Notice on Organizing Activities of the 2023 National Maritime Science Popularization Week

All unit members of CIN, branches and institutions, maritime science popularization education bases, local institute of navigation in each province and city and co-sponsors of science popularization week:

In order to carry forward the spirit of navigation in the new era, popularize scientific knowledge, stimulate the dream of navigation, promote the overall improvement of the scientific quality of the whole people, and create a sound atmosphere of knowing and loving navigation in the whole society, on the occasion of the 19th China Maritime Day, CIN, together with relevant national societies, associations, will jointly organize activities of the “2023 National Maritime Science Popularization Week” from July 9 to 15, 2023. The relevant matters are hereby notified as follows, and all relevant units are requested to plan carefully in combination with the actual situation and jointly participate in and promote the work related to maritime science popularization week.

I. Basic situation

2. Activity place

Cangzhou City, Hebei Province is the main venue for the 2023 Maritime Science Popularization Week. All relevant units, departments, etc. can carry out relevant science popularization activities according to the theme of the event, combined with the real practice.

III. Activity arrangement in main venue

1. The launching ceremony of the National Maritime Science Popularization Week and science popularization lecture of “Seafarers telling about sailing ”;

2. 2023 National Maritime Science Knowledge Contest ;

3. Speech competition to carry forward the spirit of navigation in the new era;

4. Maritime-related calligraphy and painting competition for primary and secondary school students and outstanding works exhibition

5. Nautical summer camp;

6. Maritime science popularization exhibitions.

IV. Specific activity arrangement

1. The launching ceremony of the National Maritime Science Popularization Week and science popularization lecture of “Seafarers Craftsman telling about sailing ”

Theme: Carrying out the spirit of navigation and scientists in the new era

Time: 9:00-11:00 am, July 10

Place: Small Auditorium of Hebei Cangzhou International Conference Center

Mode: Offline and online

Sponsor: China Institute of Navigation

Organizer: Cangzhou’s Association for Science and Technology, Cangzhou’s Science and Technology Bureau and Cangzhou Education Bureau

Size: 200-250 people on site

Participating Scope: Special guests, representatives of the sponsors and organizers, representatives of teachers and students from relevant schools in Cangzhou, etc.

Agenda:

Part 1: Leader’s oration, the launching ceremony of the National Maritime Science Popularization Week (15 minutes);

Part 2: Publicizing the list of nautical science popularization ambassadors, giving out appointment letters and taking group photos (5 minutes);

Part 3: Lecture of “Seafarers Craftsman telling about sailing” (100 minutes).

Speakers: Industry experts and nautical science popularization ambassadors.

2. 2023 National Maritime Science Knowledge Competition

Time: Team formation and preliminary competition: May 1 to June 15

Semi and final competitions: 08:30-12:00 am, July 14

Place: Small Auditorium of Hebei Cangzhou International Conference Center (Semi and final competitions)

Mode: semi-competition and finals on site with TV recording

Sponsor: China Institute of Navigation and Chinese Seaman and Construction Workers’ Union

Organizer: Hebei Institute of Navigation, Dalian Maritime University, Shanghai Maritime University, Jimei University, Cangzhou’s Association for Science and Technology

Size: 200-250 people on site

Application and selection:

(1) In order to fully reflect the comprehensiveness and extensiveness of Maritime Science Knowledge Competition, the local institute of navigation of provinces and cities, the relevant water-related units of Chinese Seaman and Construction Workers’ Union, and the relevant maritime colleges and universities will be the recommended units nationwide to organize the participation. Each recommended unit can organize the preliminary competition themselves and select one representative team to participate in semi-competition held in Cangzhou.

(2) Each representative team shall be named after their provincial or municipal institute of navigation or the recommended unit. And each team consists of four team members, including one team leader and three contestants (The contestants must be full-time students).

(3) Each team should send the 2023 National Maritime Science Knowledge Competition Semi-Final Application Form (see Annex 1) to the designated email address before June 23.

Competition content:

(1) The competition content includes nautical knowledge, ship knowledge, hydrography, meteorology, ocean, geography and shipping events, etc., which is focused on the science and popularized and common knowledge.

(2) In order to facilitate the organization of preliminaries and selection of participants, CIN has developed an applet for learning maritime science knowledge to assist learning. Please pay attention to the CIN's official website or "Maritime Science Popularization" WeChat official account after May 1 to get the app.

3. Speech competition to carry forward the spirit of navigation in the new era

Theme: Carrying forward and practicing the spirit of navigation in the new era.

Preliminary competition: Mid-June (All units submit the competition video)

Final competition: 14:00-16:30 pm. July 14

Mode: offline with a livestreaming

Place: Small Auditorium of Hebei Cangzhou International Conference Center(final competitions)

Sponsor: China Institute of Navigation and Chinese Seaman and Construction Workers’ Union

Organizer: China Energy Investment, Cangzhou Women's Federation, Cangzhou Municipal Committee of the Communist Youth League

Size: 200-250 people on site

Participants: All members of CIN, branches and related maritime-related units can organize, select and recommend their staff to participate in the preliminary competition in the form of video.

Speech theme: with the theme of carrying forward and practicing the spirit of navigation in the new era, the content should be positive, full of vitality and clear without principal errors.

Competition arrangement: The preliminary competition will be conducted in the form of video. Please submit the 2023 Speech Competition to Carry Forward the Spirit of Navigation in the New Era Preliminary Application Form and the competing video to the designated email address before June 1. (See Attachment 2 for the application form and detailed requirements).

The selected videos will be judged by senior industry leaders and experts, and the top 20 scorers will enter the final (the list of finalists will be published in advance on CIN’s official website and its official account).

4. Maritime-related calligraphy and painting competition for primary and secondary school students and outstanding works exhibition

Time: Works collection and package delivery will be ended by June 1.

Works exhibition: Science popularization Exhibition area at Cangzhou Conference and Exhibition Center(July 11-14), and CIN's official website thematic exhibition

5. Nautical summer camp

Time of opening ceremony: 14:30-16:00 pm. July 12Place: Small Auditorium of Hebei Cangzhou International Conference Center

Sponsor: China Institute of Navigation

Organizer: Beijing Huayang Marine Travel Service Co.

Size: 200 people

Activity time of the summer camp, route and enrollment will be notified in other days. Please pay attention to CIN’s official website or the “Maritime Science Popularization” WeChat official account to get relevant information.

6. Opening Day Activity of maritime-related exhibitions and maritime science popularization education base

All unit members of CIN, branches and maritime science popularization education base, etc. Opening day activity will be free and open to the public from July 9 to 15. Units and bases that are in a position to do so can organize special exhibitions and displays on nautical science or volunteer activities in science.

V. Relevant requirements

1. Strengthen organization and leadership to ensure the effectiveness. All relevant units and departments are supposed to carefully organize and widely launch and take an active part in the activities of the National Maritime Science Popularization week, and provide certain human resources, material and financial support and guarantee.

2. Strengthen publicity and promotion to improve the attractiveness and influence. It is necessary to intensify the linkage with the media, innovate publicity methods and means, make full use of new media platforms, and organize and carry out multi-channel publicity activities. By doing so, it can stimulate the enthusiasm of the whole society, especially the teenagers, to love the ocean and sailing.

3. Please make a summary of relevant activities and report activity videos, pictures and publicity materials to the institute before July 30, 2023. And it will introduce, publicize them on the official website of the institute, official account, China Science Communication and other platforms.

4. The transport and accommodation costs of the round-trip of Cangzhou need to be paid by the participants themselves who take part in the semi and final competitions. Catering and transportation during the competition in Cangzhou will be arranged by the organizer (Details will be announced later.)
