On July 23, the 5th conference of the 8th council meeting of CIN was held in Harbin, Heilongjiang province. A total number of 92 participants attended the meeting, including Huang Youfang, Chairman of CIN, Cao Di, Vice Chairman of the Standing Committee,Ding Xiaogang and Ding Pingsheng, Vice Chairmen of CIN, Guo Jieping, Chief Supervisor of CIN,Wang Qun, General Secretary of CIN and members form the Board of Supervisor of CIN,executive members of the council and other relevant representatives. The leaders and representatives from the affiliates and the local provincial and municipal navigation associations,and part of the staff from the Secretariat of the Society attended the meeting as well.This conference was presided over by Cao Di. Yu Haiyang, vice party secretary of Heilongjiang Administration of Navigational Affairs,which is the co-sponsor of the conference,attended the conference and delivered a speech.
In his summary speech, Huang Youfang pointed out that under the guidance of the leadership of the China Association for Science and Technology and the Ministry of Transport, the work of CIN in the first half of the year was carried out in an orderly manner and has achieved fruitful results. The work of the Institute in the second half of the year is still very heavy. The Institute will promote the completion of the year-round work in accordance with the work plan and attach great importance to and undertake the tasks assigned by the superior units particularly.
Huang Youfang stressed that for a certain period in the future，CIN will lay more emphasis on the following nine aspects in its related work: (1) to study the spirit of the 19th CPC National Congress and relevant documents deeply issued by the central government and firmly grasp the political direction of the Institute; (2) to serve the national strategy and clearly learn to stand on its own; (3) to pay great attention to the impact of new technologies such as artificial intelligence on the shipping industry; (4) to seize the opportunity of the reform and development of the society and to transform government functions in an orderly manner; (5) to continue to run conventional meetings, bid for high-level meetings, and gradually integrate innovative elements; (6) to strengthen communication and cooperation with brotherhood institutions and associations to achieve common development; (7) to attach great importance to the think tanks, and constantly expand the scope of think tanks; (8) to take solid steps in the service of member units and improve the sense of gains of member units; (9) to continuously strengthen the self-construction of the CIN and improve service quality and service level.
Huang Youfang hoped that, as a social group that brings Chinese maritime science and technology workers together, CIN should further strengthen its responsibility and commitment, be adventurous and creative so as to improve the service ability of CIN, and to make due contribution to creating a new age for China's navigation.
The meeting reported and learned the spirit of the speeches of General Secretary Xi Jinping at the 19th Academician Conference of the Chinese Academy of Sciences and the 14th Academician Conference of the Chinese Academy of Engineering and documentary spirit of relevant leaders from the China Association for Science and Technology, listened to the report on the completion of the agreed items of the 4th sessions of the 8th Council and the summary of the work of the institute in the first half of 2018 and the report on its key tasks in the second half of the year. Besides, in accordance with the requirements and relevant procedures of the Chinese Association for Science and Technology, the meeting voted for the appointment change and addition of the vice-chairman of CIN, agreed to enter the China Pilotage Association as the standing member of the CIN and the change of the appointment of 10 directors, deliberated and agreed the establishment of the professional committee of charts of CIN, the Polar Navigation and Equipment Committee of CIN and the Maritime Insurance Committee of CIN. In order to further play the roles of leading, demonstrating, decision-making and advising in maritime science and technology innovation, the meeting reviewed and approved the "China Navigation Society Expert Pool Management Measures (Trial)". In addition, to implement the national deepening standardization reform requirements and do a good job in the group standards Work, the meeting reviewed and approved the "China Navigation Society Group Standards Management Measures (Trial)". What's more, the meeting deliberated and approved Zhai Mo International Navigation Training Center and Wuhan University of Science and Technology Navigation College Astronomical Museum as the Chinese Navigation Society Navigation Science Popular Education Base and also heard a report on the important work carried out by CIN in the first half of 2018.
