Notice of China Institute of Navigation on Holding 2022 National Science Popularization Day

Member units and relevant units, navigation science popularization education bases, professional committees and local navigation institutes of China Institute of Navigation:
In order to deeply implement the spirit of the Party’s 19th National Congress and the plenary sessions, promote scientific spirit, spread scientific knowledge, inspire scientific dreams and aspirations, and comprehensively improve the scientific literacy of the people, the institute will organize various member units, navigation science popularization education bases, professional committees and local navigation institutes to launch activities in accordance with the requirement in the Notice on Holding 2022 National Science Popularization Day Activities (CAST [2022] No. 29) jointly issued by 18 ministries and commissions including China Association for Science and Technology, the Propaganda Department of the CPC Central Committee, Cyberspace Administration of China, Ministry of Education and Ministry of Science and Technology. The activities of 2022 National Science Popularization Day will be carried out with the following details:
- Activity Theme and Sub-theme
Theme: Welcome the 20th National Congress and popularize science for a brighter future.
Sub-theme: Green, low-carbon, and intelligent navigation in the future.
- Activity Time
September 15-21, 2022 is the period centering on activities. Activities can be conducted throughout the year.
- Main Activities
During the activities of National Science Popularization Day, with the platform and resource of the units of the base and the sub-theme “Green, low-carbon, and intelligent navigation in the future”, various kinds of science popularization activities will be carried out based on communities, enterprises and schools by mobilizing and organizing various forces.
（1）Carry out science and technology education activities for young people. With the help of relevant colleges, actively mobilize various educational and scientific research institutions and experts to carry out various navigation science and technology education activities for teenagers in the form of “go out and invite in” to stimulate their dreams and aspirations of navigation science.
（2）Carry out the “Navigation Experts Come to Campus” activity. With the combination of online and offline activities, invite experts in navigation science popularization and culture to give lectures and talks on navigation science popularization in primary and secondary schools.
（3）Carry out the “introduce water safety into campus and communities” activity. Local departments should be united to organize volunteers of all units and they should organize water lifesaving emergency and drowning prevention popularization and education activities for teenagers in the summer vacation or the back-to-school season, so as to enhance their water safety awareness and self-rescue, emergency rescue ability and avoid students accidentally fall into the water or drown.
（4）Organize navigation science popularization summer camps or research activities. According to existing resources, organize local primary and secondary school students to take part in the “Future Navigator 2022” navigation science popularization summer camps or research activities. Under the requirements of epidemic prevention and control, activities can be held offline or in the form of “cloud research”.
（5）Carry out science popularization activities for enterprises. With the help of the opening for visitors, expert explanations or small videos of science popularization, the shipping enterprises, ports, terminals and other related units among the member units of the institute will popularize the scientific and technological knowledge about green and intelligent shipping to the public, show the advanced technologies and application, as well as the important achievements made by China in shipping construction and development in recent years.
（6）Carry out the collection and promotion activities of multimedia works related to navigation. Collect short videos and multimedia works in the field of navigation.
Requirements: Short videos and multimedia works of science popularization should be created between January 2020 to August 2022. The form is not limited (e.g. H5, short videos, figures, propaganda films, illustrations, etc.). Each work should be at least 3 minutes in length and no more than 30 minutes, and a series of videos is preferred.
（7）Carry out “Cloud Navigation Science Popularization” activity. Make use of the platform of National Science Popularization Day to complete showcase online and form a boom of spreading navigation science and technology online by carrying out online activities for different groups.
- Relevant Requirements
（1）Organizational requirements
- During the activities of National Science Popularization Day, each navigation science popularization education bases and professional committees should organize at least one science popularization activity and fill in the activity information on the National Science Day website or its APP as required (see Annex 1 for details of the information reporting process).
- Each unit that organizes activities should publish the activities information through we-media (personal website, official account, Weibo and other platforms), and forward links and videos of relevant reports to the institute, which will arrange propaganda after collection.
- The new media works of navigation science popularization require good production, understandable content, originality and the impact of demonstration and guidance. New media works can be uploaded through the web disk or sent to hhkp@cinnet.cn.
- Navigation science popularization education bases and professional committees of China Institute of Navigation please seriously implement all requirements and the performance in this work will be included in the annual assessment indicators for the bases and professional committees.
（2）Activity requirements
- Each relevant unit should attach great importance to the National Science Popularization Day and strengthen organization, leadership, coordination and cooperation.
- Give full play to the role of science and technology workers and provide them with better services for popularizing science.
- Coordinate all kinds of publicity channels, so as to carry out all-round and multi-angle publicity and marketing through the combination of online and offline, traditional media and new media.
- Center on the theme and sub-theme of the Science Popularization Day, focus on the needs and expectations of the public and promote the Science Popularization Day activities in the form of pleasing to the public, in order to achieve practical results.
- Strictly comply with the local epidemic prevention and control requirements, and strictly implement the responsibility of the host units and places in accordance with the principles of “whoever holds the event is responsible”. Implement all prevention and control measures strictly and carefully to ensure safe and orderly activities.
5. Items to be filled in
（1）Register information. Please register and log in the National Science Day Website (www.kepuri.cn) or download the Science Popularization China App from August 15 to September 28, 2022 and fill in and provide the activity information according to requirements. The unit that organizes activities can provide accurate information about the participating science and technology workers, then the platform will send thank you messages in the name of the unit to enhance their sense of gain.
（2）Improve information. All units are requested to timely supplement and improve the information and progress results of the activity through the website of the National Science Popularization Day or the Science Popularization China App before October 14, 2022, including pictures and videos of the activity and links to news reports.
（3）Work summary. All units are requested to submit the summary materials of the Science Popularization Day on the website of the National Science Popularization Day before October 14, 2022. The institute will complete the recommendation work of excellent activities and hand the list to China Association for Science and Technology before October 25. In accordance with activity indicators, such as organizational mobilization, quantity and scale, promotional events, the recruitment of science and technology volunteer, joint operation and network activity, China Association for Science and Technology and other organizers will give praises and honorary certificates to the units with solid work and outstanding achievements and activities with distinctive characteristics and significant results.
