Notice on the Candidates and Candidate Teams Recommendation for the Third National Innovation Award

In order to foster unity and provide guidance to the vast community of science and technology professionals to innovate and strive for excellence in the process of building a world-leading science and technology country, while recognizing and promoting their active engagement in driving innovation and leadership, and honoring those who have achieved outstanding results and made significant impacts both domestically and internationally in the fields of fundamental research and frontier exploration, major equipment and engineering breakthroughs, achievement transformation and innovation-driven entrepreneurship, as well as social services, China Institute of Navigation (hereinafter referred to as the “Institute”) is pleased to announce the recommendation process for the candidates of the Third National Innovation Award in accordance with the requirements set forth by the China Association for Science and Technology. Hereby the related matters as follows:

Ⅰ. Number of Recommendations

Each unit is eligible to recommend 1-2 individuals for the individual award and 1 candidate team. The Institute will diligently select and recommend the most outstanding candidates from the submissions received. If candidates have already been recommended through alternative channels, we kindly request that duplicate nominations be avoided.

Ⅱ. Selection Criteria

(i) Wholehearted adherence to the Party's guiding principles, policies, and strategies, with unwavering political conviction, resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership. Candidates should possess a profound love for motherland, exemplify ethical conduct, abide by laws and regulations, uphold scientific integrity, and adhere to scientific ethics.

(ii) Science and technology professionals or teams should have achieved remarkable accomplishments in any of the following areas within the past three years:

1. Fundamental research and frontier exploration. Facing the frontiers of science and technology in the world, they should make significant original scientific discoveries; solve or propose innovative solutions to major scientific challenges; spearhead new directions; explore uncharted territories; and demonstrate frontrunner status or breakthroughs in cutting-edge fields.

2. Major equipment and engineering endeavors. To meet major national needs, they should lead major projects in engineering and equipment research and development; surmount key technological barriers; and deliver novel solutions to economic and social development bottlenecks and national security challenges. Emphasis will be placed on candidates who have rendered long-term services in frontline production or service positions, possessing exceptional skills and a proclivity for learning and innovation.

3. Achievement transformation and innovation-driven entrepreneurship. Facing the main economic battlefield, they should facilitate the transformation of scientific and technological achievements into viable products or services; foster the development, application, and widespread adoption of scientific and technological breakthroughs; generate new technologies, industries, standards and exemplary large-scale applications with significant economic, social and ecological benefits. Candidates should have successfully embarked on entrepreneurial activities based on technological products and services and showcase notable pioneering and original contributions.

4. Social services. They should conduct scientific outreach activities, provide high-quality science-related public services to the general public; and create pronounced social benefits; undertake decision-making consultation and offer policy recommendations related to economic and social development, scientific and technological progress, and ecological conservation, resulting in remarkable outcomes or receiving recognition and guidance from relevant authorities; and demonstrate outstanding contributions to promote international civil science and technology exchanges and cooperation; engage in distinctive science and technology volunteer service activities, characterized by tangible benefits to the public and widespread societal recognition, with noteworthy examples of exemplary learning and advocacy.

It is essential that the aforementioned work primarily takes place within the domestic sphere.

(iii) The recommended science and technology professionals must hold Chinese citizenship, be currently employed, and be registered members of CIN. For nominated teams, at least 70% of the members should be Chinese citizens, with the team leader being a Chinese citizen and a registered member of CIN.

(iv) Individuals who have previously received the National Innovation Award (certificates or medals) are not included in the individual award of this year.

Ⅲ.Recommendation Requirements

(i) Adhering to the principles of fairness, impartiality, and transparency, upholding rigorous standards and demanding excellence in scientific research, we aim to recognize and promote outstanding science and technology professionals and teams who have made significant contributions, demonstrated patriotism, excelled in their political endeavors, and had a profound impact both domestically and internationally. We put quality before quantity.

(ii) Member units are encouraged to place special emphasis on recommending exemplary frontliner science and technology professionals from universities, research institutes, enterprises, and defense field. Additionally, we seek to identify exceptional young scientists and technologists as well as those working in non-public enterprises.

(iii) The recommendation materials should be truthful, accurate, and standardized, highlighting the candidates' notable achievements and contributions. It is important to provide concise and meaningful descriptions, avoiding superficial or generic content. CIN will make known to the public the basic information, major achievements, and contributions of the recommended candidates for three weekdays. During this period, any written or real-name reporting will be promptly addressed, and the opinions regarding the continuation of the nomination will be clearly stated.

(iv) We prioritize grassroots and frontline positions, excluding individuals or entities with deputy bureau-level or higher positions. County-level Party committees and governments are also not eligible for nomination. The proportion of candidates from middle-level officials should not exceed 20%. However, experts and academic leaders who hold leadership positions in public institutions, possess senior professional and technical titles, and have shown long-term commitment to teaching or frontline research with exceptional contributions may be considered for nomination as research personnel.

(v) All member units must strictly adhere to the rules and regulations for nominations, strengthen supervision and inspection, and handle public complaints seriously, in order to prevent any black box operation. Instances of forging achievements, contributions, or materials to obtain undeserved honors will result in the revocation of the recommendation. Any individuals found guilty of favoritism, bribery, or severe dereliction of duty in the recommendation process will be disqualified from future selections upon thorough investigation. In the event of disciplinary or legal violations by previously awarded teams or individuals, their awards will be revoked, and any medals, certificates, or related benefits will be reclaimed.

(vi) Once the list of potential awardees and teams is finalized, their nominations will solicit the opinions of relevant departments responsible for cadre management, disciplinary inspection and supervision in accordance with their respective authorities, and seek the integrated views from provincial public security departments. If the nominee or team leader holds a corporate position, opinions will also be sought from relevant departments as per the "Opinion Solicitation Form for Corporate Executives". The process of collecting opinions will be organized by the recommending channel or relevant entities and must not be conducted independently by the nominees or teams themselves.

(vii) In cases where the recommendation materials involve state secrets, they must undergo strict confidentiality review and adhere to relevant confidentiality regulations. Candidates and teams in the fields of fundamental research, frontier exploration, major equipment, and engineering breakthroughs may submit classified materials (up to the level of "confidential"). Such materials should be submitted separately and in accordance with the requirements of confidentiality management. However, candidates and teams in other fields (such as epidemic prevention and control, poverty alleviation、achievement transformation and innovation-driven entrepreneurship, and social services) should not submit classified materials.

Ⅳ. Submission Requirements

(i) Recommendation Materials

1. Eight paper copies of "The Recommendation of National Innovation Contest Award are required", of which five originals and three photocopies.

2. One set of attachment materials are required and bound into a book form, for which the candidates should submit the corresponding supporting materials according to the "List of Important Achievements", while the teams should submit supporting materials related to the content involved in "Main Achievements and Contributions" column.

3. Non-classified recommendation should be verified with non-classified materials with signature by Confidential Review department or unit.

(ii) Submission Requirements

Please submit the candidate's materials in Word format and PDF format (scanned copy with official seal) to yangy@cinnet.cn by April 20, 2023. The hardcopy version with the official seal should be sent to China Institute of Navigation.
