Notice of CIN on organizing the National Science Popularization Day 2023 activities

All member units of CIN, nautical science education bases, professional committees and local nautical societies:
We should keep in mind the spirit of the 20th CPC National Congress, study and implement the education themed on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and carry forward General Secretary Xi Jinping's strategies for scientific and technological innovation and science popularization. In order to achieve these tasks, many efforts should be made, such as emphasizing the leadership of values, guiding social trends, demonstrating scientific and technological achievements, serving innovation and development, acting based on public needs, improving scientific qualities and strengthening the capacity building of national popularization of science. Therefore, the institute, in accordance with the requirements of the notice of CIN on organizing the National Science Popularization Day 2023 activities ([2023] No. 34 of the Association for Science and Technology) (see Attachment 1 for more details) jointly issued by 21 ministries and commissions, including the Chinese Association for Science and Technology, the Publicity Department of the Communist Party of China, the Office of Central Cyberspace Affairs Commission, the Ministry of Education, and the Ministry of Science and Technology, organizes all member units of CIN, nautical science education bases, professional committees and local nautical societies to actively carry out the activities of the National Science Popularization Day 2023, and the specific matters are as follows:
Ⅰ Theme and sub-theme of the event
Theme: Enhance scientific quality of the whole nation, and strive to realize the country's self-reliance and self-improvement in science and technology.
Sub-theme: Enhance nautical science quality for all, and promote self-reliance and self-improvement in nautical science and technology.
Ⅱ Event Time
The activity will be carried out all around the country from September 17th to September 23th, 2023, and the theme publicity campaigns are available throughout the year.
Ⅲ. Important Activities
During the National Science Popularization Day, we will organize and mobilize various forces, relying on bases, platforms, and resources of relevant institutions, to carry out a series of science popularization activities in communities, enterprises, schools, etc. under the theme of "Enhancing Maritime Scientific Literacy and Supporting Self-reliance in Maritime Science and Technology" in a multi-level, multi-dimensional, and diverse manner.
- Carry out "Youth Maritime Science and Technology Education" activities.
Jointly with relevant universities and colleges, we will actively mobilize various educational and scientific research units and relevant science and technology workers to conduct youth maritime science and technology education activities through forms such as "Hand in Hand Science Popularization Reports," inspiring young people's interest in science and cultivating innovative spirit and practical abilities.
- Carry out the "Maritime Experts and Science Popularization Ambassadors Visit Schools" activity.
Through a combination of online and offline channels, we will invite experts in maritime science and culture to hold lectures and discussions on maritime science popularization in primary schools, secondary schools and higher education institutions.
- Carry out the "Science Popularization Base Collaboration" activity.
We will cooperate with member units of the China Institute of Navigation, maritime science popularization education bases, professional committees, and local maritime societies to open science and technology museums and mobile science and technology museums for free, and carry out experiential learning, scientific education, science popularization reports, etc., to enhance young people's interest in science and promote public recognition of the value of science.
- Organize maritime science popularization summer camps or study activities.
We will organize local primary and secondary school students to conduct maritime science popularization summer camps or study activities using their own resources. The activities can be conducted entirely offline or in the form of "online study."
- Carry out the "Online Science Popularization Day" activity.
Through live broadcasts, short videos, topic interactions, VR, and other methods, we will widely carry out online activities such as cloud lectures, virtual exhibitions, and online releases, creating a daily hot spot and continuous and exciting online science popularization trend.
Ⅳ. Relevant requirements
- Organizational requirements
- Each maritime science popularization education base and professional committee should organize and carry out at least one science popularization activity during the National Science Popularization Day and report the activity information on the National Science Popularization Day website as required.
- The organizing units of each activity should publish the activities through self-media platforms (their own websites, official accounts, Weibo, etc.). At the same time, they should forward relevant reports, links, videos, etc., to the Institute of Navigation, which will compile and arrange centralized publicity.
- Maritime science popularization new media works should be well-produced, popular, easy to understand, and original, demonstrating a guiding role. New media works can be uploaded to online storage or sent to the email address: hhkp@cinnet.cn.
- These requirements are to be seriously followed by all the maritime science popularization education bases and professional committees of the Institute of Navigation. This work will be included in the annual assessment indicators for each base and professional committee.
- Activity requirements
- Relevant units should attach great importance to it, strengthen organizational leadership, and enhance coordination.
- Emphasize the role of science and technology workers and provide support and guarantee for their science popularization work.
- Coordinate promotion channels and carry out comprehensive and multi-angle publicity and promotion through a combination of online and offline methods and the integration of traditional and new media.
- Focus on the theme and sub-themes of the Science Popularization Day, focus on meeting the needs and expectations of the public, and promote the effective provision of services to the masses during the Science Popularization Day activities, so order to achieve practical results.
Ⅴ. Items to be filled in:
- All participating units are requested to register and log into the National Science Popularization Day website (www.kepuri.cn) between August 21, and September 25, 2023. Fill in the activity information and summary materials in accordance with the requirement of Ming Bai Document of 2023 national science popularization day. (See Annex II for details). Please select "China Institute of Navigation" as the responsible unit.
- The institute will complete the recommendation of excellent activities and report to the China Association for Science and Technology (CAST) before October 15. In accordance with activity indicators, such as organizational mobilization, quantity and scale, brand promotion, the recruitment of science and technology volunteer, joint operation and network activities collaboration, CAST and other organizers will give praises and honorary certificates to the units that organized activities in an orderly manner and served grassroots communities in an effective way and activities with great impact, high attention, and positive feedback.
