China Institute of Navigation Held the Seminar on the Recommending “Issues and Problems” in the Field of Navigation in 2023

       

In order to further strengthen the prospective research and judgment of navigation science and technology, lead the breakthrough of original scientific research, and promote the self-strengthening of navigation science and technology, the Institute, following the relevant requirements of the Notice of the General Office of the China Association for Science and Technology on Collecting Major Scientific Issues, Engineering Technical Problems and Industrial Technology Problems of 2023 (hereinafter referred to as “issues and problems”), held a seminar on “issues and problems” on April 12, 2023. In the form of a combination of online and offline, the seminar invited six academicians of the Academy of Engineering and nine senior experts in the field of navigation.

He Jianzhong, Chairman of CIN, presided over the seminar. Liu Shun, the Deputy Secretary General of CIN, introduced the situation of the “issues and problems” collected by the Institute. The Institute collected 21 issues and problems recommended by 10 units, including 2 frontier scientific problems, 6 engineering technology problems and 13 industrial technology problems. At the seminar, experts listened to the introduction of the issues and problems of some representatives from different research directions, carried out a full discussion, and put forward complete suggestions on the scope of focus and research direction of the issues and problems.

Zhang Baochen, Executive Vice President of CIN, pointed out that the quality of the issues problems collected this year has improved compared with that of previous years, but it’s still of great importance for us to pay attention to the height and foresight in finding issues and problems, and we should focus on the “bottleneck” technology that restricts the development of the industry, and put forward issues and problems that play a leading role in the development of the industry.

In the conclusion of the meeting, Chairman He Jianzhong expressed his gratitude to the experts attending the meeting, and he asked the secretariat to further collate the experts’ opinions and integrate, supplement and improve the issues and problems and then form a report with accurate positioning and clear focus to submit to the China Association for Science and Technology (CAST). Besides, the Institute should select and summarize the distinctive and industry frontier issues and problems in the field of navigation, lead the new trend of green, low-carbon and intelligent shipping development, comply with the new requirements of shipping transformation and upgrading of the digital development. What’s more, the Institute should further break through the technological innovation of water transport engineering, improve the synergy between water transport system and ecological protection, and provide guidance for the high-quality development of navigation in the new era.

On April 14, in view of the summary of experts’ opinions and with the combination of the immediate and long-term goals of the industry development, He Jianzhong again organized the leaders and relevant personnel of the Institute to hold a special meeting, determining the scope of issues and problems to be recommended to the CAST and the Institute. Among issues and problems, four are recommended to the CAST and six to the Institute, all of them are planned to be officially released during China Navigation Day Activities in 2023.
