China Institute of Navigation Holds 2026 Work Conference for Branch Organizations

On January 30, China Institute of Navigation convened its 2026 Branch Work Conference in Beijing. Over 50 attendees participated, including President Yan Xinping, Executive Vice President Li Shixin, Vice President Chu Beiping, Secretary-General Liu Shun, chairpersons and secretaries-general of various professional committees, and relevant staff from the Institute’s secretariat. The conference was chaired by Secretary-General Liu Shun.

Secretary-General Liu Shun announced the assessment results for the branches in 2025. A total of 6 professional committees were rated as “Excellent,” and 21 were rated as “Qualified.” The six Excellent committees, the Committee on Communication and Navigation, the Committee on Salvage and Wreck Removal, the Committee on Ship Locks, the Committee on Polar Navigation and Equipment, the Committee on Waterway Safety Engineering Technology, and the Committee on Maritime Law shared their experiences focusing on themes such as aligning with national strategies, serving industry development, and promoting academic exchange. Their presentations provided practical references that other committees can learn from and adopt.

Executive Vice President Li Shixin outlined the key tasks for the branches in 2026. He emphasized that all professional committees must adhere to Party building as their guide, integrating political construction throughout all work processes, accelerating the improvement of Party group development, and ensuring that academic activities and technological innovation always serve national strategic needs. He pointed out that the committees should strive to create brand academic conferences with international influence, support the quality improvement and efficiency enhancement of the journals Navigation of China and Marine Technology, build a multi-level science popularization system, and deepen international exchanges and cooperation through participation in important platforms such as the Asian Navigation Academic Conference. Meanwhile, they must actively participate in the evaluation of scientific and technological awards, the formulation of group standards, and the selection of major scientific issues to effectively promote the transformation and practical application of scientific and technological achievements. He required the committees to continuously strengthen their own development, standardize organizational operations, innovate funding mechanisms, improve services for members, and accelerate digital transformation. The headquarters will strictly enforce the Administrative Measures for Branches, establish and improve a quantitative evaluation mechanism combining annual and comprehensive assessments, and be guided by the orientation of encouraging excellence and optimizing the development ecosystem, thereby laying a solid foundation for the strategic goal of building a world-class institute.

Focusing on the goal of “building a world-class institute” and the institute’s annual work priorities, the attending representatives conducted exchanges and discussions and put forward valuable opinions and suggestions.

President Xinping Yan delivered a concluding speech, comprehensively reviewing the development achievements of the institute’s branches. He fully affirmed their important roles in academic exchanges, scientific and technological services, and science popularization, while also objectively pointing out the current deficiencies in areas such as standardized management, work precision, and collaborative linkage. Facing the new situation and new tasks, he put forward four work requirements: First, to consolidate the ideological foundation, strictly abide by discipline and rules, and resolutely hold the line. Second, to deepen standardization construction, consolidate the institutional foundation, complete the leadership transitions on time and in accordance with regulations, select and strengthen the leadership team, improve internal management systems, and strengthen assessment, evaluation, and the application of results to form a dynamic management mechanism that allows for flexibility. Third, to adhere to a demand-oriented approach, improve service quality, closely focus on national strategies and industry needs, concentrate on core responsibilities, produce high-quality academic achievements, innovate membership service formats, and enhance maritime science popularization. Fourth, to actively integrate into the broader landscape, strengthen coordinated development, actively serve key areas such as green and smart shipping and deep-sea development, achieve “one-chessboard” collaboration within the institute, and form an overall synergy.

President Xinping Yan emphasized that strengthening the development of branches requires the multi-party coordination and sustained efforts of the institute, the specialized committees, and their supporting institutions. The institute will continue to strengthen guidance and services for the specialized committees and improve the management system; the heads of each specialized committee must effectively fulfill their responsibilities, enhance their political stance, and consciously integrate the work of their committees into the overall development of the institute, jointly promoting the branches' progress towards standardization, specialization, and branding.

The participants unanimously stated that they would conscientiously implement the spirit of the conference, take this meeting as a new starting point, address shortcomings, strengthen their sense of responsibility, actively participate in academic innovation, industry services, and science popularization, and make a greater contribution to promoting the high-quality development of the institute and serving the construction of a country with strong transportation network and a strong maritime nation.
