The Sixth Forum on Port International Cooperation of Maritime Silk Road was Held in Ningbo

Jointly write a new chapter of cooperation on "High-quality Development of Ports and Shipping in the Post-pandemic Era"

On October 20, as one of the special series of activities of China Maritime Day, the 6th International Cooperation Forum on Maritime Silk Road was opened in Ningbo.

This year's forum is themed as "Responding to Changes, Overcoming Difficulties and Discussing Strategies", and is structured as "1+1+4+N", including a main forum, a high-level roundtable and four special sessions (New Layout - Sea Silk Investment Forum, New Application - Port and Maritime Digital Development Forum, New Model - International Supply Chain Innovation and Development Forum, New Rules - Port and Maritime Cooperation and Development Forum), as well as off-site activities " Maritime Silk Road Salon" • Global Containerization Market, Ningbo Zhoushan Chuanshan Port Area visit. During the same period, 2021 China-Hong Kong Association "Belt and Road" Port Cooperation Mechanism Meeting and ASPN Asia-pacific Smart Port Seminar were held.

Peng Jiaxue, member of the Standing Committee of Zhejiang Provincial Party Committee and Secretary of Ningbo Municipal Party Committee, Gao Xingfu, Vice Governor of Zhejiang Province and Li Tianbi, Chief Engineer of Ministry of Transport and Director of Water Transport Bureau attended the forum and delivered speeches. He Jianzhong, President of China Institute of Navigation and former Vice Minister of Ministry of Transport and Professor Pan Yunhe, former Executive Vice President of Chinese Academy of Engineering and President of Zhejiang University, attended the forum in other forms. Representatives from competent departments, port enterprises, shipping and logistics enterprises, scientific research institutes, industry associations and other institutes gathered together to discuss new strategies and tasks to highlight the mission of port and shipping hubs in linking land and sea channels and promoting internal and external circulation, to explore ways to promote global economic and trade development through services, and to jointly develop new cooperation in the "post-epidemic era. They jointly wrote a new chapter of cooperation on "high-quality development of ports and shipping in the post-epidemic era".

He Jianzhong said in his speech that, as the hub of service trade, ports should grasp the new trend of digital globalization to seek transformation, make full use of digital technology empowerment, accelerate transformation and development, strive to promote the intelligent development of infrastructure, supply chain of logistics and operation mode of port, and improve service quality and value. We will strengthen the integrated development pattern of ports, shipping, industries and the cities, and turn the concept of "convenient transportation for people and smooth flow of goods" into new service products through cloud computing, big data and the Internet of Things, so as to foster new forms of business and add new value to the industry.

At the same time, we should give priority to enhancing the low-carbon and green new potentials in the ports. We will originally further strengthen scientific and technological breakthroughs, refine construction techniques, and reduce emissions of traffic noise, pollutants and carbon dioxide; from the mode of transport, accelerate the construction of rail-water intermodal transport-based bulk cargo and containers in the long-distance transport pattern; In the aspect of energy structure, we should strengthen renewable energy, new energy, clean energy equipment and facilities to update the use of port energy power system to promote clean, low-carbon, efficient development and set the stage for the low-carbon and green development of transportation.

In addition, we should expand the new advantages of port facilitation to build first-class ports. Facing the current complex and changeable pandemic and the prominent contradiction between global trade demand and supply chain of logistics, it is necessary to further expand the advantages including the port information platform service, integrated development of port and shipping transport chains and technology alliance of port and shipping.

He Jianzhong suggested that the new era of nautical spirit should be carried forward to strengthen the roots. China Institute of Navigation has formed a Think Tank to promote the national level, industry level and social level through carrying out systematic planning, focusing on promoting and coordinating linkage. Through deepening the "China Sailing Day" theme activities, we should start the cultural project to promote the spirit of navigation, further build a strong foundation for the construction of a strong country of the sea, a strong country of shipping, and to provide a reliable spiritual power and cultural support.

The high-level roundtable of this forum adopted the "Review of the Previous Achievements of the Maritime Silk Road Port International Cooperation Forum and the Outlook under the New Situation", "Resolution on Revision the Constitution of the Maritime Silk Road Port International Cooperation Forum " and "The Ningbo Declaration of The Global Ports and Shipping Industry to Jointly Cope with The Changing Times, Overcome difficulties and Discuss the strategies of the times"(hereinafter referred to as the Declaration). As the most important outcome of this forum, the Declaration expresses the willingness to strengthen open cooperation among the parties of the international port and shipping industry, jointly ensure the smooth flow of the global logistics and supply chains, and jointly uphold the concept of community and respond to the changes of the times.

The Forum is also a platform to showcase achievements and promote cooperation. In the main forum, "the Global Port Reputation Report (2021)" and "The Global Port Development Report" were released. In the New Application, Port and Shipping Digital Development Thematic Forum, the "Talks on Maritime Silk Road" products were released. In the cooperation and contracting session of the main forum, Ningbo Shipping Exchange signed a memorandum of understanding on cooperation with Korea Maritime Corporation, and Singapore Maritime and Port Authority signed a memorandum of understanding on talent exchange with Dalian Maritime University.

Since it was first held in 2015, the first five sessions of the Maritime Silk Road Port International Cooperation Forum have attracted over 200 companies from more than 40 countries and regions and more than 2,500 participants, which has covered over 50 percent of the participants in the Belt and Road countries and regions. The representative and international influence of the Forum has increased year by year,, and it has become a brand forum gathering enterprises and institutions in port and shipping industry around the world.

This forum is directed by the Ministry of Transport and the People's Government of Zhejiang Province, hosted by Ningbo Municipal People's Government, China Institution of Navigation, Zhejiang Provincial Department of Transport and China Association of Ports, led by Zhejiang Seaport Group and Ningbo Zhoushan Port Group and jointly undertaken by 20 units.
