New Answer Sheet of the Port and Shipping Industry: Quality Leap Replaces Scale Growth

On November 27th, the Forum on the Development of New Quality Productivity in Port and Shipping was held in Zhuhai. Over 100 guests attended the event, mainly from government management departments, port and shipping enterprises, maritime colleges, research institutions, and industry associations and societies, who gathered to exchange cutting-edge ideas and insights on the theme of "Intelligent Navigation, Visionary Future". The event injects new impetus into the high-quality development of the port and shipping industry.

He Jianzhong, former Vice Minister of the Ministry of Transport and the 9th President of China Institute of Navigation, attended the meeting and delivered a keynote speech. Weng Xiaobing, a second-level inspector of the Water Transport Bureau of the Ministry of Transport, gave a thematic speech. Li Shixin, Executive Vice President of China Institute of Navigation, and Zhu Yufeng, Party Secretary and Chairman of China Transport News, delivered opening remarks.

He Jianzhong pointed out that as ports and shipping, the main artery of global trade and a key hub of modern supply chains, are at an unprecedented stage of transformation and development, moving from "scale growth" to "quality leap". It is necessary to adhere to the development directions of green, intelligent, integrated, and unified, and promote the comprehensive upgrade and systematic transformation of all elements including ships, ports, cargo, and people. He emphasized we should focus on breakthroughs in key technologies, innovation in application scenarios, leading standards and rules, and talent cultivation mechanisms to achieve a shift from factor-driven to innovation-driven, from scale-speed type to quality-efficiency type, and from traditional energy consumption mode to green and low-carbon mode.

He Jianzhong stated that scientific and technological innovation, as a systematic project driving the development of new-quality productive forces in the port and shipping industry, requires the entire sector to build consensus and make joint progress. First, we should adhere to the strategic guidance and increase investment in research and development. Second, we need to deepen collaborative innovation and promote the integration of industry, academia, research and application. Third, efforts should be made to consolidate the talent foundation and cultivate a composite workforce. Fourth, it is imperative to improve standards and rules to ensure safety and ethics.

Weng Xiaobing pointed out that in recent years, China has achieved remarkable results in advancing new-quality productive forces in the port and shipping industry, laying a solid foundation for the high-quality development of water transportation. Faced with new circumstances and requirements, we should take accelerating the building of a transportation power as the guiding principle, focus on key tasks to make targeted efforts, adhere to a problem-oriented and goal-oriented approach, and comprehensively speed up the development of new-quality productive forces in the port and shipping sector. First, we must strengthen the drive of scientific and technological innovation to break through bottlenecks in key core technologies. Second, we need to advance the green and low-carbon transition and build a full-chain green development system. Third, efforts should be devoted to innovating production organization and management models to improve the operational efficiency of the entire industrial chain.

Li Shixin noted that China Institute of Navigation has long been committed to developing an integrated "maritime science and technology innovation" platform that connects industry, academia, research and application. Catering to the needs of national strategies, industrial clusters and key enterprises, the institute pools collective wisdom to tackle tough problems and carries out in-depth academic exchanges and scientific and technological cooperation. Going forward, CIN will continue to play its role as a bridge and link: first, we will strengthen the leadership of science and technology, focus on cutting-edge fields such as intelligent shipping and green low-carbon development, organize joint research efforts, and drive the independent and controllable development of key core technologies; second, we should further advance platform construction, improve service systems covering academic exchanges, achievement transformation and standard formulation, and facilitate the translation of innovative achievements from laboratories to rivers and seas; third, expand global cooperation, enhance international academic exchanges and cooperation in the maritime field, actively participate in international shipping governance, tell compelling stories of China's shipping industry, and contribute Chinese wisdom and solutions to the development of global shipping.

Zhu Yufeng emphasized that in recent years, while vigorously constructing an all-media communication matrix, China Communications News has continuously explored innovative paths and carriers to serve various segmented fields of the industry, thereby empowering the high-quality development of the sector. With regard to advancing the development of new-quality productive forces in the port and shipping industry, the newspaper has proactively established platforms for the exhibition of scientific and technological achievements as well as industrial exchanges and cooperation, with this forum serving as a prominent example. We sincerely invite relevant entities to actively recommend typical cases, share practical achievements in the development of new-quality productive forces in the port and shipping sector, and jointly formulate a blueprint for the high-quality development of the industry.

In the Authority Panel Discussion Session, ten distinguished guests delivered speeches focusing on topics including cutting-edge technologies in intelligent shipping, the construction of a smart maritime navigation support system, and the cultivation of science and technology innovation talents in the port and shipping industry. They presented cutting-edge trends and in-depth insights into the development of new-quality productive forces in the port and shipping sector.

The forum has released 2025 group standards of China Institute of Navigation.  This year, the institute has formulated 19 group standards, including 3 standards for smart ships and informatization such as General Requirements for Ship Shore-based Data Management, 3 standards for smart ports such as Technical Requirements for Automatic Control Systems of Train Loading Towers at Dry Bulk Terminals, 3 standards for environmental protection such as Technical Guidelines for the Construction of Integrated Port Source-Grid-Load-Storage Systems, 8 standards for the design and construction of water transportation projects such as Technical Specifications for the Construction of Immersed Tunnel Segment Joints, and 2 standards for transportation safety such as Safety Technology and Management Requirements for Ro-Ro Transportation of Electric Vehicles Across the Qiongzhou Strait.

At the forum, the South China Sea Navigation Support Center launched a new generation of smart navigation support services complying with international standards. Based on S-101 electronic nautical charts that meet the specifications of the International Hydrographic Organization (IHO), this service integrates real-time data such as tides, currents and meteorological conditions, supports data interaction and expansion, and features greater flexibility, openness and intelligence. The new generation of smart navigation support services complying with international standards has completely overcome the static and closed drawbacks of traditional electronic nautical chart navigation systems, successfully delivered ship-following intelligent navigation services such as dynamic safe contour lines, route recommendations and safety early warnings, and thus provided critical technical support for safe, convenient and green navigation, the high-quality development of shipping, and the growth of the marine economy.
