Notice on Recommendations for Candidates for the 20th Chinese Young Women in Science Award and the 9th Future Female Scientist Program

To all branches and member units:

According to the requirements of the 'Notice on Carrying out the Nomination Work for Candidates for the 20th Chinese Young Women in Science Award and the 9th Future Female Scientists Program' by the China Association for Science and Technology (CAST), the All-China Women's Federation (ACWF), and the National Commission of the People's Republic of China for UNESCO, the China Institute of Navigation (CIN) is now carrying out candidates (teams) recommendation work. Relevant matters are hereby notified as follows:

I. Recommended condition

      1.All recommended candidates (team members) must be individual members of CIN

      2.the 20th Chinese Young Women in Science Award

      There are individual awards and team awards in Chinese Young Women in Science Award.

    a. Chinese Young Women in Science Award Individual Award

       i. Candidates should have firm political stand, their love for the motherland, and law-abidingness; support the Party’s lines, principles, and policies; strengthen their commitment to the Four Consciousnesses, the Four-sphere Confidence, and the Two Upholds; have good academic conduct, and actively fulfill the spirit of our nation’s scientists.

       ii. Candidates should be leading and young sci-tech talents with development potential who have significant scientific and technological innovation achievements in fields like basic science, life science, computer and information.

       iii. Candidates should be Chinese female sci-tech workers under the age of 45 (born on or after January 1, 1978).

  Previous winners of China Youth Science and Technology Award and leaders of teams awarded in the past Chinese Young Women in Science Award are not considered as candidates for Chinese Young Women in Science Award.
    b. Chinese Young Women in Science Award Team Award:

       i. The team leader must meet the selection criteria for the Individual Award of Chinese Young Women in Science Award, be a widely recognized academic leader in the field, be responsible for the core technologies of the main research area of the team, have profound academic attainments and innovative academic thoughts, have good scientific ethics, and play a decisive leadership role in the academic direction, research results outputs, team building, organization and coordination of the team.

       ii. The team undertakes major scientific research tasks in the fields of national basic science, life science, computers, and information, and achieves innovative and systematic major scientific and technological achievements.

       iii. The team should rely on a certain scientific research platform, focus on a a specific discipline or research direction, and carry out long-term cooperative research and development, and the team should have been established for no less than three years. The structure of the team is stable and reasonable, with a strong internal collaboration, and the main members must include female scientific and technological workers.     

     4)The team should have clear R&D goals and plans, continuous innovation capabilities and promising prospects for development, and should be recognized by peers.

Individuals who have received the China Youth Science and Technology Award and the China Young Female Scientist Award in previous sessions are not eligible to be nominated as team leaders.

3.The Ninth Future Female Scientist Program

(1) Candidates should love the country, abide by laws and regulations, be honest and trustworthy, diligent in learning, and have good academic and moral qualities.

(2) Candidates should engage in researches in the fields of basic science, life science, or computer and information, demonstrating strong research capabilities and development potential. Research projects involving animals (such as experimental vertebrates) and cosmetic researches are not included.

(3) Candidates should be Chinese female citizens under the age of 35 (born on or after January 1st, 1988), pursuing a Ph.D. or postdoctoral fellow (candidates should have academic or employment relationships within the country, and Ph.D. students should be enrolled in full-time programs.).

(4) A research should be proposed and conducted with the support of this program, and the duration of the research after receiving fund should be no less than 12 months.

ⅡRecommendation Channels and Quotas

Please instruct all branch organizations and member units to well organize the recommendation process. Each unit should recommend no more than 1 individual for the Women Scientists Award, 1 team for the China Young Women Scientists Award, and 1 candidate for the Future Women Scientists Program.

Ⅲ Nomination Requirements

  1. The process should adhere to the principles of "openness, fairness, impartiality, and selection based on merit." Expand the scope of talent discovery and recommendations, focusing on nominating outstanding young female technologists and innovative teams from the national strategic science and technology forces. Emphasize the national major strategic needs, giving priority to nominating excellent young female technologists and innovative teams that undertake crucial national missions and contribute significantly to national major science and technology infrastructure tasks.
  2. Selection criteria should be implemented strictly, and evaluation standards for scientific and technological talents based on innovation value, capability, and contributions should be emphasized. Biases towards relying solely on papers, titles, degrees, or awards should be overcome. A mechanism for evaluating representative achievements without requiring details such as the impact factor of papers should be promoted. Representative achievements, major projects, important organizational positions, etc., should be key considerations in the evaluation and should correspond to the relevant content in innovation value, capability, and contributions. Reports in non-academic newspapers and periodicals will not be considered as supporting materials.
  3. Nomination units, candidates, and teams should consciously adhere to scientific ethics and academic norms. Nomination materials should be concise, highlight key points, and be objective, accurate, and complete. For those who submit inaccurate nomination materials, a 'one-vote veto' policy will be enforced. In case of complaints against a candidate or team, the nominating unit and the candidate's or team's organization should conduct an investigation, provide written investigation materials, and present conclusive opinions.
  4. Nomination of candidates should favor outstanding young female technologists who have worked in frontline of scientific research, production and in challenging industries in western regions for a long time. Attention should be given to female technologists working on the frontline in enterprises. Representative achievements and contributions should primarily focus on those made within the country, and the candidate (team) should be the main contributor or executor of the achievements.
  5. The research direction of the candidate team should align with the key development needs of nation and industry, have a reasonable structure, and demonstrate good capacity for sustained development and services. The candidate team must provide supporting materials, representative achievements of the project, and information reflecting the team's level of construction, influence, and the actual contributions of the team leader and members.  
  6. Candidates for Future Women Scientists Program should consider both the achievements and demonstrated research potential in their current research work and the innovativeness of the proposed projects applying for fund.
  7. Each nominated individual must clearly specify their participation in either the China Young Women Scientists Award (Individual Award), Team Award (Team Leader), or one award in the Future Women Scientists Program. Individual Award nominees cannot participate as team members in the Team Award. Each nominated individual (team) should, in principle, be nominated through a single channel.
  8. Candidates for the China Young Women Scientists Award or team leaders must seek opinions from the cadre management and discipline inspection and supervision departments in accordance with cadre management authority. If the candidate for the China Young Women Scientists Award or team leader is an enterprise leader, opinions from relevant departments should also be sought according to the "Questionnaire for Enterprise Leaders." Relevant work should be uniformly organized by the nominating channel; for expert nominations, it should be organized by the candidate's organization, not by the candidate or candidate team.
  9. Candidates or teams from the Hong Kong and Macao regions should be nominated by the Central Hong Kong and Macao Work Office of the CPC Central Committee. Candidates or teams from the military system should be nominated by the Political Work Department of People’s Republic of China Central Military Commission, and nominations cannot be made through other channels (including organizational and expert nominations).
  10. If the recommended materials involve national secrets, they should be handled strictly in accordance with relevant confidentiality regulations. A confidentiality review certificate must be provided by the candidate's organization. Nomination qualifications will be revoked for those who violate confidentiality regulations.
  11. After the candidate wins the award, the nominating channel and the candidate's organization should establish a platform to nurture and utilize the talents. Awardees should actively participate in activities organized by the China Association for Science and Technology, such as national situation investigations, discussions, exchanges, and scientific service activities.

Ⅳ Materials submission requirements

Membership registration is required for non-members of the China Institute of Navigation. The registration website is: https://huiyuan.cinnet.cn.

All materials should be submitted online, and there is no need to submit Paper materials. Candidates are requested to complete the nomination process online before 17:00 on April 10, 2024.

1. Candidates are required to register on the 'China Association for Science and Technology Smart Technology Talent Review System' (http://kecaihui.cast.org.cn), fill out the 'Nomination Form' and accompanying materials online, undergo STID authentication, and submit them to the society with the 'Recommendation Code.' STID (Science & Technology ID) serves as an identity identifier for scientific and technological talents, providing unique identification for individuals. Through STID, scientific and technological talents can access services related to journal papers, award evaluations, academic exchanges, and other research activities. The 'Recommendation Code' is a crucial identifier for establishing the nomination relationship and is issued to candidates by the institution.

2.The 'Nomination Form' (Attachments 1, 2, 3) is provided for reference only. The specific information should be filled in according to the system. Please upload corresponding supplementary materials such as representative achievements, major projects, significant organizational positions, important awards, etc. Also, submit the confidentiality review certificate issued by the candidate's unit (or the unit supporting the team), with an official seal (no fixed template), and a questionnaire. For the China Young Female Scientist Award candidate teams, supporting materials for the project should be uploaded, including but not limited to approval documents or project proposals, task assignment documents, and contract signing materials related to the team.

3. Candidates or team leaders from government institutions, public institutions, or state-owned enterprises are required to upload the ‘Questionnaire for Candidates of the China Young Female Scientist Award’ (Attachment 4) with an official seal. Candidates or team leaders who are corporate executives should upload the 'Questionnaire for Corporate Leaders' (Attachment 5) with an official seal.

4. Candidates for Future Female Scientist Program are required to upload relevant supporting documents: For doctoral students, please provide a certificate of enrollment issued by the graduate school, specifying the major and expected graduation time. For postdoctoral fellows, please provide the doctoral degree certificate and work agreement.
