CIN’s Notice on Candidate Nomination (Recommendation) and Selection for China Youth Science and Technology Award

All member units and relevant units:
In order to deeply implement the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the spirit of the conference on talent by central committee, in accordance with relevant requirements of the Notice of the Candidate Nomination for the 17th China Youth Science and Technology Award issued by the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security of the People's Republic of China, CAST, and the Central Committee of the Communist Youth League, CIN will carry out its nomination(recommendation) and selection of candidates for this award. Relevant matters are notified as follows:
1.Selection criteria
1.1 The candidates should be ideologically and politically firm, love the motherland, and abide by discipline and law, support the party's line, policy and guidelines, enhance the "four consciousnesses", and carry out the "four self-confidence", and the "two maintenance". And they need to learn in a decent way, and actively practice the spirit of scientists.
1.2 Nomination (Recommendations) candidates for China Youth Science and Technology Award should meet one of the requirements below:
i. Making important and innovative achievements and making outstanding contributions in the field of maritime scientific research;
ii. Making significant and creative achievements and contributions in marine engineering technology, and having significant application results;
iii. Making outstanding achievements in the popularization of maritime science and technology, the promotion and transformation of scientific and technological achievements, and the management of science and technology, and having significant social or economic benefits.
1.3 Nomination (recommendation) quota
Each unit can nominate (recommend) 1 to 2 candidates. Male candidates should be no more than 40 years old (born on or after Jan 1, 1981), and female candidates should be no more than 45 years old (born on or after Jan 1, 1976).
1.4 Candidates should be members of CIN
CIN will organize experts to evaluate the recommended materials, and select excellent ones for further reporting according to the selection results.
3.Material submission requirements
3.1 Electronic material submission requirements
All nominated(recommended) unit candidates should carefully fill in the 17th China Youth Science and Technology Award Nomination Form following the form’s instruction, and send the electronic file to sundp2013@126.com before Feb 20, 2022. Attached materials need to be sent with the Nomination Form (word version + pdf file).
The representative achievements that should be submitted in the attached materials mainly include:
i. Published papers and monographs (no more than three papers and one monograph);
ii. Technology achievement evaluation certificate and intellectual property proof materials;
iii. Technical application proof materials;
iv. Proof materials of recognition awards;
v. Proof materials of other achievements and contributions;
Formally reported candidates should provide proof of confidentiality review issued by their units, and fill in the candidates' electronic materials online through the Intelligent Science and Technology Talent Evaluation System (http://kecaihui.cast.org.cn/) before Mar 21, 2022, including the 17th China Youth Science and Technology Award Nomination Form and relevant attachment materials as the CAST noticed (system account and the password will be notified later). Please download and print the Nomination Form. The electronic version of the material must be the same with the paper material. Once the electronic material is uploaded successfully, the material cannot be revised.
3.2 Written material submission requirements
Written materials are as follows:
i. The report on the nomination unit. Its contents include the way the recommended candidates are chosen, the expert review, the list of experts of the review group of the recommended units and the recommended candidates. The report should be stamped with the official seal of the nomination units.
ii. The 17th China Youth Science and Technology Award Nomination Form in 6 copies (attachment 1). The candidate's unit nomination opinion in the nomination form should provide a clear opinion on the condition of candidate's political performance, integrity, self-discipline, moral character, as well as the authenticity, accuracy and confidentiality of the material; nomination opinion of nomination channels should include an evaluation on the candidate's innovative value, ability, contribution, academic ethics, etc.
iii. The Opinion Form of Candidates of the Chinese Youth Science and Technology Award in 4 copies (attachment 2). He must provide this form if the candidate works in institution, or state-owned enterprise.
iv. The Opinion Form of the person in charge of the enterprise in 4 copies (attachment 3). The candidate who is the person in charge of the enterprise must provide this form.
3.3 Submission time and method of written materials
All nomination units should carefully organize the recommendation work according to the declaration requirements for nomination units. Nomination units should post written materials or deliver them on site to the Secretariat of CIN before Feb 28, 2022. The word version of the recommendation form and the PDF version of the relevant Attachments should be sent to the contact email. Overdue submissions will not be accepted.
