All relevant units:
In order to meet the development needs of group standards in the field of navigation, to thoroughly implement Group Standards Management Regulations of Standardization and Administration and Ministry of Civil Affairs, and to increase the effective supply of group standards, the collection work of the first batch of group standards of China Institute of Navigation (CIN) in 2023 is started for the whole industry according to CIN Group Standards Management Measures.
I. Declaration principles
1. The declared project should be conducive to the promotion of nautical science and technology achievements in shipping, fisheries, maritime, marine police and other fields and waterway transportation, engineering, construction, service, management and other aspects. It should enhance product safety, commonality, replaceability, improve economic, social and ecological benefits, to achieve scientific and effective, advanced technical indicators.
2. The declared project should comply with the requirements of relevant laws and regulations, and shall not contradict the relevant national industrial policies.
3. The declared project should be aimed at meeting the needs of the market and innovation, focusing on new technologies, new industries, new business models and new modes, to fill the gaps in standards.
4. The scope of declared projects includes navigation safety, port engineering, logistics engineering, intelligent shipping, ship electro-mechanics, waterway engineering, nautical remote sensing, ship design, offshore engineering, environmental protection and ecology, navigation security, communication and navigation, salvage and diving, marine economy, passenger and cargo transportation, ship management, maritime management, crew management, water transport management and others.
II. Declaration requirements
1. Enterprises and institutions with legal personality, social organizations can apply for the project.
2. The main drafting unit of the standard should have the business ability related to the content of the standard.
3. The main drafter of the standard should have professional and technical knowledge, be familiar with the rules of standard writing, and have strong organizational and coordination skills and good written expression skills.
4. Encourage multiple units to carry out standard development in collaboration with industry, academia, research and application.
5. Before declaring, you can check whether there are relevant national or industrial standards through the “Transportation Standardization Information Platform” (website: http://jtst.mot.gov.cn/).

Please fill out the list of the first batch of group standards of CIN in 2023 in accordance with the annex, and send the complete declaration materials to the contact email before April 30.
