2022 is an extremely important year in the history of the Party and the country. The successful convening of the 20th National Congress of the Communist Party of China has charted a grand blueprint for building a socialist modern country in an all-round manner, showing the great vigor of the century-old party’s self-revolution, reflecting the broad-mindedness of a great nation embracing the world, and raising the flag to lead us to move forward continuously. In the face of the stormy international environment and the arduous tasks of domestic reform, development and stability, the CPC Central Committee with comrade Xi Jinping at its core units and leads the whole Party and the people of all ethnic groups to thoroughly implement the new concept of development, and works together to overcome difficulties. Meanwhile, it takes new steps in building a new pattern of development, makes new progress in deepening high-quality development, and achieves new results in maintaining the overall economic and social stability.
Over the past year, under the correct leadership of the China Association for Science and Technology, and under the guidance and strong support of the Ministry of Transport, the CIN has adhered to the main line of responsibility of “four services”, followed by striving to achieve self-reliance of high-level navigation technology, improving the modernization level of the industrial chains and supply chains, promoting the two-way integration of the industrial chains and innovation chains, and giving full play to the key role of science and technology in promoting supply creation and leading demand. At the same time, it has worked hard to support the key core technologies in the field of basic science and technology, focusing on extending the chain, supplementing the chains and strengthening the chains, and assisting the high-quality development of the shipping industry with high-quality services. In doing so, we present a new atmosphere in the construction of a first-class institute with Chinese characteristics, achieve new breakthroughs and make new achievements.
Over the past year, the CIN has thoroughly studied and implemented the spirit of the 20th National Congress of the CPC, improved the mechanism for the implementation of the Party’s overall leadership, carried out solid education on the history of the Party, and continued enhancing faith. The Party branch of the institute’s office has been awarded the honorary title of “Top Four” Party branch by the Central Committee and the Working Committee of State Administration Organs. CIN launched a series of activities such as “China Maritime Day Activity Week” and “National Maritime Science Popularization Week”, gathering resources to work together to pool the great power in the navigation field; CIN continued carrying out the grading and evaluation of high-quality scientific and technological journals in the navigation sector, and helping the high-quality development of maritime scientific and technological journals and the construction of independent evaluation system; CIN published the China Intelligent Shipping Technology and Industrialization Development Roadmap to explore the way for the rapid development of intelligent shipping; CIN Established an international alliance of port and shipping science and technology, and expanded new channels for non-governmental diplomacy; CIN set up a high-level decision-making advisory expert group to gather ideas and wisdom to serve the scientific decision-making of the Party and the government; CIN Compiled and issued the action plan for creating a first-class institute with Chinese characteristics, and scientifically build a new pattern of innovative development; CIN has implemented the spirit of the central talent work conference, increased the support for young talents, served the majority of members with heart and soul, and constantly improved the emotional temperature of the home of navigation science and technology workers.
In 2023, it is a critical year for CIN to create a first-class society with Chinese characteristics, and we should take Xi Jinping’s thought of socialism with Chinese characteristics in the new era as our guide, study and implement the spirit of the 20th CPC National Congress in depth, adhere to the banner of politics, understand the decisive significance of the “two establishments”, enhance the “four consciousness”, firmly “four self-confidence”, and achieve the “two maintenance”, and strive to be a high-level self-reliant leader in science and technology. Facing the needs of the times and the expectations of navigation science and technology workers, we must give full play to the advantages of the open, hub and platform organizations, and consolidate the foundation of organizational empowerment, governance innovation, and open cooperation. In addition, we need to systematically plan the layout, create an innovative ecology, and take practical actions to stimulate the endogenous power of navigation science and technology talents to make contributions. For achieving these aims, we must strive to open up a new academic track, a new stage of science popularization, a new platform for think tanks, and a new open space, and constantly improve organizational cohesion, academic leadership, social credibility as well as international influence.
On the new journey, let’s work together, and make greater contributions to building a strong country in science and technology, transportation, navigation and shipping!
