Work report of the Second Council of the 9th Chinese society of navigation

Members of the Board, supervisors, experts and comrades:

Entrusted by president He Jianzhong, I am now making a work report to the second session of the ninth Council. Here I mainly report on the completion of the main work since the first session of the ninth Council of CIN and the basic work ideas and main task arrangements for next year. Please review.

Since the ninth member congress and the first plenary session of the ninth Council, we have conscientiously implemented the spirit of the 19th National Congress of the CPC, the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee. Guided by Party building, taking the "four services" as the core, We have focused on serving the overall situation, and serving the development of maritime science and technology and the construction of a maritime and transportation power. We have solidly promoted the reform and development of CIN, and achieved the all-round development of CIN and made great strides forward in all major aspects.

1. Take the initiative to respond to the epidemic.

Since the outbreak of COVID-19, we have resolutely implemented the important instructions of General Secretary Xi Jinping and the decisions and arrangements of the CPC Central Committee and The State Council. We have always made fighting COVID-19 a top priority in the work of the CIN and made full use of our strengths. When the "economic suspension" button was pressed,, CIN timely called on its members to join in the fight against the epidemic, organized member units and industry experts to carry out research on the impact of the epidemic situation and countermeasures, and conducts joint research with relevant institutions on countermeasures for the resumption of work and production.  The suggestions formed through cooperation were approved by the leaders of the State Council. Learning the information that Wuhan were planning to use Yangtze River cruise ships as living and rest facilities for medical workers, people in the Research Institute of the Ministry of Transport and Transportation immediately studied COVID-19 propagation law and risk of the virus in the ship research, put forward some Suggestions against making such arrangement in time, which was adopted by the relevant departments. In the face of the emergency legal system, system and international and domestic cooperation mechanism exposed by the shipping industry after the outbreak of the epidemic, CIN proposed to the Ministry of transport Suggestions on Improving the Emergency Management System for Shipping Industry; .With a view to the impact on seafarers' disembarkation and shift changing during the epidemic, the CIN submitted the Proposal on Promoting the identification of seafarers as "key staff" to the China Association for Science and Technology and other parties. In order to provide timely, authoritative and effective guidance for the crew to cope with the epidemic scientifically, the journal of Navigation Technology made timely adjustments when the layout had already been determined, and published the paper "Coping Strategies for Ships facing epidemic Emergencies", which was also widely forwarded by the Society through public accounts and other forms.. In order to improve crew’s English communication ability in the prevention and control of the epidemic, CIN has jointly compiled and published online the English Handbook of Prevention and Control of COVID-19 for Ship Operating Officers with China Pilotage Association. After the epidemic was effectively brought under control in China CIN also held a seminar on shipping development in the post epidemic era, during which a number of well-known Chinese experts put forward a number of high-level opinions and suggestions.

2. Strengthen party building and always adhere to the ideological and political guidance.

CIN has carried out a series of solid and effective work centering on "strengthening the institution by Party building" under the leadership of the Party group of the Association for science and technology of China and the Party committee of the Council of China Maritime Association in accordance with the general requirements of ensuring that the party building work plays the role of political core, ideological guidance and organizational guarantee in the development of the society. First, we have implemented the requirement that the Party committee of the Council and reelect the Council at the same time. The new Party Congress of CIN was held simultaneously with the first session of the ninth Council. After the election of the Party Congress, the Party committee of the ninth Council was elected. The president of the board and the executive vice president were elected as the Secretary and Deputy Secretary of the Party committee, some vice presidents and secretaries general were elected as members of the Party committee, and the president of the board of supervisors was elected as the discipline inspection member of the Party committee, which provided a solid foundation for the operation of the new Council and the healthy and sustainable development of CIN. Second, we have improved the working mechanism and system of the Party committee. After the change of the term of the Party committee, the new Party committee issued several opinions on strengthening the party building work, and established a strict and standardized work system and a learning system for the central group of the Party committee, which provided a system guarantee for the Party committee to strengthen political guidance, participate in major decision-making, guide and standardize the orderly development of the work of the society. Third, we have ensured that the Committee reviews major issues ahead of time. Over the past year, all matters submitted to the Council and the Standing Council for election, deliberation and approval have been examined and approved by the Party committee in advance. Fourth, we have constantly been strengthening the theoretical arm. Focusing on the major themes of strengthening the party's political construction, improving the ability to prevent risks, strengthening the service of science and technology for economic and social development, and improving the governance ability of science and technology associations, the Party committee insists on carrying out central group study every quarter. Through learning, the Party committee has improved the ability to arm the mind and guide practice with Xi Jinping's new socialist ideology with Chinese characteristics, and comprehensively promote the ability of the party members and cadres on improving their political standing, enhancing their knowledge, changing their contingency and promoting the economic and social development of China's navigation and science and technology services. Fifth, we have always been giving full play to the role of the Party branch as a fighting fortress. In accordance with the working idea of "strengthening leadership, standardizing procedures, paying attention to democracy and fostering discipline", the secretariat of CIN completed the Party branch's change in March this year. It strengthened the party organization construction of its administrative organs. Under the leadership of the Party committee of the Science and Technology Association of China Association for Science and Technology and the Committee of the Council of CIN, the Party branch of the secretariat of CIN has improved the system construction, strengthened the "three meetings and one lesson", paid attention to the exemplary vanguard role of Party members, and organized and carried out many learning and practice activities with distinct themes, various forms and rich contents. For example, the party course entitled "The Victory of MAO Zedong Thought from the results of the fighting against the epidemic" focused on strengthening the education of ideal and belief, and building up the faith, belief and confidence, and achieved good results.

3. Overcome difficulties, actively explore and strive to create a brand of academic exchange.

Over the past year, in accordance with the working idea of "paying more attention to brand building, adhering to the awareness of quality products and service, building an image with brand, and improving service level with brand", CIN overcame the impact of the epidemic, innovated and explored with courage, and made new steps on the basis of improving the original level of academic exchange activities and consolidating the brand. First, in order to commemorate the navigation day, CIN, in conjunction with China Merchants Group, launched an online Maritime Day commemoration and Maritime Science and Technology commendation activities based on the official website of the China Institute of Navigation, focusing on helping the sustainable development of navigation by science and technology, and organizing keynote speeches and theme speeches by experts and scholars. It showed the latest achievements and innovation trend in the field of navigation in China, and was widely concerned and highly appraised in the field of navigation. Second, It was jointly held "2020 China Navigation Day Forum" both online and offline together with Shanghai international shipping center construction leading group and Water Transportation Research Institute of the Ministry of transport. It invited famous experts, business circles and government officials at home and abroad, carried out ideological collision around the hot issues of navigation and shipping development, and achieved good results. Third, CIN jointly held the second Silk Road Maritime Forum together with Fujian Provincial People's government, which further promoted the Silk Road maritime cooperation. Fourth, CIN jointly held the second unmanned boat search and rescue competition with Dalian Municipal People's government, attracting dozens of teams from all over the country to participate. Fifth, CIN jointly held the cloud forum on "intelligent shipping development" and the second international seminar on the development and utilization of Arctic routes with Dalian Maritime University. Thousands of people at home and abroad participated in the cloud forum. Sixth, CIN jointly held the first smart shipping data innovation and application competition with China Communications Center. The competition lasted two months and 16 teams won awards. Seventh, the 2020 annual meeting of the Chinese society of navigation and the exhibition of navigation scientific and technological achievements starts from today. Through the combination of exhibition and meeting, it breaks through the first mock exam in the past, explores the mode of open, integrated and coordinated development, and promotes the exchange and cooperation of industry, university, research and application. Another feature of this activity is to give full play to the enthusiasm of professional committees and local associations in organizing and recommending excellent maritime academic papers, which is actually a special competition.

In addition to the above activities, various professional committees gave full play to their professional advantages, focused on cutting-edge and hot spots, and held a number of academic exchange activities, such as the professional forum or seminar "academic seminar on Marine Silk Road from the perspective of sea sail tracking cultural heritage", "seminar on restructuring new container transport formats of 'Insurance + Futures'," seminar on seafarers and navigation safety" etc., and the "CIN academic seminar of five provinces and one city" jointly organized by Jiangsu, Zhejiang, Fujian, Guangdong, Guangxi and Shanghai, etc. All have received good response. The academic exchange and cooperation mechanism is deepening on establishing platform, sharing resources, opening and cooperation, and win-win development between the institutions, the institution and its branches. The effect is getting better and better.

4. Take the initiative to carry forward the navigation culture and develop navigation science.

Relying on the strength of industry experts, CIN is constantly committed to inheriting maritime culture, popularizing navigation knowledge, carrying forward the spirit of navigation, and inheriting the spiritual connotation of loving the motherland, daring to explore, daring to take risks and scientific navigation. In order to popularize maritime culture and strengthen maritime education for young people, CIN held a series of conferences, such as the "Seminar on Maritime Education for Teenagers" and "The First Forum on Maritime Education for Teenagers" in succession. Through in-depth discussion and exchange, it inquired about the problems and challenges faced by China's youth maritime education, and explored new ideas and methods for the cultivation of strategic talent reserve forces of maritime power. President He Jianzhong submitted a proposal  to the CPPCC National Committee of the Chinese people's Political Consultative Conference (CPPCC) aiming at introducing HNA knowledge into schools and classrooms and textbooks, which received positive response from relevant departments of the state.

According to their own characteristics and professional advantages, the China Institute of Navigation, local institutes of navigation, branches of China Institute of Navigation and their supporting units have given full play to the role of science popularization education base and actively carried out industry science popularization activities. Especially during the activities of "National Science and Technology Week", "National Science Popularization Day", "2020 National Science Popularization Explanation Competition" and "Disaster Prevention and Mitigation", it held a series of marine science popularization activities with multiple forms and wide coverage, achieving good social effects.

Around the Navigation Day, CIN and China Maritime Museum jointly organized the activity of "Sailing For Long, Dreaming on Boat - 2020 National Maritime Science Knowledge Competition", and jointly hosted the "Let’s Go Sailing " science popularization activity and sailing Invitational Competition with Dalian Maritime University, which has won wide attention from the society and is welcomed by the majority of navigation enthusiasts. Last month, the 2nd Beijing international sailing race and the Beijing open sailing race jointly sponsored by CIN and Beijing Municipal Bureau of sports and other four units were broadcast live on CCTV. It is of great significance to popularize and improve the navigation awareness, sailing culture and sailing sports for citizens and young people in inland areas.

This year, CIN has identified six units or institutions as the "CIN Science Popularization Education Base", and the recommended Shanghai China Maritime Museum has been selected as the "China Science Popularization" co-construction base project of China Association for Science and Technology. At the same time, CIN actively cooperated with relevant departments and local governments, continued to do a good job in the normal and emergency science popularization work, and further improved the linkage working mechanism between CIN and various popular science education bases, local navigation societies, as well as with expert teams and members.

5. Focus on the new high-end and build a cross industry "China Maritime Think Tank".

CIN led the establishment of China Maritime think tank, in order to further enhance the ability of CIN to serve the national strategy and economic and social development, explore the new path and new action of CIN in promoting the integration and development of the navigation industry and the new economy, and form the unique strategic and technical decision support advantages. The China Maritime think tank is a working mechanism and platform for the China Institute of navigation to carry out public policy research and provide decision-making consultation in the field of navigation, relying on unit members, individual members, branches and local maritime associations, gathering well-known experts and outstanding talents in the maritime industry. The think tank has formulated regulations, established management committee and advisory committee, appointed special experts from the fields of technology and economy, safety emergency, green environmental protection, ship engineering, navigation support, maritime law, navigation culture and other fields, defined the research force, cooperation alliance and research project determination mechanism, and established the achievement release platform. At the founding meeting of China Maritime think tank, the participating experts held discussions on "Opportunities and challenges for the development of shipping Industry in the post-epidemic Era" and the new development pattern of domestic and international double cycles. After the meeting, it released "Integrating into the Dual Cycle and Entering a New Era by transformation --- Opportunities, challenges and Countermeasures of shipping industry in post epidemic Era".

6. Integrate resources, expand channels, and strive to improve the ability and level of navigation science and technology services.

Over the past year, adhering to the mission of science and technology associations in the new era, CIN has given full play to the resource advantages and third-party identity advantages of science and technology associations, actively improved relevant systems and mechanisms, and extensively cooperated with talents, technologies, policies and other elements, strived to provide service support for promoting the development of marine science and technology and industrial transformation and upgrading, and achieved new development in many aspects.

First, the China Institute of Navigation Science and Technology Award Measures were revised and implemented, thus improving the navigation science and technology award system. There are some problems in the award system such as the setting of Maritime Science and technology award is rigid and poor, award items such as life-long achievements in navigation, outstanding contribution to navigation science and technology and excellent papers are not included in the unified science and technology award system and are not put on record in the National Science and Technology Award Bureau. According to the ideas of optimizing the structure, clarifying the positioning, clarifying the categories and reflecting the characteristics, and combining with the actual situation of the development of navigation science and technology and the reward work, CIN transformed the lifetime achievement award into "the highest science and technology award of China Institute of Navigation", transformed the youth Marine Science and technology award into "Youth Science and technology award of China Institute of Navigation", and transformed the award for outstanding contribution of Marine Science and technology into "outstanding contribution of science and technology award of China Institute of Navigation" applicable to individuals, innovative teams and organizations. The award for outstanding scientific and technological papers organized and carried out all the time will be changed into the award for outstanding scientific and technological papers of China Institute of Navigation. Moreover, CIN added the "China Institute of Navigation Technology Invention Award" and "China Institute of Navigation science and technology popularization Award", and jointly constituted the "China Institute of Navigation Science and Technology Contribution Awards" and improved the society's reward system. At the same time, CIN optimized the award process. Most of the above awards have been evaluated this year, and are generally welcomed by the navigation industry. CIN has completed the selection of 2019 CIN youth science and technology award, 2019 CIN outstanding scientific and technological contribution teams, and 2020 CIN individual awards for outstanding scientific and technological contribution, which has built a fast track for the national navigation talents. The "independent research and development and industrialization of large offshore cutter suction dredging equipment" recommended to the National Award Office won the special prize of the national science and technology progress award. Three projects, including "key technical equipment and application of national oil spill supervision system construction" nominated by CIN, participated in the application and evaluation of 2020 National Science and Technology award. The 2020 "Science and Technology Award Evaluation Meeting of China Institute of Navigation" is under way and will be completed next month.

Second, we have actively carried out the evaluation of navigation scientific and technological achievements. Despite the severe impact of the epidemic, more than 50 achievements have been evaluated and nearly 100 relevant technical and policy suggestions have been put forward.

Third, in order to accurately grasp the development trend of navigation science and technology at home and abroad, CIN summarized the main scientific and technological progress in China's navigation field during the 13th Five Year Plan period, compared the gap between China and foreign countries and analyzed the reasons, predicted the development trend in the next five years or more, put forward development strategies and measures to assist in the implementation of such strategies as science and technology power, maritime power and transportation power. According to the objective needs of the industry development, CIN organized and carried out the compilation of the report on the development of China's Maritime Science and technology for the first time. With the joint efforts of member units and relevant experts, CIN has completed the reports and general reports of 11 fields. The general report of China Maritime Science and technology development report (2020) will be officially released at the academic annual meeting tomorrow afternoon.

Fourth, we have successfully applied for two projects. One is the Subject development of China Association for science and technology "road map for the development of China's intelligent shipping industry", and the other is "science and technology service group for intelligent and high-quality development of Qingdao shipping", which is a new exploration of CIN to provide solutions for the high-quality development of the shipping industry relying on new technologies and providing services for the transformation, upgrading and innovative development of the shipping industry by building a platform. It is also the main direction and service mode that the institute should strive to strengthen in the future.

Fifth, the work of the CIN group standards has been started. CIN has completed the revision of the Measures for CIN Administration of Group Standards, formulated the project plan for the formulation and revision of the group standards, and issued the notice for soliciting the projects of the group standard plan of CIN. At present, the development of the standards is progressing in an orderly manner.

Sixth, we have carried out the preparatory work for the implementation of the The Guiding Opinions of the Ministry of Human Resources and Social Security and the Ministry of Transport on Deepening the Reform of Professional Title System for Ship Professionals (No. 54 (2020) of the Ministry of human resources and social security). CIN has interpreted the relevant rules one by one, laying a solid foundation for the subsequent work.

Seventh, we have strengthened the service and management of magnetic compass calibration. Through the revision and improvement of relevant organization and management measures of magnetic compass Technical Service Department of China Institute of navigation, the rationalization and standardization of various system standards are guaranteed, and scientific and rigorous service work has been improved,  which is highly appraised and recognized by the maritime administration of the Ministry of transport. The technical service of magnetic compass correction has been able to overcome the impact of THE COVID-19 epidemic and maintained a steady development trend. It is estimated that 19,000 ships will be corrected and 21,000 magnetic compass will be corrected in the whole year.

Eighth, we have actively carried out public welfare activities on education. This year, CIN granted the navigation scholarships of CIN - China Classification Society for 81 outstanding students majoring in on-board major in 13 maritime colleges and universities in the academic year of 2018-2019, and granted the scholarship of CIN - Zhang Rongfa foundation for 273 excellent students majoring in boarding major in 19 maritime colleges and universities in academic year of 2019-2020.

Ninth, we did a good job in recommending outstanding scientific and technological talents. CIN successfully recommended Professor Hu Ya'an of Nanjing Water Conservancy Research Institute to win the 13th Guanghua Engineering Science and technology award; recommended Yan Xinping, academician of Wuhan University of Technology to win the second national innovation award; recommended Professor Zhao Yuxin of Harbin Engineering University to win the 16th China Youth Science and Technology Award; recommended Mr. Wang Shenghai of Dalian Maritime University to be selected into the youth talent promotion project of China Association for science and technology. Recommended by CIN, Zhai Mo, a navigator submitted by the science and Technology Department of the Ministry of transport, was awarded the national advanced individual in science popularization. CIN also recommended two candidates for the most beautiful scientific and technological workers and five candidates for the China foreign youth exchange program to the China Association for science and technology.

7. We have Highlighted the characteristics and strived to build a strong institution with international exchange and cooperation.

With the support of the international science and technology organization cooperation platform construction project “One Belt, One Road” of China Association for science and technology, CIN launched the work of establishing the “One Belt, One Road” international port and shipping science and technology alliance.

In May 2020, CIN participated in the first executive committee meeting of the International Federation of Aeronautical societies in 2020. At the meeting, CIN submitted a report on the preparations for the 2024 IAIN World Congress, reported the composition and work plan of the 2021 awards committee, and participated in the discussion of five-year development plan, executive committee nomination and other topics. Professor Huang Youfang, president of the IAAF International Accreditation Committee, is actively organizing the evaluation of the 17th John Harrison award and Nico award. CIN has organized the recommendation of candidates for the John Harrison award and Nico award.

He Jianzhong, president of CIN, international Maritime goodwill ambassador, attended the annual working meeting of IMO goodwill ambassadors and encourage young people to devote themselves to navigation. At the invitation of IMO, He Jianzhong attended the IMO world maritime day online exchange seminar.

At the same time, CIN will continue to maintain communication channels with maritime organizations of Japan, South Korea and ASEAN countries, and strengthen contacts with overseas scientific and technological organizations and scientists.

8. Lay a solid foundation, clarify the direction, and actively promote the construction of "Double First-class".

"Double first-class" is the abbreviation of creating world first-class science and technology association and creating world first-class science and technology journal. The construction of "double first-class" is the unified deployment of the national science and technology associations by the Chinese Association for science and technology. As for the connotation and specific indicators of "double first-class", experts have been arranged to make a special presentation at the "seminar on innovation and development of the Institute of navigation" this afternoon, which will not be explained in detail here. I would like to emphasize that the China Association for Science and Technology has high expectations for the "double first class" construction of the China Institute of navigation, and hopes that we can make our own characteristics and create experience. Over the past year, the association has indeed given us various support and inclinations in many aspects. Second, for ourselves, it is mainly a two-level work. We should not only find weak spots in our own infrastructure, strengthen our muscles, improve our governance system and enhance our governance capacity, but also work hard to find gaps in international standards and demonstrate ways to raise our standards. Over the past year, we have done a great deal of effective work and made progress and achievements in many aspects, laying a good foundation for the follow-up development.

In the aspect of self construction, first of all, CIN improved the decision-making mechanism. According to the principle of running the institution in democracy and strengthening the party's leadership, CIN further clarifies the decision-making procedures and responsibilities of the Council, the Standing Council and the board of directors by amending the articles of association, and defines the scope of discussion and working process of the Party committee, the president's office meeting, the Secretary General's office meeting and the institution's special meeting by improving and perfecting the system. Over the past year, the institution has held several special meetings, 15 president's office meetings, 7 Party committees, 2 plenary meetings of the president, 2 council meetings, and 1 Standing Council, and successively deliberated over 60 topics, including key work arrangements for decision-making, revision of rules and regulations, reform of institutions and personnel, and foreign cooperation. It has always adhered to the principle of the Party committee's deliberation of major issues in advance, the correct political direction, the party's overall leadership over the work of the institution, and the collective decision-making on major issues according to the requirements of the institution's articles of institution and procedures, and formed a relatively perfect decision-making mechanism and system, which has laid a solid foundation for improving the governance system of the institution. Second, we strengthened the construction of the secretariat. In view of the prominent problems of the secretariat, such as many internal institutions, decentralized functions and weak work force, and in accordance with the actual needs of realizing the development goal of the institution and strengthening the work force of the secretariat, CIN has integrated the original multiple departments into three major departments, namely, the comprehensive Affairs Department, the academic exchange department and the science and technology service department, integrating the business functions and human resources. With the strong support of member units, CIN added a group of backbones with high quality, good business foundation, strong working ability and rich practical experience to strengthen the work force of the secretariat. Also, The implementation of middle-level cadres to compete for posts, strengthened performance appraisal and rewards and punishments, strengthened training, and promoted professional construction, further increased the sense of responsibility and mission of employees, and improved work efficiency and service level. Third, we standardized the management of branches. In view of the problems pointed out by the Ministry of civil affairs and the China Association for science and technology, CIN has revised and improved the measures for the management of branches of the CIN, and formulated the operational guidelines for the financial management of the branches of the CIN. In terms of the system, the requirements for the establishment conditions, application, examination and approval, operation, financial management and annual assessment of the branches have been further tightened and refined. A special meeting on standardized management of branches was held to further clarify the responsibilities and working relationships among the CIN, branches and their supporting units. According to the regulations, the financial revenues and expenditures of the branches have been brought into the unified management of the CIN. CIN has applied for approval system for its branches to cooperate with foreign countries and to engage in business activities. CIN has actively promoted the regular term change of relevant branches. Fourth, we revised the financial management measures of the CIN. Through the revision, it achieved consistence with the guidelines for financial management of the National Association for science and technology of China. Fifth, we strengthened the service and management of members. In order to meet the requirements of the Ministry of civil affairs for strengthening membership management, CIN has actively responded to the changes in reality and organized the revision of the measures for the management of members of the CIN, which will also be submitted to the Council for deliberation. In order to further contact and serve the members and strengthen the external publicity, CIN has carried out the relocation, content and function revision of the CIN website. After the preliminary revision, the CIN website has been put into operation. After further improvement, it will become a platform and window for contacting members, expanding services and displaying the image of the institution. With the joint efforts of the secretariat and various professional committees of the institution, the institution has made great efforts to innovate the means of member service, enrich the service content, enhance the attraction and cohesion of the members, and the membership team is growing. As of October 31, 2020, the number of individual members of the institution is 4233, and the number of unit members is 380. The total number of unit members is 17% higher than that of the previous year. Sixth, the institution has established a cooperative mechanism of the National Institute of Navigation. The Institute and 20 local maritime societies jointly signed the agreement on the cooperation mechanism of the National Institute of Navigation, establishing the cooperation mechanism of the National Institute of Navigation. The establishment of the mechanism will improve the synergy between the maritime societies, and provide a mechanism guarantee for promoting the maritime culture and spirit, creating the brand of maritime academic exchanges and international exchanges and cooperation, building high-level authoritative think tanks, and jointly carrying out the construction of "double first-class" and cooperation in various forms and scopes.

In order to find out where we have lagged behind and improve ourselves to come up to the international standard, we have carried out basic work in two aspects: creating first-class scientific journals and studying how to establish “first-class” societies.

In terms of the development of first-class scientific and technological periodicals, we have finished the work as follows. First, we have basically completed the rectification of the problems in the running of the two journals, namely, China Navigation and Navigation Technology, which were not managed by their branches of the society pointed out by the audit of the Ministry of Civil Affairs. The general working ideas of the two journals from January next year have been determined, which include “the adjustment of entrusted custody to the support of member units, and direct management of the society” and “adjusting into Beijing, smooth straightening out, standardized upgrading and striving for brand”. With the assistance of Shanghai Maritime University and Shanghai Institute of Shipping, the relevant handover work is under way. The application for the change of journal registration place has been ratified by the China Association for Science and Technology and Beijing Press and Publication Bureau. Moreover, the approval of the State Press and Publication Administration is under way.

Second, we have basically completed the adjustment of the editorial boards of the two journals. After the adjustment, the chairman of the editorial board of "China Navigation" and "Navigation Technology" shall be served by the chairman of the Society, and I and the leaders of the society shall be the deputy director, and more than 20 experts shall be invited as members. The editorial board will be held tomorrow morning. Third, the establishment scheme of editorial department and editorial division of the two journals have been determined. The editorial department of the two journals will be established to be responsible for the editing coordination, publishing, distribution and management of the two journals. In order to gather the resources of member units to run the two journals well, as an integral part of the editorial department, a group of member units with the advantages of discipline and academic resources are selected to set up an editorial division to undertake the editing of the related fields and columns of the two journals, including preliminary examination and screening of manuscripts for the columns in charge, organizing experts to conduct external examination, editing and proofreading.

The preparatory work of the editorial division has been strongly supported by COSCO Shipping Group, Shanghai Shipping Research Institute, Shanghai Maritime University, Dalian Maritime University, and Institute of Water Transport Science of the Ministry of Transport and Tianjin Institute of Water Transport Engineering of the Ministry of Transport. Fourth, the content orientation and column setting of the two journals have been preliminarily determined, and the management measures for editing and publishing of China Navigation and Navigation Technology (draft for comments), the process of editing and reviewing the two journals, and the detailed rules for the quality assessment of editing and proofreading of the two journals have been drafted, which, after discussion and modification and improvement in the preparatory meeting of the editorial department, are to be submitted to the editorial board for deliberation. Fifth, an online submission and review system has been established. In terms of the construction of the first-class society, on the basis of in-depth investigation and analysis of its own situation, the society has drafted the action plan for creating “Double First-Class”(2020-2024) of China Institute of Navigation, which will also be submitted to today’s meeting for deliberation, and will be specially explained in a moment.

Dear directors, supervisors, experts and comrades, 2020 is an extraordinary year. Over the past year, with the joint efforts of all directors and members, the governance capacity of the society has been strengthened, the service field has been expanded, the service ability and level have been improved, the role of navigation science and technology in serving economic and social development has been further played, and the influence and development strength of the society have been further improved. Here, on behalf of the Council of the society, I would like to express my heartfelt thanks and high respect to the China Association for Science and Technology for your correct leadership, and to the Ministry of Civil Affairs, the Ministry of Transport and other ministries and commissions for your guidance, supervision and to all member units and individuals for your support and participation, and the workers in the society for your hard work and dedication!

Reviewing and summarizing the work of the society over the past year, we have further determined that following ideas. First, the Society must always uphold the leadership of the Party, follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, maintain the correct ideological and political guidance, and adhere to strengthening the society through Party building. Second, we must always uphold the national navigation for the purpose of promoting the development and popularization of navigation science and technology. We must be committed to the original intention and mission of national scientific and technological associations to carry forward maritime culture, advocate the spirit of “dedication, innovation, truth-seeking and cooperation”, and adhere to the service for maritime scientific and technological workers, innovation driven development, the public improvement of scientific quality, and the scientific decision-making of the Party and the government as responsibility of China Institute of Navigation positioning. Third, we should always adhere to the implementation of the society’s charter, strive to improve the rules and regulations, to run the society according to the rules and regulations, and constantly improve the governance ability and governance system modernization of the society. Fourth, we must adhere to the principle of relying on the members to develop the society, respect knowledge and talents, and keep carrying forward academic democracy. Fifth, we must always be aware of  weaknesses to find out where we have lagged behind. At present, we must notice that we still have a long way to go in serving innovation driven development strategy and integrating resources to promote scientific development and high-quality development of navigation industry. The brands of academic exchanges, scientific and technological services and international maritime scientific and technological exchanges and cooperation are not well known enough. The poor “hematopoietic function” of the society, the immature work of think tanks and the reform and development of academic journals, the big gap between the work and the requirements of the “Double First-Class” construction all press us to determine the detailed development goals in a scientific way and make great efforts to improve our internal skills.

Directors, supervisors, experts and comrades: the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China held recently made an in-depth analysis of the profound and complex changes in China’s development environment, and concluded that China’s development is still in an important period of strategic opportunities at present and in the future with new development and changes in both opportunities and challenges. Today’s world is experiencing an unprecedented great change. A new round of scientific and technological revolution and industrial transformation have developed in depth. The balance of international power has been profoundly adjusted. Peace and development are still the themes of the times. The concept of a community of common destiny for mankind is deeply rooted in the hearts of the people. At the same time, the international environment is becoming more and more complex, and the instability and uncertainty are on the rise.

In the Suggestions of the CPC Central Committee on the formulation of the 14th five year plan for national economic and social development and the long-term goals for the year 2035 adopted in plenary session, the 14th five year plan and the long-term goal of 2035 were considered, which fully embody the strong determination and ability of the Party Central Committee with Comrade Xi Jinping as the core in managing China’s own affairs, the extraordinary courage and wisdom to fight, the determination and action to carry out the reform and opening up in the new era and the historical responsibility and action of building a modernized socialist country. Standing at the historical intersection of the “two centenary” goals, it is of great significance to draw up the blueprint for development, to map out a practical path and to make strategic plans for building a socialist modern country in an all-round way.

We must conscientiously study the spirit of the important speech of General Secretary Xi Jinping at the Fifth Plenary Session of the CPC Central Committee, deeply understand and grasp the rich connotation and core meaning of the proposal, maintain strategic determination, enhance the awareness of the importance of overall situation ideas, strengthen the bottom line thinking, unite the current and long-term strategy when planning for next year’s work, and effectively identify the joint point of learning to perform duties, and take the initiative to keep breast of the “14th Five-Year Plan” and undertake the responsibility and mission of the society. On how to act in the spirit of the Fifth Plenary Session of the CPC Central Committee and make plan for better development of the society during the “14th Five Year Plan” period, the chairman will make an important speech in a moment, so I will not go into much details. Next, I will focus on the overall work ideas and main tasks of next year, and give some preliminary ideas for your reference. After the meeting, I will revise them to form next year’s work points before printing and distributing according to your opinions, especially the spirit of the chairman's speech.

Directors, supervisors, experts and comrades, the new year is coming in more than one month. 2021 is the beginning of a new journey for us to build China into a modern socialist country in an all-round way. It is the year of the 100th anniversary of the Communist Party of China. It is also a crucial year for laying the foundation for building a “Double First Class” society. In 2021, guided by Xi Jinping’s new socialist ideology with Chinese characteristics, China Institute of Navigation must carry out the spirit of the19th Central Committee of CPC and the second, third, fourth and fifth plenary session of the 19th Central Committee in an all-round way, enhancing the “Four Consciousnesses”, strengthening the “Four Confidence” and “Two maintenance”, and closely focusing on the new requirements of building a powerful China, a maritime power, a transportation power and a shipping power to build a maritime academic exchange brand, an international maritime science and technology exchange and cooperation platform, and improve the ability and level of high-quality development to serve the innovation and development of navigation industry. We should lay a solid foundation for the Double First-Class” construction of the institute to play a positive role in accelerating the establishment of a new development pattern with the major domestic cycle as the mainstay and the domestic and international dual cycle for mutual promotion, so as to strive to open up new prospects for the development of the institute.

1. To convey and implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee as the original intention, we should further strengthen the ideological and political guidance of the work of the institute.

First, we should study and implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee in a down-to-earth manner, and make systematic plan for the work for the next year. We should thoroughly study and understand the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, and strive to achieve profound understanding and unify knowledge and practice. The Party committee of the Council of the institute and the Party branch of the Secretariat shall carry out learning activities by forming theoretical learning center group of the Party committee and conducting special theoretical discussion. All professional committees shall keep learning in combination with the learning activities organized by the surporting units, and self-organized learning is encouraged when conditions permit. Through study, ideas and measures for implementation shall be put forward in the spirit of the Fifth Plenary Session of the 19th CPC Central Committee to guide the work plan of the next year. Moreover, we should put the basic work ideas and main tasks of the institute into effect, and integrate the “Double First-Class” construction of the institute with the innovation and development of the navigation industry with high-quality development.

Second, the political leading role of the Party must be further played to provide overall leadership for the work of the institute. Through the formulation of the work plan for Party building, we will clarify the working principles, objectives, tasks and specific measures of the P arty building work of the institute next year, and implement the requirements of the same planning, deployment and promotion of the Party building work and the development of the institute. Through the improvement of the organization guarantee system of the Party’s overall leadership over the work of the institute, we should promote the full coverage of the Party organization and work of the institute, and give full play to the political core role of the Party organization of the institute. By concisely recognizing the value with the characteristics of the navigation institute, the political guidance to the vast number of members and navigation science and technology workers is constantly strengthened.

Third, the characteristic activities of “strengthening the institute through Party building” should be carried out. They should not only strengthen the Party’s leadership and ideological guidance on the work of the institute, but also give a full play the vanguard and exemplary role of Party members, and the grass-roots Party organizations should also show the political concern for navigation scientific and technological workers in an appropriate way. The scientific and technological workers in navigation should be guided to fully understand the important role of the construction of a socialist modern power and the development of navigation in China, and the Party members and maritime scientific and technological workers should be organized to contribute their wisdom.

Fourth, we organized activities to celebrate the centenary of the Communist Party of China in light of the development of the maritime industry and related fields. Through the activities, we will publicize the great achievements of the Party’s leadership in the development of new China’s maritime industry, and stimulate and mobilize the vast number of members and navigation scientific and technological workers to love the Party and devote themselves to building a great modern socialist country. 

2.Second, under the guidance of the “Action Plan, we will comprehensively promote the construction of “Double First-Class” and the modernization of governance capacity and governance system in an all-round way.

First, the action plan of “Double First Class” (2020-2024) of China Institute of navigation will be promulgated and implemented. In 2021, the construction of “Double First-Class” of CIN will be a good start, and strive to make new achievements in building a new platform for academic exchange, formulating a new mechanism for international exchange and cooperation, serving the innovation and development of high-quality development in the navigation industry, building a navigation think tank, developing and promoting the navigation culture, and improving the governance efficiency of the institute, so as to lay a good foundation for the next year.

Second, we will promote the institutionalization and standardization of work. We should strengthen the institutional awareness and the normative consciousness, and implement the regulations of the institute in an all-round way. We will timely revise and improve the relevant regulations, make them more targeted, practical and operational, scientific.

Third, the standardized management and healthy development of branches must be realized. On the basis of the achievements made in standardized management this year, we must, combined with the adjustment of the setting of professional committees, gradually optimize the structure of member units and members, strengthen the construction of leading bodies of branches, and enhance the enthusiasm and stamina of development. Through discussion and exchange, we should further strengthen the guidance on the construction of branches, so that each professional committee can become a “living organization” with more and more spirit and attraction, and constantly improve its “hematopoietic” function. All the work carried out by the professional committees should be included in the assessment scope, the assessment mechanism and standards should be optimized, and the annual assessment should be strengthened.

Fourth, the management efficiency of the Secretariat must be improved. We should further strengthen the construction of administrative organs, improve the efficiency of work, enhance the ability to plan and coordinate the work of the institute, and effectively strengthen their ability to serve, guide, supervise and inspect the work of their branches and their level of service. We will further promote the professionalization and professionalization of Secretariat staff.

Fifth, we should explore ways to promote development and models to optimize governance. We should strengthen the overall planning and vertical and horizontal cooperation and linkage of the institute, form joint forces, gather advantages, so as to promote common development. Moreover, we should learn from the advanced practice of the related fraternal institute, set up the working committee of the institute in the suitable work field, and further stimulate the enthusiasm of the directors, members and member units. We should organize special research, explore ways to accelerate the sound development of the institute and the professional committee, constantly stimulate the innovation vitality, and improve the independence of the institute.

Sixth, the cooperation mechanism of the Institute of Navigation should be implemented. All major activities carried out by the China Institute of Navigation should be attended by local institutes of navigation, so that all branches and local navigation institute can jointly carry out activities. We will work with local navigation institute to carry out cooperation in academic exchanges, scientific and technological services, and capacity-building and other fields.

Seventh, on the basis of the smooth transition of “China Navigation” and “Navigation Technology”, we should strive to improve the level of publication and the influence of the magazine. We should determine the positioning, column setting, principles and objectives of the two journals as soon as possible, strengthen the construction of editorial department and editors, and constantly optimize the mechanism of running journals, implement the column responsibility system of editorial divisions, ensure the improvement of the quality of journals, and lay a solid foundation for building a first-class scientific and technological journal.

3. With the goal of promoting innovation and serving the development of navigation industry, we should improve the integration ability of navigation science and technology resources and the navigation science and technology service.

First, we will do a better job of rewarding, evaluating and recommending scientific and technological achievements. We should organize and carry out the publicity and implementation of new scientific and technological award methods and scientific and technological innovation training, and shift the focus and goal of navigation science and technology award and scientific and technological achievements evaluation to encouraging scientific and technological invention, innovation, creation, progress and application of new achievements. According to the arrangement of the talent award system of the institute and the unified deployment of the talent recommendation of the relevant departments of the state, we should conscientiously do well in the recommendation and commendation of navigation scientific and technological talents at different levels, categories and natures. We will further improve our work in recommending outstanding scientific and technological achievements in the field of navigation and selecting National Science and Technology Awards.

Second, the group standardized work of the institute should be promoted in an orderly manner. According to the resolution of this meeting, the newly revised and improved “measures for the management of group standards of China Institute of Navigation” will be issued in time. We will promptly start the work of setting up, reviewing and releasing standards for next year. With the engineering, service, management and technical standards that are urgently needed by enterprises and required by the "One Belt And One Road" construction as the main direction, enterprises with conditions and enthusiasm are encouraged to develop enterprise standards. We should pay attention to the tracking and evaluation of the implementation and effect of the group standard, and form a perfect management mechanism of the whole life cycle of the group standard.

Third, the construction of China’s nautical think tanks should be further strengthened and high-quality think tank results should be put forward. We should improve the think tank network and backbone team building as soon as possible, and improve think tank talent training and open cooperation capabilities. Focusing on major development directions such as national strategic planning, public policy research, governance system modernization in the field of navigation, as well as the construction of shipping talent team, promotion of navigation culture, scientific and technological decision-making consultations are carried out, and think tank theme seminars are held quarterly to propose political suggestions with broad vision and strategy, so as to provide reference and basis for the formulation of industry technology policies and technology development.

Fourth, we should explore ways to integrate the resources of experts in Marine science and technology, organize and carry out scientific and technological services meeting the needs of enterprises and local development, and promote the innovative and high-quality development of navigation industry. According to the needs of shipping transformation and upgrading, we should guide and comply with the technological development trends of intelligent shipping and green ecological shipping, promote the docking of scientific and technological resources with demand, organize and carry out industrial direction, industrial projects, innovation projects, demonstration guidance projects, cooperative research and development or technological guidance, and promote the transfer of high-quality technology projects and the transformation of achievements. Where conditions permit, we will explore the establishment of a service platform for the direct docking between the supply and demand sides of innovation factors, so as to realize the cooperation between government, industry, universities, research institutes and users, and promote the establishment, sharing and integrated development of demand pool, achievement pool, talent pool and innovation resource pool. Next year, we will strive to achieve new development on the basis of the two projects of “China’s intelligent shipping industry development roadmap” and “Qingdao intelligent shipping and science and technology service group with high quality”.

Fifth, we should establish modern navigation science system that benefits and shares. We should strengthen the top-level design of navigation science popularization, promote the innovation of concept, system, content and method of navigation science popularization, and establish a modern navigation science popularization system with universal benefit and is shared by everyone. We should strengthen the guidance on the construction of popular science education base and form a demonstration and driving force. It is necessary to launch a series of youth navigation education brand cultivation project, to mobilize, optimize and integrate social navigation education resources to participate in youth navigation education. We will strengthen the building of scientific and technological volunteers in the field of navigation, and organize activities such as national science popularization day and science and technology activity week.

4. Focusing on platform and brand building,  we will further promote maritime academic exchanges and international exchanges and cooperation in maritime science and technology.

First, we will ensure the success of the China Maritime Day Forum in 2021. Next year will be the first year for CIN to comprehensively host the China Maritime Day forum, and the first year to undertake the daily work of the Organizing Committee Office of the China Maritime Day activities. We should work closely with the permanent Organizing Committee of the forum to hold the 2021 China Maritime Day forum in Kunming and strive to make it the first navigation science and technology exposition. We should strive to build the forum into an important platform to promote the construction of the “21st World Maritime Silk Road”, and to serve the national maritime cause and economic and social development, and to advance the construction of maritime power and shipping power.

Second, we will make a success of the 2021 annual academic conference of CIN. The 2021 CIN academic annual conference should be built into a new academic exchange and cooperation platform with important roles and responsibilities of various professional committees and local navigation institutes for cross-border exchanges, integrated development and horizontal union in the field of maritime academic research. The annual academic conference and its activity form, content and topic selection should meet the actual needs of the development of the navigation industry and the vast number of navigation science and technology workers and members, so as to facilitate academic research, scientific and technological innovation and achievement transformation.

Third, we should make preparations for building the “One Belt, One Road” international alliance of port and shipping technology. During the establishment of the ALLIANCE, we should further strengthen the cooperation and docking with the competent departments, scientific research institutions, enterprises and relevant international organizations of the countries along the belt and road by means of communication and publicity. Moreover, we must draft and improve the such important documents as constitution, formulate the exchange and cooperation mechanism, study the cooperation framework, so as to further consolidate the foundation for the establishment of the alliance. We will strive to establish and expand the membership of the alliance through three years of unremitting efforts,

Fourth, cooperation with the International Nevigation Federation must be strengthened. Focusing on the theme and agenda of the 17th INF World Congress in 2021, we must organize Chinese scientists to actively participate and contribute Chinese wisdom. We should also make full preparations and complete the work related to China’s taking over the presidency of the International Nevigation Federation next year. We should strengthen the work of recommending talents to international organizations such as the International Nevigation Federation, and enhance the international discourse power of China’s navigation science and technology circle.

Fifth, we will ensure the success of next year's Asian Maritime Academic Conference and provide support for the establishment of the Asian Port and Navigation Science and Technology Alliance.Due to the impact of COVID-19, the Annual meeting of Asian Maritime Academics, which should be hosted by China this year, has been postponed to next year.  We should continue to make good preparations to hold the annual meeting well. We will also take the opportunity of the Annual Conference of The Asian Maritime Academy to join hands with well-known scientific research institutions and non-governmental science and technology organizations in the field of port and navigation in major Asian economies to promote the establishment of the Asian Port and navigation Science and Technology Alliance.

Directors, supervisors, experts, and comrades, where the tide is surging, watch the sails rising! In the era of building a powerful country in science and technology, in navigation, in transportation and in shipping, we are well aware of the timing and glorious mission. In the important historical period of the establishment of "Double First-Class" by CIN, we are well aware that the responsibility lies on our shoulders and the time and tide wait for no one. We are lucky and glorious! Under the firm leadership of the China Association for Science and Technology, and with the strong support of the Ministry of Civil Affairs and the Ministry of Transport and other ministries, we are closely united around the Central Committee of the CPC Central Committee with Comrade Xi Jinping as the core, unite the members and the vast number of navigational scientific and technological workers, in the construction of “Four Services” and “Double First Class”, seize every minute and take new actions and make unremitting efforts to build a powerful country in science and technology, navigation, transportation and shipping!
