China Institute of Navigation Successfully Holds the 2024 Maritime Science and Technology Innovation and Achievement Evaluation Training Course

To cultivate top-notch maritime technology talents and innovative teams, promote self-reliance and strength in maritime technology innovation, and drive high-quality development of the maritime industry, the China Institute of Navigation held the 2024 Maritime Science and Technology Innovation and Achievement Evaluation Training Course at Dalian Maritime University on March 29-30. The course was attended by 130 participants from 52 key organizations in the shipping industry, including enterprises, public institutions, research institutes, and universities , as well as some faculty members from Dalian Maritime University. The opening ceremony was attended by Zhang Baochen, Executive Vice Chairman of the Institute, Shan Hongjun, President of Dalian Maritime University, and Zhao Youtao, Vice President, with the training chaired by Liu Shun, Deputy Secretary-General of the Institute.

At the opening ceremony, Zhang Baochen, Executive Vice Chairman of the Institute, explained the profound implications of self-reliance and strength in maritime technology to the participants, and elaborated on the overall requirements and work approach for the 2024 technology awards and achievement evaluation. He emphasized that technology workers should focus on the cutting-edge directions of “green, intelligent, and resilient” maritime technology, understanding the disruptive impact of green, low-carbon, intelligent navigation, and resilient safety shipping. He highlighted the need for technology workers to identify the focus of their mission of maritime technology innovation and effectively promote the construction of the country into a leading shipping power. Achievement evaluation should emphasize the combination of scientific research output and practical application , and focus on the role and value of research outcomes in the most acute bottlenecks of the industry. By using technology awards to guide industry development, the goal is to gradually form a selection process for outstanding scientific researchers. In his speech, Shan Hongjun, President of Dalian Maritime University, warmly welcomed the participants and expressed gratitude to the China Institute of Navigation for for its longstanding support and concern for the university. He said, effective evaluation of scientific achievements can significantly promote the production and application of high-quality scientific achievements, enhancing the level and efficiency of scientific and technological innovation. He hoped that this training would help participants further grasp the key points of maritime technology achievement evaluation, improve their own research capabilities, and promote self-reliance and strength in maritime technology innovation. He also sincerely looked forward to deep and pragmatic cooperation between Dalian Maritime Universityand, the participants and their respective organizations to jointly boost China’s strength in transportation.

     The training invited experts including Hu Ya'an, Academician of the Chinese Academy of Engineering, He Defang, Counselor from the State Council, Gu Ming, the National Engineer Award Winner and Chief Consultant of CCCC-Tianjin Dredging Co., Ltd., and Professor Peng Zhouhua of Dalian Maritime University. The training covered topics such as reform of the system for appraisal of scientific and technological advances and policy practice, independent innovation as the core technologies, understanding and considerations for technology award applications, research progress on multi-unmanned ship cluster control and fund application exchanges, and an interpretation of newly revised maritime scientific and technological award regulations. After the intensive training, all participants were divided into three groups based on technology management, technology evaluation, and youth talent support for group discussions and exchanges.

     This training course took an industry-leading perspective to clarify the main battlefield of technological innovation in the maritime field for each units, established a new direction for technological innovation with the aim of solving practical problems, and profoundly inspired young sci-tech talents to be bold in innovation. Furthermore, the understanding of the maritime technology award methods and evaluation implementation methods was strengthened among the participating units, laying a solid foundation for high-quality applications and evaluations of maritime scientific and technological awards.
