On July 26, officials from the Organization Department of the Communist Party of China (CPC) Central Committee and the Ministry of Human Resources and Social Security led a delegation to Urumqi to see off the 12th batch of cadres and professionals from central government offices participating in the aid program for Xinjiang. With their arrival, the 12th batch has officially taken over the baton of the paired assistance program for Xinjiang and begun a three-year mission in the region.

Since 1997, under the unified arrangements of the CPC Central Committee, the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security have organized 12 batches of more than 30,000 cadres and professionals to work in Xinjiang. Working alongside cadres and people of all ethnic groups in Xinjiang, these personnel have earnestly implemented the major decisions and arrangements of the CPC Central Committee and followed the work plans of the CPC Xinjiang Uygur Autonomous Regional Committee and the Party Committee of the Xinjiang Production and Construction Corps. With the overarching goal of fostering a strong sense of community for the Chinese nation, they have tackled challenges head-on and worked diligently to advance law-based governance of Xinjiang, unity-based efforts to consolidate stability, the enrichment of Xinjiang through culture, the promotion of prosperity for its people, and long-term development. Their contributions have demonstrated the commitment and dedication of those participating in the aid program.
This year, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security have adhered to Xi Jinping Thought on Party Building and thoroughly implemented General Secretary Xi Jinping’s important expositions on work related to Xinjiang. They have fully, accurately and comprehensively implemented the Party’s strategy for governing Xinjiang in the new era and organized the selection and rotation of a new batch of cadres and professionals in accordance with arrangements for paired assistance. More than 800 cadres and professionals from over 130 central government offices have been selected for the 12th batch. They are generally young and capable, with solid overall qualifications and a sound professional mix, and their expertise and backgrounds are well aligned with Xinjiang’s current and future economic and social development needs.

From July 27 to August 2, the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security will hold a training program in Urumqi to help the participating cadres and professionals quickly familiarize themselves with local conditions and settle into their new roles.
According to the report, more than 7,400 cadres and professionals in the 12th batch selected by the provinces and cities providing paired assistance to Xinjiang had already arrived in the region and begun their assignments by the end of May 2026.
