Li Shixin, Vice Chairman of CIN
The first and second halves of the conference were respectively presided over by Zhang Baochen, Executive Vice Chairman of the China Institute of Navigation, and Li Shixin, Vice Chairman of the China Institute of Navigation.
He Jianzhong emphasized the importance of further studying and comprehending the significant speech delivered by General Secretary Xi Jinping on June 24 at the national sci-tech conference, the national science and technology award conference, and the general assemblies of the members of the Chinese Academy of Sciences and the Chinese Academy of Engineering. It is crucial to vigorously promote scientific and technological innovation to lead navigation science and technology professionals in understanding the trends and patterns of contemporary scientific and technological innovation, and to enhance their sense of mission, responsibility, and urgency in achieving self-reliance and strength in navigation science and technology at a high level. We should promote new shipping formats, models, and driving forces through technological innovation, and promote high-quality development with new quality productive forces.
He also urged efforts to continuously enhance the supporting capabilities of navigation science and technology in serving national strategies, to fully leverage the advantages of the “Maritime Scientific and Technological Innovation” platform, conduct technological breakthroughs on major scientific issues, engineering challenges, and industrial application problems at the forefront of navigation, actively promote the deep integration of innovative technologies such as artificial intelligence, big data, green and low-carbon technologies with the shipping industry, and strive to achieve independent control over key core technologies.
He noted that, efforts should be made pave the way for the growth and development of navigation science and technology professionals. We must continuously improve channels and methods for nurturing and recommending talents in navigation science and technology talents, build platforms for talent recommendation and entrepreneurship, continuously intensify efforts to cultivate and recommend young talents in navigation, and strive to cultivate greater numbers of master scholars, science strategists, first-class scientists and innovation teams, as well as outstanding engineers, and exceptional engineering teams in the field of navigation.
He Jianzhong also stressed we should innovate the collaborative mechanism for navigation science and technology services. This includes innovating the evaluation mechanism for navigation science and technology achievements, adhering to a quality, performance, and contribution-oriented evaluation approach; innovating the transformation mechanism for navigation science and technology achievements, strengthening the promotion, application, and dissemination of outstanding achievements; and establishing collaborative innovation and cooperation platforms to precisely align technological innovation achievements with actual industrial needs, promoting the integration of industrial and innovation chains.
He urged the deepening of international exchange and cooperation in navigation science and technology. Through the construction of international and regional cooperation platforms and mechanisms for navigation science and technology, we should effectively promote deep cooperation, exchange, and sharing , and advance the building a community of shared future for maritime. We should actively participate in the work of relevant international organizations, engage deeply in international maritime governance, and enhance China's competitive advantages in navigation.
The China Institute of Navigation will hold the International Association of Institutes of Navigation (IAIN) World Congress 2024 and the Asia Navigation Conference (ANC) 2024 in October, focusing on the scientific and technological development trends and hot and difficult issues, key technologies and major projects in the field of navigation, and building an international high-end academic exchange platform.
Chen Bo said that in recent years, Tianjin Binhai New Area has taken the initiative to serve the major strategy of coordinated development of Beijing-Tianjin-Hebei region, implemented the “Ten Actions” of the city and adhered to the harmonious integration of port, industry and city. By using the port to attract industry, promoting the city through industry, and driving industry through the city, the area is accelerating the creation of a core area for northern international shipping. This conference provides a platform for industry elites and well-known experts to stimulate innovative ideas, collide with innovative sparks, and generate innovative achievements. It will inject strong impetus into the development of the maritime industry, and also offer solutions and implementation paths for deepening the integration of port, industry, and city development in Binhai New Area.
