Notice of CIN on Organizing recommending Candidates for "HOME Specially Appointed Experts of CAST"

In order to further implement the Guidance of CAST on Strengthening the Work of Helping Our Motherland through Elite Intellectual Resources from Overseas, to make better contact services for high-level overseas scientific and technological talents, and to better serve the local scientific and technological economic development, the International Cooperation Department of CAST intends to further strengthen the construction of seawise specially appointed experts of CAST. In order to expand the recommendation channels, the new experts are to be recommended with the assistance of various societies. The experts are divided into four categories according to their specialties: academic experts, industrial experts, management experts, and general experts.
The rights of the specially appointed experts include: being recommended as special delegates and representatives of the National Congress of CAST; being invited to participate in relevant meetings and activities organized by CAST; having priority to be recommended and declare various awards, honorary titles, special experts, scientific research projects, appointment in CIN, etc. The obligations include: participating in the activities organized by CAST, such as talent nomination, project cooperation, academic exchange, decision-making and consultancy, innovation and entrepreneurship; being invited to provide advice and guidance on the HOME work, serving the construction of various HOME bases, and being invited to be a judge of the China Overseas Talent Innovation and Entrepreneurship Competition, etc. The International Cooperation Department of the Chinese Association for Science and Technology (CAST) will select experts who meet the requirements based on their recommendations through expert evaluation, and appoint them as Specially Appointed Experts of CAST and issue appointment letters. The appointment period is three years each time.
The Notice of the International Cooperation Department of CAST on the Recommendation of Candidates for the "HOME Specially Appointed Experts of CAST” (Foreign Affairs Letter of CAST, No. 68 [2022]) is hereby forwarded to you. The member units and professional committees should recommend no more than three candidates in principle and rank them according to the recommendation degree, and please collect and send the electronic version of the Candidate Information Form of HOME Specially Appointed Expert of CAST” (including stamped scanned copies and word documents) to the contact person's email address (the requirements of the form are attached to the notice). CIN will select excellent ones and send a unified report to the International Cooperation Department of CAST by October 20.
