On March 18, the meeting of changing office terms of CIN and IWT development and construction professional committee and the establishment of IWT high quality development professional committee (hereinafter referred to as "Inland River Special Committee") was held in Wuhan. Zhang Baochen, executive vice president of CIN, and Tang Guanquan, director and Secretary of the Party committee of the Yangtze River Navigation Administration, attended and spoke at the meeting. The meeting was presided over by Qiu Jianhua, deputy director of the Yangtze River Navigation Administration.
Since its establishment in 1987, under the leadership of CIN and the guidance and assistance of Yangtze River Navigation Administration, and with the support and assistance of all member units, CIN IWT development and construction professional committee has played an important role in promoting the development of IWT by actively playing the role of bridge and link, carrying out academic exchanges, participating in decision-making consultation and important subject research, and offering advice and suggestions. In order to strengthen CIN organization construction, enhance the service ability, improve the service efficiency, stimulate the activities of the branches and promote the development of the branches, IWT development and construction professional committee was changed to IWT high quality development professional committee in December 2020 with the approval of the second plenary session of the ninth Council of the CIN.
The meeting listened to the work report of the fourth term of the Special Committee, deliberated and passed the Regulations on the Work of CIN IWT High Quality Development Professional Committee, and elected the members of the new term of the Special Committee. The Yangtze River Navigation Administration of the Ministry of Transport was appointed as the chief director member unit, and 14 units such as the Water Transport Research Institute of the Ministry of Transport was appointed as the vicedirector member units. Wei Zhijie was appointed as the executive vice chairman member, and Liu Shubin was appointed as the vice chairman member.
Zhang Baochen, on behalf of CIN, congratulated the Inland River Special Committee on its estabishment and expressed his hope. He stressed that the Special Committee should make clear its orientation and mission of scientific and technological associations, fully perform their duties, conscientiously implement the Council resolution and annual work plan of CIN, and actively participate in CIN "double first-class" construction work, do well in its self construction and standardize its operation, play an active role around the core of IWT high quality development. Also, the Special Committee should base itself on the Yangtzi River and face the whole country, unit every forces, and move on coordinately, so as to better serve the IWT high quality development.
Tang said that after the renaming, the Special Committee's work would cover a wider range, with higher requirements and efficiency. It would open up a new situation by serving the national strategy and the IWT implementation planning, focusing on the safe, green and innovative development of IWT, and creating a characteristic brand of IWT high quality development professional committee. It shall improve its own construction, establish regulations and systems, and standardize the operation; make clear its orientation, take the misplace development, and strengthen exchanges and cooperation; unite all forces, highlight scientific and technological innovation, and strive to be in the forefront. As a supporting unit, Yangtze River Navigation Administration will continue to support the development of the Special Committee and try its best to create a better environment for the work of the Special Committee.
Subsequently, the new Special Committee deliberated on the working ideas of the Special Committee and the key work in 2021, and discussed and studied the sub- forum scheme of "IWT high quality" of China Navigation Day forum in 2021.
