Branch Working Theory-discussing Meeting of China Institute of Navigation was Held in Beijing

On March 7, the branch working theory-discussing meeting of China Institute of Navigation(CIN)was held in Beijing. The over-50 participants  included He Jianzhong, chairman of CIN, Li Shixin, executive vice president, executive secretary-general, board of supervisors, also attended were directors of all working committees and specialized committees, secretary-general, deputy secretary-general of the secretariat, and heads of all departments. The meeting was presided by Li Shixin, executive vice president.

During the meeting, Li Shixin, executive vice president, conveyed the spirit of the 9th Session of the 10th National Committee of the China Association for Science and Technology (CAST). The membership committee, science popularization committee, and Standardization Committee of the CIN reported on their work in 2024 and work plans for 2025. The specialized committees shared their experiences in tracking and participating in international affairs and conducting scientific researches in 2024. They also engaged in discussions on building a world-class institute and strengthening the construction of branch organizations, and put forward work suggestions. And the secretariat introduced the work on navigation science and technology innovation and achievement evaluation for 2025.

       In his concluding speech, Chairman He Jianzhong pointed out that the branches serve as the organizational foundation of the Institute and represent a vital force in building a world-class institute. Chairman He emphasized the following five key priorities: First, it is essential to fully leverage the role of branches as a bridge and tie linkingthe Party and government with maritime science and technology professionals. They should play a greater role in enhancing organizational cohesion, focusing on the central task, serving the overall interests, encouraging dedication to science, and carrying forward the navigation spirit in the new era. Second, it is necessary to enrich the carrier of connecting with maritime science and technology professionals by organizing prominent, distinctive, and widely influential activities. Each specialized committee should submit at least one high-quality think tank proposal, host one influential academic exchange event, and conduct one public popular science lecture annually, while advancing international cooperation in their respective fields. Third, it is important to serve members effectively. Efforts should be made to genuinely serve members by deepening the initiative of “doing practical things for members,” and by fostering a warm and trustworthy home for maritime science and technology professionals. Fourth, it is crucial to refine the operational mechanisms. Branches should establish a sound and reliable operational mechanisms between the Institute and its affiliated branches to carry out a joint learning and joint building activity, optimize management measures and performance evaluation systems to enhance governance efficiency. Fifth, it is vital to contribute actively to building a world-class institute . Branches should implement the eight key projects outlined in the CAST 2035 action plan , outlined in the China Association for Science and Technology (CAST) 2035 Action Plan Outline, achieving new milestones in disciplinary development, academic influence, international collaboration, and societal service.
