President He Jianzhong Investigated the Building of First-Class Institute in Shanghai

From November 5 to 8, He Jianzhong, president of the China Institute of Navigation (CIN), Xu Zuyuan, director of the Expert Committee and Zhang Baochen, vice president of the Standing Committee, and other members of their delegation were in Shanghai for research.

The research team visited National Engineering Research Center of Dredging, the Collaborative Innovation Center of Key Steels for Heavy Icebreakers of Shanghai Maritime University, China Maritime Museum, China COSCO Shipping Group Co., LTD., China State Shipbuilding Group Co., LTD., Shanghai International Port (Group) Co., LTD., China Port Association, Shanghai Maritime University, CCCC Shanghai Degrading Co., LTD., China Shipowners Mutual Assurance Association, Shanghai Maritime Safety Administration and other relevant units and institutions. During the research, a symposium was held for branches and local maritime institutes. In this context, the research team had discussions and exchanges with China Rescue and Salvage Association, Chart Association and their supporting units, Donghai Rescue Bureau of Ministry of Transport, Eastern Navigation Service Center, Maritime Safety Administration, People’s Republic of China, and Shanghai Institute of Navigation on jointly promoting the construction of the first-class institute.

During the research, He Jianzhong stressed that the report of the 20th CPC National Congress has made an overall deployment of education, science and technology, and human resources as the basic and strategic support for building a modern socialist country in an all-round manner. In addition, it proposed that we must regard science and technology as our the first productive force, talent as our first resource, and innovation as our first driving force. We would fully implement the strategy for invigorating China through science and education, the workforce development strategy, and the innovation-driven development strategy. We are supposed to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, enhance the mission of the institute as a scientific and technological organization in the new era, further enhance the organizational cohesion, academic leadership, and international influence. With these in mind, we will build a brand of China’s maritime academic exchange services, a brand of China’s maritime science popularization activities, and a brand of China’s maritime think tank services. In doing so, we are able to inherit the navigation spirit of the new era, and accelerate the building of a first-class institute with Chinese characteristics.

The research group had in-depth communication with each unit on the member development, academic exchanges, science popularization, think tanks, journals, international exchanges, cooperation on maritime science and innovation platform, as well as other important activities such as China Maritime Week and World Conference on Maritime Science and Technology to be held next year. And it expressed that it would give full play to the role of scientific and technological workers of the society as a bridge to serve members and serve innovation-driven development. It will serve to improve the scientific quality of the people, serve the Party and the government in scientific decision-making, and contribute its share to building China into a strong country in science and technology, maritime, transportation and shipping. All institutions expressed that they would continue to support the work of the institute, improve the communication and coordination mechanism, jointly advance the building of the home of scientists, and cooperate in domestic and foreign academic exchange activities. In addition, they would strengthen scientific and technological collaborative innovation and think tank building, and intensify the construction of science popularization education base and academic journal cooperation.
