On December 16, 2021, sub-forum of 2021 China Navigation Day forum on collaborative governance and development of drainage basin and sea area was held in the mansion of China Communications Construction Co., Ltd (CCCC). The theme of this forum is “promoting comprehensive governance of drainage basin and sea area and sustainable development of rivers, lakes and seas”.
He Jianzhong, President of China Institute of Navigation (CIN), pointed out in his speech that the purpose of holding this sub-forum is an important feature of this year’s China Navigation Day Forum, and is a concrete action to further study and implement the spirit of the keynote speech of General Secretary Xi Jinping on Sustainable Transport at the Second United Nations Global Conference. We should focus on national strategies, grasp governance priorities, pay attention to the inland river governance and development, adhere to ecological priorities, promote green development, attach much importance to the scientific and technological innovation and increase synergistic momentum.
He Jianzhong stressed that only by green and low-carbon development can we increase people’s satisfaction with transportation. Firstly, we should build a green and low-carbon transport system, accelerate the formation of green low-carbon transportation, strengthen the construction of green infrastructure, promote new energy, smart, digital, lightweight transportation equipment and encourage and guide green travel, so that transportation is more environmentally friendly and travel in a more low-carbon way. Secondly, we should strengthen the ecological protection and green construction of waterway construction, promote the coordination of transport infrastructure and ecological space, maximize the protection of important ecological function areas, avoid ecologically sensitive areas, and implement waterway ecological restoration and upgrading projects. Thirdly, we should enhance the level of resource utilization and environmental friendliness in the field of transportation, strengthen renewable energy, new energy, clean energy equipment and facilities to update and waste building materials to recycle, and promote the clean, low-carbon, efficient transportation energy power system.
He Jianzhong said that today the world is experiencing a new round of technological revolution and industrial development, and the digital economy, artificial intelligence and other new technologies and new business models have become powerful technical support to achieve economic and social development. We should vigorously develop smart transportation and logistics, promote the deep integration between the transportation industry and new technologies such as big data, Internet, artificial intelligence and block chain, so that people enjoy their travel, and the goods channels are smooth. Firstly, we should enhance the resilience of the transportation system, the ability of transportation infrastructure to withstand disasters and early warning and monitoring, and the technical level of transportation infrastructure construction by upgrading infrastructure construction and maintenance technology. Secondly, we should promote the development of digital economy and sharing economy, the innovation of the model, industry, products, services, the efficiency of the integrated transport network and the construction of a new transport ecosystem by the construction of smart transportation. Thirdly, we should extend the space for high-quality development of transportation, seize the new round of global technological revolution and industrial change to give rise to new technologies, models and business models of historical opportunities, accelerate the transformation and upgrading of traditional industries, and promote the sustainable development of transportation by the exploration of digital, networked, smart and green technology.
Huang Zhendong, former Minister of Ministry of Transport and Secretary of the Party Group, introduced the importance of transport modernization to the Chinese nation. He pointed out that for 70 years, China has always insisted on transportation modernization. After several generations of unremitting struggle, China has already become a shipping power with certain strength and competitiveness, and the development of water transport has been highly concerned and praised by the international community. Based on the strong transportation and shipping country, the second “Centennial Dream” of the rejuvenation of the Chinese nation will definitely be realized.
Weng Mengyong, former Vice Minister and Deputy Secretary of the Party Group, gave constructive advice on the implementation of river, lake and sea strategy by CCCC in his special speech. He said that the implementation of the strategy reflects the new role and commitment of CCCC in the new period and development stage. Ecological environment management is not only a social matter concerning people’s well-being, but also a big market with broad prospects, and the implementation of river, lake and sea strategy is in line with CCCC’s traditional advantages.
Zhou Jingbo, member of the Party Committee, Vice President of CCCC and Chairman of CCCC Dredging (Group) Co., Ltd, pointed out that with the strong support from the Ministry of Transport, CCCC has grown into an absolute major player in the construction of major coastal ports and waterways in his speech. CCCC will actively implement the national strategies of “Strong Transportation Network”, “Marine Development” and “Amazing China”, and actively participate in the development and management of inland rivers at home and abroad, as well as the construction and development of ecological and green environment protection. The Group will play a leading role in the development of major equipment technology and innovation, and contribute to the green development of domestic and foreign shipping channels.
During the forum, Peng Zengliang, Vice Chairman of CCCC Dredging (Group) Co., Ltd, Jiang Xia and Lei Kun, experts from the Chinese Research Academy of Environmental Sciences, Wei Yuansong, experts from the Chinese Academy of Sciences, and Dong Zhanfeng, experts from the Ministry of Ecology and Environment, delivered keynote speeches on the topics of “Exploration and practice of building ecological governance business by taking advantage of rivers, lakes and seas”, “National lake governance and key work ‘the 14th Five-Year Plan’”, “Urban water body governance and ecological restoration”, “the concept and method of marine ecological environment management integrated by land and sea”, and “Trend of national ecological environment protection policy in the 14th Five-Year plan”.
The forum was hosted by CIN, Kunming Municipal People's Government, China Waterborne Transport Research Institute, CCCC, organized by CCCC Dredging (Group) Co., Ltd and CCCC Ecological Environmental Protection Investments Co,. Ltd. Representatives from relevant departments of CCCC, regional headquarters, relevant water-related units, and more than 20 related organizations in the field of navigation in China attended the meeting on site or by video.
