Notice On Recommendation Of Experts In The Field Of Marine Engineering

According to the requirements of “Letter on the Recommendation of Evaluation Experts in the Field of Engineering” from Training and Talent Service Center of China Association for Science and Technology (CAST), and to further supplement and update the expert pool of China Institute of Navigation (CIN), the selection and recommendation of high-level evaluation experts in the field of marine engineering is now started. The relevant matters are as follows:
I. Standards of evaluation experts
(i) Political criteria
Love the Party and the country, dedicate himself/ herself to work, keep the motherland in mind, serve the people, support the Party’s line, principles and policies, deeply understand the decisive significance of “Two Establishments”, enhance “Four Consciousnesses”, strengthen “Four Confidence, and achieve “Two Upholds”.
(ii) Academic ethics
Actively practice the spirit of scientist strive for excellence, and advocate quality; have good professional ethics; comply with scientific research ethics; have rigorous style and good conduct; be objective, balanced, honest, self-disciplined and law-abiding; and have no violations of discipline and law and other unblemished personal history.
(iii) Engineering capability level
1. Have a senior or equivalent professional and technical title, and have worked continuously in engineering for over five years and achieved significant success.
2. At least two of the following conditions must be met:
(1) As the person in charge, he/ she should have undertaken and completed projects such as major engineering construction, important equipment manufacturing, core technological breakthroughs, significant inventions and innovations, and major challenges to national security.
(2) Be the winners of National Science and Technology Awards or National Defense Science and Technology Awards (the top three winners of the second prize or above).
(3) The main completer of international (national) standards, or the president, vice president, secretary general, executive committee member or equivalent decision-making positions in major international engineering academic organizations, or the deputy editor or above in important academic journals in the field of engineering.
(4) Serve as the director of the national society and industry association or the principal head of its branches and above positions, or serve as the committee member of local association for science and technology and above positions.
(5) Be responsible for science and technology of group-level enterprises.
(6) Have important invention patents, software copyrights and other achievements.
(iv) Age and physical condition
1. Under 65 years old (born on or after January 1, 1958).
2. Long-term work in the front line of engineering, be in good health; and with the time and ability to perform evaluation work.
II. Recommended quota
Each member unit may recommend no more than five experts in their industries.
III. Rights and obligations of evaluation experts
After the completion of the system recommendation and nomination by CIN, the Chinese Association for Science and Technology (CAST) will review the qualification of experts according to the procedure, and the experts who pass the review will enter the “Expert Database of Scientific and Technological Talent Evaluation of CAST” and the “High-level Expert Committee of CIN”. The selected experts shall enjoy the following rights and fulfill the following obligations:
(i) Rights
Through random selection, the selected experts shall participate in the evaluation of scientific and technological talent awards, project achievement and science and technology awards and other activities of CAST and CIN; obtain the electronic letter of appointment as the identity certification and honor mark for participating in the evaluation work of CAST and CIN; and obtain materials related to the review work and service remuneration according to regulations, etc.
(ii) Obligations
Strictly abide by laws, regulations as well as review discipline and confidentiality provisions. Do not disclose the technological secrets, business secrets and personal privacy learned during the review process. Do not disclose important information about the review content, process and results. Strictly implement the requirements of avoidance, and independently carry out the review work. Do not entrust others to evaluate on your behalf.
IV. Workflow
In order to reduce the burden of recommendation units and experts, the recommendation work adopts a “paperless” mode. The specific process is as follows:
(i) The contact person of each recommendation unit is requested to fill in the Information Form of Evaluation Expert (see Attachment 1) after the selected experts’ review of the authenticity of the expert information, engineering capability level, and academic ethics, etc., and send it to yangy@cinnet.cn before May 26, 2023.
(ii) CIN will organize the selection work after completing the information audit; after determining the recommended list, the contact person of the recommended unit will be contacted to carry out the nomination work of the "China Association for Science and Technology Intelligent Science and Technology Talent Review System".
(iii) Experts log in the registration system of the “Intelligent Science and Technology Talent Evaluation System of CAST” to fill in the basic information such as personal profile and engineering capability level and submit it online.
