On the morning of 7 June 2024, Fu Xuyin, Vice Minister of the Ministry of Transport, went to the China Institute of Navigation（CIN） for research with his delegation . He Jianzhong, President of the institute, presided over the research seminar, and Zhang Baochen, Executive Vice President, reported on the Institute's work in the fields of party building, academic exchanges, scientific and technological services, science popularization, wisdom pooling and advice, cultivation and recommendation of talent, and development of members since the change of the leadership in CIN. The report also covered the preparations for the 2024 China Maritime Week.
Fu Xuyin fully affirmed the achievements of the Institute in promoting the development of maritime science and technology. He said that there is a deep historical relationship between CIN and the Ministry of Transport, and the Institute also has close business contacts with ministries, departments and bureaus. Decoupling only represents the termination of administrative affiliation, but the work is still inextricably linked. The CIN has played an important role in supporting high-quality development of the industry by taking the party construction as the guide line and focusing on the construction of the main position. The capacity and level of maritime science and technology services have been greatly improved, and the cultivation and recommendation of talents, the innovative development of group standards, the active promotion of the spirit of navigation in the new era, the popularization of nautical science, and the enhancement of international exchanges and cooperation have embodied the spirit of professionalism, pragmatism, and professionalism.
Fu Xuyin pointed out that the Institute is an important social force for the national development of maritime science and technology. First, CIN should accurately grasp the function and positioning, participate in industry governance, form positive interactions with the ministry and the department, strengthen communication with government departments, build a new type of relationship between the government and the Institute, and jointly promote the solution of industry development problems. Second, the Institute should focus on the national development strategy, base on the construction of green and low-carbon initiatives, intelligent shipping, inland navigation modernization system and other fields, give full play to the role of the CIN’s think tank, and carry out forward-looking strategic issues research. Third, the Institute should comprehensively strengthen self-construction, enhance talent training, business construction, etc., and constantly improve the level of service to the country and industry. Fourth, with regard to the activities of China Maritime Week, the Institute should focus on promoting the development of the industry, follow the principle of "governance, regulation and action at the same time", and make a comprehensive plan for the relationship between governance and development.
Fu Xuyin said that the Ministry of Transport will continue to support all the work of the Institute, and study its advice carefully.
He Jianzhong welcomed and thanked the leaders of the Ministry of Transport for their research and guidance in the Institute. He pointed out that over the years, the work of the Institute has received strong support and attentive guidance from the leaders and departments and bureaus of the Ministry. Carrying out work centered around the core functions of the Ministry, bringing its resources and the advantage of the platform into full play, underpining sci-tech self-reliance and self-strengthening at higher levels in the field of navigation have always been the theme and key point of the Institute. In the future work, it is hoped that the Ministry will give strong support to the Institute in the construction of the first-class institute with Chinese characteristics, the construction of modern inland navigation network, the development of low-carbon shipping path, the development of intelligent shipping, the popularization and application of scientific and technological achievements in navigation, the development of group standards in the field of maritime navigation, the cultivation and recommendation of maritime talents, the promotion of the spirit of navigation in the new era, the healthy and sustainable development of the Institute. At the same time, the Institute will continue to adhere to the principle of “party building, ruling according to the chapter, academic foundation, science popularisation”, actively serve the industry and national strategies, and play a better role in promoting the realization of sci-tech self-reliance and self-strengthening at higher levels in the field of navigation.
He Jianzhong said that the Institute will put great emphasis on the requirements put forward by the Vice Minister Fu Xuyin in this research. Implementing all tasks conscientiously, leveraging the advantage of the Institute’s platform, science and technology, and the think tank, and contribute to building China into a leading role in transportation, science and technology, maritime, and shipping.
