From May 28 to May 30, 2021, the 10th National Congress of China Association for Science and Technology (CAST) was held in the Great Hall of the People in Beijing, at the same time as the Conference of Academicians of Chinese Academy of Sciences and Chinese Academy of Engineering. General-Secretary Xi Jinping and premier Li Keqiang attended the first and second plenary session and delivered an important speech respectively. Comrade Wang Huning attended the third plenary session and delivered a speech on behalf of the Central Committee of the CPC. Wang Zhigang, Chinese Minister of Science and Technology, and Chen Gang, first Secretary of the Secretariat of All-China Federation of Trade Unions, delivered speeches on behalf of the scientific and technological community and people’s organizations respectively. 1389 official representatives of 49 delegations perform their duties in accordance with laws and regulations. He Jianzhong, president of China Institute of Navigation (CIN), attended the Congress as a specially invited representative. Zhang Baochen, executive vice president of CIN, and Xu Minyi, a professor of Dalian Maritime University, attended the Congress as official representatives, while Yan Xiaobo, secretary general of CIN, attended as a non voting delegate.
During the Congress, the representatives of CIN, together with other representatives, carried forward democracy and pooled wisdom in a highly responsible spirit, and performed their duties as representatives in accordance with the law and regulations. The Congress earnestly studied the speeches of leading comrades of the Central Committee and elected members of the 10th National Congress of CAST, as well as the president, vice president and standing committee members. The Congress elected 390 members of the new National Committee of CAST. Zhang Baochen, executive vice president of CIN, was elected as a member of the 10th National Committee of CAST. At the first plenary session of the 9th National Committee, 1 chairman, 18 vice chairmen and 56 members of the Standing Committee were elected by vote. The Congress adopted resolutions on the work report of the 9th National Committee of CAST, on the resolution of Articles of China Association for Science and Technology and The 14th Five-Year Plan for the Development of China Association for Science and Technology (2021-2025), and on the initiative of “Self-reliance and Innovation” action, and successfully completed all scheduled tasks.
