry, academia, research institutions, and end-users, and form technological achievements that are replicable, scalable, and inheritable, to build the Pinglu Canal to high standards, with high quality and efficiency. China Institute of Navigation will fully leverage its role in the industry, focusing on key engineering and technical challenges such as the river-sea intermodal transport system, smart waterways, and ecological protection, to support the high-quality construction of major national strategic projects.
