The 2021 Annual Conference of Ship Inspection Committee of CIN was successfully held in Ship Inspection Building in Beijing on November 3. More than 100 leaders and representatives from China Institute of Navigation (CIN), China Maritime Safety Administration, Bureau of Fisheries, Ministry of Agriculture and Rural Affairs, China Classification Society (CCS), part of Maritime Safety Administrations of all levels, some ship inspection agencies, fishing vessel inspection agencies and design units attended the conference. Secretary-general of CIN Yan Xiaobo, deputy director of the Maritime Safety Administration Li Hongyin, and president of CCS Mo Jianhui attended the meeting and delivered speeches. The pandemic has made it both online and offline, and the meeting was hosted by the vice president of CCS Sun Feng.
Yan spoke highly of the work of the branches and gave guidance on their work. He emphasized that the committee should aim at the goal of "double first-class" of CIN to strengthen four services, which are, service for scientific and technological workers, service for innovation-driven development, service for improving the scientific literacy for all, and service for scientific decision-making of the Party and government, helping to promote green shipping, and striving to build the brand with industrial characteristics.
Li Hongyin, deputy director, fully affirmed the achievements of the committee in promoting the national ship design and inspection technology. He pointed out that the implementation of the Maritime Traffic Safety Law in September 1 this year and the recent requirements for the management of ship inspection introduced by the Ministry of Transport around the high-quality development of ship inspection have provided new opportunities for the ship inspection industry, pointing out the direction of its work in building a clear responsibility system, promoting reform and innovation of institutional mechanisms, strengthening team development and enhancing international competitiveness.
President Mo Jianhui expressed his sincere thanks to all members and representatives for their active participation and support. He said that in deepening reform of ship inspection, the ship inspection agencies need to explore the system and mechanism that are more suitable for its development and the waterborne safety under the guidance of the Ministry of Transport. Also, these agencies should further increase the exchanges in technology, management and transaction with the help of the committee, and share the common future in the development of ship quality, safety and technology promotion, thus jointly promoting the quality development of ship inspection, and establishing a distinctive and innovative committee.
At the meeting, the Secretariat of the committee made a report on its 2021 work report and the further plan of its work. The Ship Survey of the Maritime Safety administration introduced the situation of promoting the high quality development of ship inspection. Qingdao Ship Technology Service Center of Shandong Province shared its experience on "deepening strategic cooperation and jointly promoting the high-quality development of ship inspection". The overall situation on the high-quality coordinated development of ship inspection in Beijing-Tianjin-Hebei region, the innovation of small ships’ inspection and its supervision and management system, the development and revision of regulations in 2021, and special subjects like the quality development of domestic small and medium-sized design companies were also reported.
We have successfully completed the agenda of the conference and achieved our expected effects. In the next step, members of the committee will show new achievements from a new starting point and give full play of our role, making greater contributions to the construction of the "double first-class" of CIN, and to the building of a strong country in science and technology, transportation, marine and shipping.
