Notice from the China Institute of Navigation (CIN) on Organizing the Recommendation Work for Nominations for the 2023 State Science and Technology Prizes

To all member units:

In accordance with the requirements of the Notice from the Office of the China Association for Science and Technology (CAST) on Carrying out the Nomination Work for the 2023 State Science and Technology Prizes (hereinafter referred to as the Notice), we hereby announce the following matters concerning the organization and recommendation of nominations for the 2023 State Science and Technology Prizes in the field of navigation.

  1. Award Categories

 In accordance with the requirements of the 'Notice', each member unit may recommend candidates for the State Scientific and Technological Progress Award, the State Technological Invention Award, the State Preeminent Science and Technology Award, and China International Science and Technology Cooperation Award in the field of navigation.

  1. Recommendation Quotas

Each unit is limited to recommending no more than one project for the State Technological Invention Award or the State Scientific and Technological Progress Award. Each unit can nominate a maximum of one candidate for the State Preeminent Science and Technology Award , and one project for China International Science and Technology Cooperation Award.

The Institute will select the best candidates based on each unit's recommendation and recommend them to the China Association for Science and Technology (CAST).

The member units must ensure that the nominated projects (candidates) meet the formal review requirements, and must ensure that these projects (candidates) are no longer nominated through other channels. Once nominated, requests for withdrawal will not be accepted.

  1. Recommendation Scope

The nominated projects (candidates) must comply with the requirements of the Regulations on State Science and Technology Awards, the Nomination Measures for State Science and Technology Awards, and Notice from National Office for Science and Technology Awards on Nominations for the 2023 State Science and Technology Prizes.

The projects recommended by member units for the State Scientific and Technological Progress Award or the State Technological Invention Award should have received first prize or higher in CIN Science and Technology Progress Award or CIN Technological Invention Award since 2020.

The candidates or projects recommended by member units for the State Preeminent Science and Technology Award or China International Science and Technology Cooperation Award should select from those who have received corresponding awards from the China Institute of Navigation.

  1. Nomination Procedure

Candidates for the projects should fill in the information strictly according to the 2023 State Science and Technology Prizes Nomination Manual for the nominated award category. The content should be complete, truthful, objective, and accurate. The nomination form and the manual can be downloaded from the website of the National Office for Science and Technology Awards (www.nosta.gov.cn). Once a project is selected for nomination, without permission, important information such as the project completers listed in the nomination form cannot be changed.
  1. Candidates should be announced for public supervision within their respective units. The content of the announcement must comply with the requirements of the 2023 State Science and Technology Awards Nomination Manual and the duration of the public announcement should be no less than 5 days.
  1. The first completer of each candidate project should register and log in the "China Association for Science and Technology Smart Evaluation System (https://kecaihui.cast.org.cn)" to fill out the nomination form and upload relevant materials (non-confidentiality certification should be issued by the unit of the first completer with the unit's official seal). Contact the institute's staff to receive a "recommendation code" and submit the application materials online before 17:00 on December 25 (due to the tight schedule for application, submissions after this  deadline will be considered as not having been submitted).

Based on expert reviews, the institute will compile the nomination list for the State Science and Technology Prizes of the China Institute of Navigation (CIN) and report it to the China Association for Science and Technology (CAST).
