China Maritime Week 2023 and the closing ceremony of the China Navigation Academic Conference 2023 were held in Cangzhou City, Hebei Province on July 15. According to Zhang Baochen, Executive Vice Chairman of the China Institute of Navigation, this year's Navigation Day Week has a good theme, high level, multiple activities, wide participation, deep planning, new content, good publicity, wide dissemination, strong support, and good service. The number of activities and participants has set a historical record for the main event of China Maritime Day in the past 19 years.
Zhang Baochen said that under the theme of " Sailing for the new maritime silk road and heading towards the new development paradigm ", the activities of this year's China Maritime Week 2023 were closely focused on accelerating the construction of a maritime power, a transportation power and a shipping power, implementing the "the Belt and Road" initiative, promoting self-reliance in navigation technology and carrying forward the navigation spirit of the new era. It is a concrete practice to further implement the spirit of the 20th National Congress of the Communist Party of China and deeply study and implement the spirit of the Xi Jinping president inspection instructions for Huanghua Port. The Week has set up 5 sectors including 30 events, with over 230 institutions from shipping, ports, ocean, shipbuilding, fisheries, navy, and other fields participating in the hosting. Representatives of foreign institutions and international organizations such as the International Maritime Organization, The International Association of Institutes of Navigation (IAIN), the World Maritime University, the International Shipping Council, the Myanmar Maritime Bureau, the Philippine Seafarers Association, and the Japan Institute of Navigation attended the meeting offline or online, delivering speeches. More than 2200 local students participated in activities such as the science popularization lecture, the nautical science popularization summer camp, and the nautical science popularization exhibition. More than 8000 people participated in the online preliminary competition of the navigation science popularization knowledge competition. The Navigation Science and Technology Expo has attracted more than 120 enterprises and institutions in the field of navigation to participate, with over 50000 visitors during the 4-day exhibition period. During the Week, there were 9 online live streaming, with 23 platforms simultaneously broadcasting, and nearly 6.3 million online viewers.
Zhang Baochen, on behalf of the China Institute of Navigation, expressed sincere gratitude to the People's Government of Cangzhou, National Energy Group, Water Transport Science Research Institute of the Ministry of Transport, as well as to the Ministry of Transport, China Association for Science and Technology, People's Government of Heibei, and the member units of Navigation Day Organizing Committee that have provided strong support for the event. Kang Yanmin, Vice Chairman of the Hebei Provincial People’s Political Consultative Conference and Secretary of the Cangzhou Municipal Party Committee, attended the closing ceremony and delivered a speech. He stated that the China Maritime Week was held in Cangzhou, bringing valuable opportunities for Cangzhou to expand its high-level opening-up and enhance its influence. Cangzhou will emancipate its mind, forge ahead, develop toward the sea, strengthen the capacity building of Huanghua Port, innovate management systems and mechanisms, make every effort to build a multi-functional and comprehensive modern port, build a more inclusive, open and dynamic coastal economic city, and contribute to the construction of a maritime power and "the Belt and Road".
Li Shixin, Vice Chairman of the China Institute of Navigation, announced at the closing ceremony that after research by the Office of the Organizing Committee for China Maritime Week and approval by the Ministry of Transport, the China Maritime Week 2024 will be held in Tianjin Binhai New Area. As a handover ceremony, Li Tianbi, Chief Engineer of the Ministry of Transport and Director of the Water Transport Bureau, and Director of the China Maritime Day A Office, took over the flag of China Maritime Week from Liu Yong, executive vice mayor of Cangzhou, and handed it over to Shan Zefeng, District Mayor of Tianjin Binhai New Area.
At the closing ceremony, the evaluation results of the 2023 China Institute of Navigation Excellent Nautical Science and Technology Paper Award were announced. Among them, 12 papers including Identification Method and Change Trend Analysis of Navigation Network in Arctic Passage won first prize, 24 papers including Causes and Countermeasures for Collision Accidents of Push-train Based on Typical Cases won second prize, 32 papers including The Calculation Principle of Ship Outfitting Number and the Anti-current Performance of Fully Loaded Anchor Ships won third prize. In addition, the first prize winners of the speech competition to promote the spirit of navigation in the new era and the first prize winning team of the National Navigation Science Popularization Knowledge Contest were presented with awards.
