From September 24 to 25, 2024, the “2024 Annual Meeting and Academic Seminar of China Rescue and Salvage Association of CIN” held by China Institute of Navigation and undertaken by China Rescue and Salvage Association (hereinafter referred to as Salvage Association), was successfully held at Xiangshan Marine Hi Tech Port in Zhuhai City, Guangdong Province. Themed “Scientific and Technological Empowerment-Enhance Salvaging Capabilities with New Productive Forces,” the event attracted more than 140 experts, scholars, and representatives in the rescue and salvage industry, related fields, research institutions, universities, and equipment technology manufacturers nationwide. The attendees also include the leaders, such as Li Guoping, former Safety Director of the Ministry of Transport, Yan Xiaobo, Secretary-General of China Institute of Navigation, Wang Lei, Director of China Rescue and Salvage, Ministry of Transport of People’s Republic of China, and Peng Su, Deputy Secretary-General of Municipal Government of Zhuhai.
Focusing on technological innovation, cultivation of new and high-quality productive forces and enhancement of salvaging capabilities, the conference conducted extensive and in-depth discussions on building informatized, intelligent, green, and efficient rescue and salvage industry. The attending experts, scholars, and representatives, combining theoretical researches and practical applications, made free addresses on core technologies of salvage, unmanned intelligent equipment technology, communication and navigation methods, green and low-carbon development, professional team construction, and emergency rescue mechanisms, contributing many cutting-edge views and technical ideas. This provided wisdom and reference for building a professional, occupational, and modern salvage team, continuously refining the modern professional salvage system, and enhancing salvaging capabilities.
Participants unanimously agreed that the rescue and salvage industry currently faced complex and diverse challenges. They emphasized the industry shouldered the important responsibilities of assuring the safety of people's lives and property and maintaining national sovereignty. Thus, they called for the necessity to always align the salvage work with the national development strategy to lay a solid foundation for the high-quality development of the industry, to accelerate the cultivation of new and high-quality productive forces to comprehensively enhance rescue capabilities to achieve precise and efficient rescue goals, and to learn, understand, and implement earnestly the policies, regulations, and deployment requirements of the Communist Party of China and the nation, so as to truly reflect them in salvage work and integrate them into actual salvage practices.
The conference also discussed how China Rescue and Salvage Association can further strengthen its connections with member units and relevant institutions, keeping an eye on the technological progress of the industry, so as to better guide the operations and promote broader cooperation and collaboration in a wider range, and play the briding and linking role more greatly. The conference promoted the understanding between the association and its member units, among member units themselves, and between member units and related manufacturers, further streamlining the communication channels, consolidating the foundation of exchange and cooperation, strengthening the concept of joint research of technologies, and promoting the process of resource-sharing.
Yao Shiguang, Chairman of China Rescue and Salvage Association, addressed the working report themed “Make the Targets and Carry out Efforts, Seize the Decelopment Opportunity and Open up a New Page of Services”. He reviewed and summairzed the work and achievements made in the fields of academic exchange, industry cooperation and scientific and technological innovation, analyzed the situation and challenges we face and made clear the working thoughts and directions in the near future. He emphasized that China Rescue and Salvage Association must keep committed to Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era and put into practice the spirits of 20th National Congress of the Communist Party of China, the Second and Third Plenary Session of the 20th congress and National Science and Technology Conference. In accordance with the arrangement and requirements of the party committee, all should uphold the concepts of “communication, service and development”, and promote the high-quality development of the rescue and salvage industry with a high sense of responsibility, to contribute to construcing China a power in the marine field and communication.
Director Li Guoping made the theme address entitled “China’s Current Situation and Prospects of Marine Searching and Rescue”. He fully analyzed the current sitaution of China’s marine searching and rescue, as well as its development direction in the future. He pointed out that marine searching and rescue, as an important part in the nation system of emergency management, played an important role in protecing marine eco-environment and serving national strategies. He emphasized to resort to the science and technolgy to promote the development of new productive forces, and upgrade the responding capabilities of the rescue and salvage industry to make sure the effective and targeted rescue could be carried out in the major emergencies.
In the address, Secretary Yan Xiaobo pointed out the associated must uphold the leadership of party constrruction and the guidance of Xi Jinping's Thoughts on Socialism with Chinese Characteristics for a New Era, and put into practice the spirits of the 3rd plenary sessions of the 20th National Congress of the Communist Part of China and National Science and Technology Conference. Accroding to the arrangements and requirements of China Institute of Navigation, he called to enhance the learning and exchange, and carry out activities of party construction in various forms with the reality, to truly “figure out the direction while seizing the reality, upgrading the work while deeping the cognition”.We must closely trace the developments in the salvage and rescue sector, focus on the advanced equipment and technologies at home and abroad, and set up more platforms for exchanges and cooperation so as to facilitate resource sharing and technological collaboration among enterprises. Especially during the critical period of the transformation and upgrading of the industry, we should assist member units to achieve innovation and make breakthroughs. With the strengthening of cooperation and exchanges, we could promote technological innovation and facilitate the transition and upgrading from traditional modes of operation to intelligent and technology-driven ones.
Director Wang Lei made the address entitled “Making Breakthrough with ‘Newness’ and Achieving Greatness with ‘Quality’, to Jointly Advance the High-Quality Development of the Salvage and Rescue Industry in the New Era”. He emphasized that in the face of the new situations, tasks, and requirements confronting the salvage and rescue industry in the new era, with regard to the major emergencies under complex meteorological and sea conditions, and in response to the new expectations of the people and all sectors of the society for the safety assurance work, the salvage and rescue industry must resort to the advanced technological equipment and high-quality professionals so that the emergency response capabilities can get continous improvement, which ensures the success rate and safety of rescue missions. He urged member units to further enhance the investment in the R&D of science and technologies, and paying importance to the professional training for rescue teams to comprehensively enhance salvage and rescue capabilities and provide solid support for China’s implementation of the maritime strategy.

During the conference, leaders and experts visited the company’s R&D workshops and exhibition halls, and exchanged views with the executives and technical personnel of the company on the producing artifacts and application cases of the new intelligent unmanned boats, achieving positive communication outcomes.
The success of this annual meeting deepened the ties and cooperation among the Salvage and Rescue Professional Committee, its member units, and related organizations, during which they further reached the consensus on the development direction of the salvage and rescue industry. The Salvage and Rescue Professional Committee, continously on the principle of “serving member units and promoting industry development,”will carefully summarize the outcomes of the meeting, refine work measures, and ensure the implementation of various tasks, so that it will contribute to the high-quality development of the salvage and rescue industry. In the future, the Salvage and Rescue Professional Committee will actively promote the technological innovation and cultivation of new productive forces within the industry with higher standards and better services, actively contributing to the realization of the strategic goals of “a Powerful Maritime Country” and “a Powerful Country of Transportation.”
