On October 22, the third symposium of China Marine Think Tank in 2022 was held in Beijing in the form of online and offline. The theme of the meeting was "fire prevention and emergency response on ships ". It was hosted by Mr. He Jianzhong, President of China Institute of Navigation. More than 30 experts and scholars from all circles of government, industry, university, research and application, including Xu Zuyuan, former Vice Minister of the Ministry of Transport, Liu Gongchen, former Director of Safety, Ma Lin, Deputy Director of the Law Department of the Ministry of Transport, Yi Jiyong, Deputy Director of the Bureau of Water Transport, and Liu Jinzhang, Deputy Director of the Salvage Bureau, carried out exchanges and discussions around the theme.
The meeting was sponsored by CIN and undertaken by the China Waterborne Transport Research Institute, Waterway Cargo Transport Professional Committee of CIN, China Waterborne Firefighting Association. It aimed to further systematize the prominent problems faced by China's fire prevention and emergency response on ships, and put forward countermeasures and suggestions on improving China's fire prevention and emergency response on ships through full discussion.
He Jianzhong pointed out that this seminar is also a concrete action to implement the spirit of the 20th National Congress, which has positive significance to promote the safe development and healthy development of the industry. Fire prevention and emergency response on ships is not only an old problem in the development of the industry, but also faces many new changes. It is necessary to carry out the seminar on fire prevention and emergency response on ships with the concept of people and life first.
He Jianzhong said that through this seminar, we have formed the following consensus on the fire prevention and emergency response on ships. Firstly, we should strengthen the control of the source of risk. Do not bring external risks into the ship and internal risks can be eliminated in a timely manner; Secondly, we need to improve the “three systems and one plan”, in particular, the performance of fire control functions of port and navigation interface, the improvement of the legal system and mechanisms and the plan, to really solve the problem of lack of clarity and ambiguity; Thirdly, we need to solve the problem of capacity enhancement. The capacity enhancement of fire prevention and emergency response on ships include facility capacity, human capacity and external support capacity. For new situations and new problems, we should have new ideas; Fourthly, we should strengthen the construction of the technical standard system in the industry and strengthen the weaknesses and fill the shortcomings in the third-party technical assessment system, the improvement of the ship fire prevention system and the development of group standards. CIN will organize the development of the group standard of Guide for Fire Prevention and Emergency Response on Ships; Fifthly, we should widely carry out the warning and education work of typical cases of fire prevention and emergency response on ships.
At the meeting, Zhu Jianhua, vice president of the China Waterborne Transport Research Institute of Ministry of Transport, Cai Yanxian, vice president of China Classification Society, Chu Beiping, vice president of Dalian Maritime University, and Yu Xinjian, general manager of Bohai Ferry Group Co., Ltd. made keynote speeches on Analysis of Emergency Response Cases of Ship Fire in China, Technical Analysis of Fire Prevention and Safety Emergency on Ships, Analysis and Suggestions of Legal Problems Faced by Emergency Response of Ship Fire, and Problems and Suggestions of Emergency Response of Ro-ro Transportation Fire.
The experts and scholars at the meeting, focusing on the theme of it, believed that in-depth research should be conducted in the technical aspects of emergency response of ship fire and laws and regulations, system and mechanisms and standard specifications related to emergency response of ship fire should be explored deeply, so as to provide support for promoting China's capacity of fire prevention and emergency response on ships as well as the high-quality development of the industry.
