Notice on the Organization of Recommending Candidates for the 2022 China Institute of Navigation Young Talent Support Project

In accordance with the Measures for Management 0f the Young Talents Support Project of the Chinese Association for Science and Technology, Rules for the Implementation and Management of the Young Talents Support Project of the Chinese Association for Science and Technology and Measures for Management 0f the Young Talents Support Project of CIN, it is decided to start the declaration of the Young Talents Support Project of CIN in 2022, and the relevant matters are notified as follows：
I. Recommended scope and conditions
1. The recommended personnel shall be the in-service employees of the member units of CIN;
2. The recommended personnel should be under 32 years old (born after June 30, 1990), and the age of female nominees can be appropriately relaxed by 1-2 years;
3. We will focus on supporting outstanding young science and technology workers at the grassroots level in navigation and related fields, as well as young talents who are personally guided by academicians, chief experts and academic leaders of relevant units in the form of "mentoring".
4. Candidates who have been selected for various national talent programs，Young Talent Support Project of CAST and Young Talent Support Project of CIN shall not be selected as candidates. If you conceal it, the selected qualification will be cancelled and the Young Talent Support Project certificate and funding will be withdrawn after investigation.
II. Recommendation method and process
1. Declaration units organize eligible young science and technology workers to declare according to the requirements of the notice, and fill out the Recommendation Form of Young Talent Support Project of CIN (see the attachment). The recommendation form is the main basis for the evaluation of young talents, and it is required to highlight the innovative achievements and contributions of the candidates. The electronic version of the recommendation form and the paper version should be consistent. For those who fill in the recommendation form inaccurately, one vote veto will be implemented and the credibility of the candidate will be recorded.
2. Candidate recommendation form shall not involve state secrets; if it does, a separate certificate of non-confidential declaration materials stamped with the official seal of the secrecy department of the unit where it is located shall be issued.
3. After the candidate is selected and confirmed by his/her unit, he/she shall submit the application materials to the Science and Technology Service Department of CIN, and the Institute will organize industry experts for evaluation. After the relevant procedures, he/she is determined to be the person to be supported of young talent support project of CIN.
4. The formally selected young talents to be supported of CIN will enter into the young talent pool of CIN and receive special funding for the year; and they will be recommended as candidates for the eighth (2022-2024) Young Talent Support Project of the CAST according to their profession and ranking.
III. Material submission requirements
Please download the Recommendation Form of Young Talent Support Project of CIN and send the scanned electronic version of the recommendation form with signature and seal to yangy@cinnet.cn before August 1, 2022. The paper version of the recommendation form should be sent to the designated address in triplicate.
