July 11 is the 18th China Maritime Day, with the theme of “Leading the new trend of green, low-carbon and smart navigation”. The main forum of the 2022 China Maritime Day Forum and the launching ceremony of the “China Maritime Week” was held in Dalian, Liaoning province. Deputy Director-General of Ministry of Transport and Executive Deputy Director of Organizing Working Committee (OC for short) of activities on this year’s Maritime Day Zhao Chongjiu attended the forum and delivered a keynote speech.

Science and technology can give full play to the new advantages of water transport

On behalf of the Ministry of Transport and the Organizing Committee of Maritime Day Activities, Zhao Chongjiu extended festive greetings and high respect to seafarers, fishery crews, marine engineers and military and police officers and men who guard the maritime borders of the motherland.

Zhao said that the theme of this year’s Maritime Day “Leading the new trend of green, low-carbon and smart navigation” conforms to the trend of the times and the requirements of high-quality development. In the face of the new situation with new challenges, it is necessary to study and implement the important instructions of General Secretary Xi Jinping on strengthening the country by sea and transportation, to further build consensus, deepen innovation and strengthen cooperation, and to lead the high-quality development of the shipping industry in green, low-carbon and intelligent.

He stressed that, in the first place, we should adhere to the concept of green development and jointly protect the homeland that mankind relies on for survival. We will accelerate the adjustment of the transport structure, fully release the environmental advantages of water transport, which has low energy consumption and low emissions. We will speed up the "road to water" and "road to railway" in the transport of mass goods and medium - and long-distance goods, and vigorously develop the combined transport of railway and water transport and the transfer between water and water. Also, we should accelerate the construction of green water transport infrastructure, integrate green and low-carbon concepts into the whole process of water transport infrastructure planning, construction, operation and maintenance, and reduce energy consumption and carbon emissions in the whole life cycle; continue to improve the capacity of ships to control pollution, encourage the phasing out of old transport vessels that are highly polluting and energy-intensive, actively develop pilot zones for monitoring and supervising air pollutants from ships, and establish and improve a long-term mechanism for preventing and controlling pollution from ships and ports along the Yangtze River Economic Belt.

Secondly, we need to accelerate the formation of a low-carbon shipping system and promote the low-carbon transformation of shipping. We need to improve the energy efficiency of newly-built ships and optimize the energy structure; further promote the use of shore power for ships at ports, and take the lead in normalizing the use of shore power for ships in key regions and routes, such as vessels in the Yangtze River Economic Belt, ro-ro passenger vessels in Bohai Bay and Qiongzhou Strait, and large dry bulk cargo vessels for domestic trade in coastal areas. We will improve the energy structure at ports, promote the replacement of port vehicles and equipment, tugboats and machinery with new and clean energy sources, and increase the proportion of container trucks in ports using new and clean energy sources.

Thirdly, we should improve the intelligence level of shipping and drive the high-quality development of navigation with innovation. We will make ports, waterways and other infrastructure more intelligent, strengthen the demonstration, popularization and application of smart ships pilots, and promote the development of intelligent shipping services.

Fostering a new pattern of comprehensive opening up in land and sea exchanges

Liaoning is an important gateway from Northeast China to the world. In recent years, the provincial Party committee and provincial government have carried out Xi Jinping’s thought of strong maritime nation, relying on the rich marine resources, excellent port conditions and unique location advantages to actively promote the development of the shipping industry.

Facing the “14th Five-Year Plan”, Liaoning is actively building a world-class port group, accelerating the development of new advantages in shipping competition, and striving to build an open and comprehensive new pattern with internal and external linkage and exchanges between land and sea.

First we should firstly build a comprehensive transportation hub. We will speed up the development of Dalian Northeast Asia International Shipping Center, support the construction of Northeast Asia Logistics Center at Yingkou Port, the construction of the hub of east Inner Mongolia and west Liaoning at Jinzhou Port, and the construction of the eastern hub of Northeast China at Dandong Port to build a sea-land corridor in Northeast China.

Second we will strengthen the construction of port infrastructure. We will upgrade and transform the berths in old port areas, promote new energy and clean energy equipment, implement pollution prevention and control projects for ships and ports, to build green and smart ports.

Third, we will improve the port collection and distribution system.  We will vigorously promote relevant construction of railway and highway, promote the seamless connection between the railway in the port and the terminal operation area, focus on the development of container multimodal transport, and deeply implement the national demonstration project of multimodal transport in Dalian Port and Yingkou Port.

Fourth, we will accelerate the development of shipping equipment. We will enhance the design of energy-efficient, environmentally friendly, safe and intelligent ships, make innovations in the research and development of high-tech ships, large and medium-sized working ships, unmanned ships, scientific research vessels and other special vessels, and promote the development of ships and marine engineering equipment in the far-reaching and polar seas.

Fifth, we will promote the upgrading of shipping enterprises. We will accelerate the withdrawal of old ships and build a modern maritime fleet. Also, we will improve the shipping service system and vigorously develop modern shipping services such as shipping economy, shipping finance and insurance.

Sixth, we will improve the business environment at ports. The whole process of customs clearance logistics services at ports will be electronic, the “single window” system of international trade will be strengthened, customs clearance procedures and regulatory procedures will be further simplified, and customs clearance and transportation facilitation will be improved.

Realizing independent and controllable services for key technologies and building China into a strong transportation country

To facilitate the vigorous development of maritime technology, it is recommended that all parties in the industry:

First, strengthen the forward-looking research and joint research on maritime science and technology to help the implementation of national strategie. Also, we need to actively analyze the major scientific problems, engineering technical problems and industrial technical problems in the field of navigation, grasp the trend of maritime technology and industrial development, select a number of major research projects and organize and lead the original scientific research to tackle key problems. We will give full play to the leading role of enterprises in scientific and technological innovation, encourage and support relevant institutions and experts in leading research and development projects, strive to make key and core technologies independent and controllable, and work together to build China into a strong transport, maritime and shipping country.

Second, strengthen the synergy between scientific and technological research and development and industrial demand, and serve the development of local industries. We should strengthen the publicity, application and promotion of excellent achievements in navigation science and technology, promote the transformation of these achievements. To precisely align scientific and technological innovation resources with actual industrial needs, we will actively organize “Innovation China’ science and technology group and other projects, promote the deep integration of innovation chains and industrial chains, and help the high-quality development of Dalian’s maritime industry.

Third, deepen global exchanges and cooperation and enhance our international influence. Specifically, we will establish a regular exchange mechanism, promote international and regional cooperation in port and navigation science and technology, and actively prepare to set up international organizations and train high-level international exchange talents. In doing these, we will continue to enhance China's influence and voice in important international organizations, and contribute to global governance.

Seizing development opportunities in major technological changes

In recent years, Dalian has implemented General Secretary Xi Jinping’s important remarks on the strategy of the sea and the building of a strong maritime state, as well as his important instructions to Liaoning and Dalian, and has been promoting the construction of Dalian as an international shipping centre, international logistics centre and regional financial centre in Northeast Asia, and striving to make Dalian a pioneering area for industrial structure optimization and economic and social development. Also, Dalian endeavors to play the role of “a leading nucleus” of Liaoning coastal economic belt, develops towards the sea, and continuously accelerate the pace of its construction as a strong maritime city.

Nowadays, Dalian, as the most important port city in northeast region, undertakes more than 96% of foreign trade container, 100% of commodity vehicles, and more than 60% of the transshipment of inbound crude oil of that region. Since 2013, Dalian has invested more than 28 billion yuan in port and shipping infrastructure. The Dalian port has an annual transit capacity of 396 million tons and 12 million TEUs. It has 231 production berths and more than 100 container routes covering major shipping areas around the world. The port of Dalian has always maintained the world’s largest and most advanced service guarantee capacity, the first-class operation ability in the industry, and the good accessibility of the major global cities. It has become an important node on the main skeleton of the integrated three-dimensional transportation network in China. Therefore, Dalian is the shipping center with great potential in Northeast Asia.

The world is currently in a period of change in which shipping, logistics and supply chains are being reshaped, with “hydrogen ports”, wind-powered ships and remote-controlled automated terminals constantly enriching the world's shipping ecology, with new ideas, new equipment and new technologies emerging every day. With the promotion and implementation of the strategy of a strong transportation and maritime nation, green, safe and intelligent has become the mainstream trend of the industry’s development. Dalian adheres to ecological priority and green development in the construction process, and will strive to promote clean, low-carbon, safe and efficient use of energy, seize the development opportunities brought by major technological changes in the port and navigation fields, accelerate the application of science and technology, continuously enhance the endogenous driving force, and comprehensively improve the high-quality development.

In the future, Dalian will take the port and navigation economy as the guide, drive the development of port-adjacent industries, and realize the clustering of industries, talents and resources.

Making the shipping industry safer, greener and smarter

The theme of this year’s Maritime Day “Leading the new trend of green, low-carbon and smart navigation”, which is in line with the global theme of promoting environmental protection and the development of smart technologies. The shipping industry is gradually turning green and low-carbon. Green technology and green design reduce the negative environmental impact of the global cargo transport. However, the greening and smarting of shipping cannot be achieved by one organization alone, but requires close cooperation between the various players in the shipping ecosystem. Having the concept of sustainable development of the shipping industry not only promotes the progress of the shipping industry, but also should be the goal of the International Association of Institutes of Navigation.

The International Association of Institutes of Navigation is a non-profit multinational organization that promotes human activities on land, sea, sky and outer space through the development and dissemination of navigation-related information technology and scientific practices. In each of its endeavors, the International Federation of Institutes of Navigation strives to make shipping safer, greener and smarter.

The China Institute of Navigation plays an an important role in the International Association of Institutes of Navigation. In 2024, CIN will host the next Congress of the Association in China. I believe it will be a grand event of the industry!

Building an interconnected international shipping and logistics hub

In the future, Dalian will focus on accelerating the construction of “two pioneer areas” and “three centers” in the new era. According to the development idea of “strengthening the hub, smooth access, gathering elements and excellent services”, Dalian will consolidate the foundation, improve services, gather elements, empower and upgrade, and promote the integrated development of shipping, logistics, trade and finance. It will also focus on building “two hubs, two networks and two zones”, namely, an interconnected international shipping and logistics hub and a domestic aviation hub for Northeast Asia; a two-way network of sea and land logistics facilities and logistics service networks for Northeast China and Northeast Asia; and a pilot zone for trade facilitation reform in line with international standards and a cluster area for the development of international shipping and logistics services will be built.

We will strive to enhance the level of development capacity. We will accelerate the construction of a high-quality comprehensive transportation system, promote the construction of new airports, promote the development of the maritime industry, and make every effort to build a regional container hub port in Northeast Asia, a transit port for oil products, ores and other bulk goods, a receiving and unloading port for liquefied natural gas (LNG) and an international cruise port.

We will enhance development momentum. We will give full play to the nodes functions of port hub, maintain the stability of supply chains and industrial chains in equipment manufacturing, shipbuilding and chemical industry, develop and build petrochemical industry clusters, enrich and develop downstream refined and deep processing products, increase industrial richness and added value, and thus enhance the development momentum and vitality of shipping centers.

We will focus on integrating into the “dual circulation” development pattern. We will further promote the participation of ports and the smooth flow of transport channels. Specifically, we will focus on the Japan-ROK and strengthen ties with Europe, Southeast Asia and other regions along the Belt and Road in outer circulation; and promote the Northeast region and other areas of domestic traditional advantages of goods closely related in inner circulation.

We will make efforts to promote intelligent empowerment. We will make shipping logistics and shipping production and scheduling smarter, and make bold innovations using data and information technology to empower port economies and find new growth points.

We will open wider to the outside world. Taking the opportunity of developing the free trade ports, we will accelerate the construction of an Asia-Pacific hub for connection and build an internationally competitive trade system and development model.

Looking ahead to the next ten years, the radiation capacity of Dalian's sea and air ports will be significantly enhanced, the efficiency of port services, the level of port services, and the modernization level of multimodal transportation organizations will be significantly improved, and the overall logistics costs will be significantly reduced, and a number of port and shipping enterprises with strong competitiveness, logistics and supply chain enterprises will be formed. Promoting the spirit of navigation in a new era

The key technology of Chinese intelligent shipping is close to advanced international level

Zhang Baochen, executive vice chairman of the 9th Council of the China Institute of Navigation, released the Development Forecast of China’s Intelligent Shipping Technology and Industrialization (hereinafter referred to as the Development Forecast), pointing out that in key core technologies, the European Union is the main leader in the world, followed by Japan and South Korea, and China is basically close to the international advanced level in many aspects. China has entered the world’s first class, but the foundation is not strong and the pressure and challenges are greater. The first factor restricting the development is the imperfect policies, regulations and standards, followed by the limited investment in research and development and infrastructure conditions. It is necessary to speed up development, strive to make breakthroughs in core technologies in many areas, and maintain our own advantages while making up for the shortcomings.

Based on the above prediction, if China can take effective countermeasures against the factors that restrict the development, the following medium and long-term development goals can be set: by 2025, China's intelligent shipping technology and industrialization can generally reach the international advanced level, and China will make major breakthroughs in the regulations on intelligent navigation of ships, large-scale application of auxiliary driving technology, and diversified application of remote control and autonomous driving technology; by 2035, the technology and industrialization of intelligent shipping will reach the international leading level in general, the new shipping industry with full intelligence will be formed basically, and the proportion of remote piloting and autonomous piloting ships will exceed 30% along the coast; by 2050, the technology and industrialization of intelligent shipping will reach the international leading level in general, a high-quality intelligent shipping system will be formed, and the supply of intelligent networked shipping services will cover the whole world.

Creating a new competitive advantage in shipping with digitalization

At present, a new round of scientific and technological revolution and industrial transformation is in the ascendant. Among them, the application of new technologies represented by digitalization is growing exponentially, and it is constantly seeking breakthroughs and deep integration in the industrial field, which will surely bring impact on the traditional shipping industry form.

First of all, it will have a disruptive impact on the business model. Promoting scientific and technological innovation and transforming and upgrading to digitalization and intelligence is the only way for shipping companies to improve their core competitiveness and achieve high-quality development. It is also an important step for China to lead the world’s shipping industry and transform itself from a major shipping country to a major shipping power. Digital service and supply chain management will become the new core competitiveness of shipping industry. The future has come and many enterprises are at the same starting line. Whoever can follow the trend and take the lead in change will win the future.

In recent years, China Merchants Bureau has been accelerating the construction of digitalization and intelligence. Accelerate the green and low-carbon development of the shipping industry

Green and low-carbon development has become the trend of global economy and society. The shipping industry has been providing strong support for global emission reduction. Major shipping enterprises including COSCO Shipping Group, have set up goals of carbon emission reduction and carbon neutralization and actively them into action.

At present, cooperating with relevant parties, the shipping industry is actively exploring and practicing marine green energy such as liquefied natural gas (LNG), methanol, ammonia, hydrogen, biomass fuel and electric energy to seek safe, economic and reliable solutions. According to Clarkson's statistics, from January to May 2022, a total of 184 orders for the construction of alternative fuel vessels were signed globally, accounting for 61% of the total newbuilding orders in terms of revised gross tonnage in the same period, well above the 33% share in 2021.

COSCO SHIPPING (shortly COSCO), as the world's largest integrated shipping company, is earnestly implementing the spirit of the important instructions of General Secretary Xi Jinping's congratulatory letter to the North Bund International Shipping Forum in 2021and the decision and deployment on "carbon peaking and carbon neutrality" of the Party Central Committee. Guided by the science and technology, it pays close attention to the binding changes of international shipping carbon reduction rules, and strengthens the research on carbon reduction paths. Integrate superior resources to drive green and intelligent transformation

A new round of scientific revolution and industrial transformation is sparking a surge of green and low-carbon intelligence. The United Nations Framework Convention on Climate Change has included "Accelerating Green and Low-carbon Development " in the development blueprint. China has also set the development goal of reaching carbon peak in 30 years and carbon neutrality in 60years. Energy conservation, environmental protection and clean energy technologies have provided a new path for green transformation and development.

At present, China's shipbuilding industry is in the critical period of history, growing from big to strong. Aiming to build a world-class shipbuilding company and grasping the opportunity of accelerating the construction of a shipbuilding power, China Shipbuilding Group will give full play to the leading role in the industry, gather domestic and foreign advantageous resources, gather wisdom and research, and lead the global shipbuilding industry to achieve green and intelligent transformation and development.

Thirdly, we will continue to enhance the supply quality of scientific and technological innovation to promote the transformation and upgrading of marine equipment. The group will strengthen the research of key technologies such as light weight, high energy efficiency and new energy application, build a batch of green, ecological and environmental friendly ships with advanced technical performance and strong market competitiveness, and accelerate the marine products to penetrate the high-end global value chains.

Working jointly to promote the high-quality development of the shipping industry

The shipping industry is following green, low-carbon and intelligent development. In order to promote the high-quality development of China's shipping industry, I proposed four proposals:

Weaving together a three-dimensional network of water transportation.

We are deeply integrated into major national strategies, such as a strong transportation country and a strong maritime country, and are accelerating the construction of a national three-dimensional network system for water transport. We will build a number of world-class ports and accelerate the construction of an international shipping center focusing on the world-class port clusters in Beijing Tianjin Hebei Area, Yangtze River Delta, Guangdong Hong Kong Macao Bay Area. The inland river hub port will be worked as the interface channel and the high-grade channel the connection trunk. We will strengthen the channels, connect the waters, radiate and extend the vicinity, and reach the harbor, and by doing so we will strive to make up for the shortcomings in the development of inland river shipping. We will actively participate in the construction of basic and strategic cross-basin water transport channels such as Pinglu canal and Jiangxi Guangdong canal so as to provide strong support for the construction of a moderately advanced modern shipping infrastructure system.

We will give play to the leading role of chain financing, promote the innovative application of artificial intelligence, 5G, Beidou navigation system and other new technologies in shipping, and promote the "digitization, intelligence and wisdom" of shipping industry through building green shipping facilities such as smart ports, channels and locks.
