Notice on the Evaluation of Science Education Base of CIN Named for Five Years

To all Science Education Bases of CIN:

In accordance with the annual work plan of CIN and the Management Measures for Science Education Base of CIN (Document of CIN [2021] No.53) (hereinafter referred to as the Management Measures), we have decided to evaluate the science education bases of CIN that have been named for 5 years. The relevant matters are hereby notified as follows:

I. Evaluation Subjects

Up to now, the science education bases of CIN that have been officially named by the Institute and having completed five years, are:

  1. Qingdao Ocean Shipping Mariners College
  2. Navigation Culture Exhibition Hall of Hebei Maritime Safety Administration of People’s Republic of China
  3. Qinhuangdao Xing Rong Maritime Vocational School
  4. Zhai Mo International Sailing Training Center
  5. Digital Planetarium of Wuhan University of Technology

II. Evaluation Contents

  1. System and institutional construction, including management bodies, management system, work plans, the ranks of full-time / part-time personnel, funding support, and personnel training;
  2. Construction of popular science venues and facilities;
  3. Construction of communication and publicity platforms, including the construction of websites, mobile apps, WeChat, Weibo, and other external communication channels, as well as media publicity effects;
  4. Popular science activities with distinctive features or significant influence;
  5. Remarkable results in popular science work, including awards and honors received, popular science projects undertaken, and inclusion in national or industry demonstration programs.

III. Evaluation Process

  1. The evaluation process will be conducted in the form of self-evaluation, expert review, and random on-site checks.
  2. Each unit will write a work summary based on this notice and carry out self-scoring. The institute will organize experts to comprehensively evaluate the assessment materials.
  3. Some units will be randomly selected for on-site checks by experts.
  4. The evaluation results will be categorized as "Qualified" or "Unqualified," Those with a total score below 60 points are "Unqualified." Those who are qualified will be reissued plaques and certificates, while those who are unqualified will receive a rectification notice within a limited period of time. If they still fail after rectification, their naming will be canceled, certificates and plaques will also be taken back. They will not be allowed to apply for two years.
  5. The evaluation results will be examined and decided by the president’s office with the authorization of the Board of Directors, and will be published on the Institute's website, and reported to the Board of Directors or the standing board of directors meeting.

IV. Requirements

  1. Prepare a work summary for the past five years (2018-2022) (not less than 2000 words, with pictures and links attached). It mainly covers four parts: (1) Overall Situation; (2) Major Achievements and Highlights; (3) Shortcomings and Problems; and (4) Future Improvement Plans.
  2. Complete The Science Education Base of CIN Evaluation Self-evaluation Form (attached).
  3. Submission Deadline: Please send the Work Summary and Evaluation Self-evaluation Form (electronic version) and scanned copies (with official seal) to the email: hhkp@cinnet.cn by September 30, 2023. The email subject should be "XX Science Education Base Evaluation Materials." Those who fail to submit by the deadline without explanation will be considered forfeiting the evaluation. According to the Management Measures, bases that do not participate in the evaluation will have their naming canceled and will not be allowed to apply for two years.
