CIN’s Notice on the 2023 Candidate Recommendation for Academicians of Chinese Academy of Sciences and Chinese Academy of Engineering

In accordance with relevant requirements of the Notice of China Association for Science and Technology (CAST) on the 2021 candidates recommendation for academicians of Chinese Academy of Sciences and Chinese Academy of Engineering (KXBFZ No.2[2021], see Annex 1 for details), and Measures for the Implementation of Recommendation (Nomination) of Academician Candidates by China Association for Science and Technology (KXFBZ No.18[2023] (see Annex 2 for details). The China Institute of Navigation (CIN）is set to commence its election work within member units and branches. The relevant notice is as follows:
Ⅰ. The criteria and conditions for academician
The criteria and conditions for academician candidates, along with the recommendation process and requirements, are comprehensively outlined in the following notice(see Annex 1). Please read the notice and recommend candidates as required. CIN will set up an expert recommendation committee, a material review group and a working group for managing recommendations. These teams will undertake the recommendation process and forward the necessary materials to the Chinese Association for Science and Technology (CAST).
Ⅱ. Methods of submitting materials
1. Candidates are required to register and log in the CAST Intelligent Evaluation System (https://kecaihui.cast.org.cn, hereinafter referred to as the System) to fill in the relevant contents online and submit the necessary signed and stamped paper materials (according to the System).
2. After filling in the form, the candidate shall submit the referral code to the selection organizations before June 30th. The referral code is an important identification, representing the relation of recommendation (nomination), and is issued to the candidates by the CIN. The specific procedure is shown in the Guideline (see Annex 2).
3. After the evaluation by the expert recommendation committee, the CIN will submit the result to the CAST prior to July 15th. CAST will recommend the candidates for academicians to the Chinese Academy of Sciences and Chinese Academy of Engineering in accordance with the required conditions and quota.
Ⅲ. Candidate Materials and Requirements
1. Candidates’ materials for Academician of the Chinese Academy of Sciences
I) The electronic materials in PDF format submitted by candidates to the selection unit should include:
Annex 1. Basic Information Form of the Recommended Candidate filled in online and other materials uploaded through the System, and the file size shall not be greater than 100 M.
Annex 2. A current valid certificate of Chinese nationality of the candidates. Candidates residing in Hong Kong, Macao special administrative region shall also provide certificates of nationality from the Hong Kong Immigration Department or the Identification Bureau of the Government of the Macao Special Administrative Region, and fill in the Candidate’s Nationality Statement from Hong Kong Special Administrative Region and Macao Special Administrative Region. Candidates from the Chinese Taiwan Province of China must provide a declaration in favour of the "One China" principle.
Annex 3: The Basic Information Form for the Recommended Candidate should include a list of up to 10 representative works. These works include research papers, books, technical reports, or presentations from important academic conferences in full text.
and in principle, at least one of them should be published in Science China, Chinese Science Bulletin, or other outstanding Chinese journals.
Annex 4. A catalog of major research works;
Annex 5. Copies of the related content of important citations and evaluations, indicating the source of publicly published academic journals and writings.
Annex 6: Copies of certificates of awards (no more than 5), copies of invention patent certificates(no more than 10) and the supporting materials for their implementation.
Certificate of confidentiality examination on the Appendics (issued by the candidate's unit and must be signed and stamped, subject to the template of the System);
Review Comments From the Candidate's Unit(issued by the candidate's unit to assure the authenticity of the candidate's academic achievements, scientific research integrity, style of study, etc.,and must be signed by the person in charge of the unit and stamped with the official seal of the unit).
2) Paper materials submitted by the candidate to the selection unit, including: 1 copy of the signed and stamped Certificate of confidentiality examination on the Appendics and 1 copy of the Review Comments From the Candidate's Unit.
2. Materials of the candidates of Academicians of Academician of the Chinese Academy of Engineering
1) The electronic materials submitted by the candidates to the selection unit include:
Nomination Letter for Academician Candidates of the Chinese Academy of Engineering (for nomination by CAST) (hereinafter referred to as the “Nomination Letter”), filled out through the System and so as its Appendices, including:
copies of science and technology award certificates (no more than 4)
copies of invention patent certificates and the supporting materials for their implementation (no more than 6)
the original or copies of papers and works (no more than 6)
the original or copies of important achievements in engineering, scientific research, scientific infrastructure construction (no more than 6)
2) Paper materials signed (sealed) submitted by candidates to the selection units should include: 4 copies of the individual declaration from the Nomination Letter along with the signed and sealed opinion of their respective units, 1 signed copy of “eight prohibitions” by the Chinese Academy of Engineering on Strictly Enforcing the Discipline of Academician Recommendation, 1 signed copy of Prohibition from Engaging in Lobbying of the Adding Selection for Academicians of the Chinese Academy of Engineering a dubbed self-introduction PPT presentation (WMV format, strictly limited to no more than 15 minutes), 1 electronic CD without dubbing PPT and 2 printed copies of the PPT,, together with a non-confidentiality certificate for the PPT the PPT, which has been reviewed and stamped by the confidentiality department of the candidate's unit.
3) If the candidate is an expert of Chinese nationality from the Hong Kong Special Administrative Region or the Macao Special Administrative Region, nationality certificates from the Hong Kong Immigration Department or the Identification Bureau of the Government of the Macao Special Administrative Region must be provided. If the candidate is an expert from the Taiwan Province of China, the support of the “One China” principle must be stated in the "Major Achievements and Contributions in Engineering Science and Technology" section of the Nomination Letter.
IV. Requirements of material submission
1. Materials shall be submitted completely, and all paper copies must be completely consistent with the corresponding electronic versions.
2. All units should complete the online submission before June 30th. Paper materials should be submitted to CIN before June 30th (accepted by the mailing date). If the submitted materials do not meet the requirements or are submitted after the deadline, the recommendation will be invalid.
